PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, OCTOBER 6, 1980
1 The Common Council of the City of Richmond, Indiana, met in regular
2 session October 6, 1980 at the hour of 7:30 p.m. in the Council Chambers
3 in the Municipal Building in said City. President Paust presided with
4 the following members present: Messrs. Elstro, Williams, Ahaus, Hank-
5 inson, Parker, Carter and Mills. Absent: Welch. The following busi-
6 ness was had, to-wit:

8 DEVOTIONS - Councilman Parker gave devotions.

10 APPROVAL OF MINUTES

12 Councilman Williams moved to approve the minutes of the previous meeting
13 as prepared, seconded by Councilman Hankinson and on unanimous voice
14 vote the motion was carried.

16 MISCELLANEOUS BUSINESS

18 Councilman Elstro stated there is a problem with the Community Develop-
19 ment project on South 16th Street and it is being picketed by the Union.
20 He suggested Community Development, the Mayor and the Union representa-
21 tives get together to work out a solution to get the project moving.
22 He introduced Union representatives Ted Rice, 406 North 16th Street, and
23 Charles Morris, R. R. 26, Terre Haute, representing Local 1047 , who
24 spoke. Mr. Morris noted Ralph Reed is the contractor. Mr. Rice stated
25 he recently sent a registered letter to Community Development Director
26 Tim Ryder and is awaiting an answer on a wage list. City Attorney Ed
27 Anderson stated he will give an opinion in regard to Mr. Rice's request.

30 31 Councilman Mills moved to suspend the rules and read Ordinance Nos. 81-
32 • 1980, 82-1980, 83-1980 and 84-1980 on first reading by title only,
33 seconded by Councilman Ahaus and on unanimous voice vote the motion
34 was carried.

39 AN ORDINANCE AMENDING CHAPTER 92, FIRE PREVENTION, TITLE IX OF THE
40 CODE OF ORDINANCES OF THE CITY OF RICHMOND, INDIANA TOREQUIRE INSTAL-
41 LATION OF SMOKE DETECTORS AND ADDING THERETO A NEW SECTION 92.11 FIRE
42 DETECTION EQUIPMENT AND FIXING THE TIME WHEN THE SAME SHALL TAKE EFFECT.

45 Public Safety Committee.

52 Councilman Mills moved to suspend the rules and read Ordinance No. 82-
53 1980 on second reading, seconded b Councilman Williams and on unani-
54 mous voice vote the motion was carried.

12 City Controller Don Meredith requested Ordinance No. 83-1980 be stricken.
13 Councilman Ahaus so moved, seconded by Councilman Parker and on unanimous
14 voice vote the motion was carried.

17 AN ORDINANCE TO TRANSFER WITHIN THE MOTOR VEHICLE HIGHWAY FUND.

19 Councilman Mills moved to suspend the rules and read Ordinance No. 84-
20 1980 on second reading, seconded by Councilman Parker and on unanimous
21 voice vote the motion was carried.

43 TO APPROPRIATE FROM THE LOCAL ROAD AND STREET FUND.

45 City Controller Don Meredith stated the deadline for spending funds in
46 this ordinance is July 1983.

63 Councilman Carter moved to suspend the rules and move Ordinance No. 75-
64 1980 to third and final reading by title only, seconded by Councilman

1 Elstro. President Paust called for a roll call vote. The following
2 was recorded: Councilmen Elstro and Williams voted aye and Council-
3 man Ahaus voted no stopping the voting.

7 The Clerk read on second reading Ordinance No. 79-1980 - AN ORDINANCE
8 TO APPROPRIATE WITHIN THE MOTOR VEHICLE HIGHWAY FUND.

10 City Attorney Ed Anderson examined proof of publication and found it
11 to be in order. Councilman Mills moved the proof be accepted and
12 placed on file, seconded by Councilman Parker and on unanimous voice
13 vote the motion was carried.

15 President Paust announced Ordinance No. 79-1980 is on public hearing.
16 There being no one speaking for or against Ordinance No. 79-1980,
17 Councilman Mills. moved for engrossment, seconded by Councilman Parker
18 and on unanimous voice vote the motion was carried.

20 Councilman Mills moved to suspend the rules and read Ordinance No.
21 79-1980 on third and final reading by title only, seconded by Council-
22 man Parker and on unanimous voice vote the motion was carried.

30 President Paust announced that Kenneth Spoon, President of Reid
31 Memorial Hospital has requested a meeting with the Council members
32 at the hospital on October- 16th at 7 :00 p.m. regarding the planned _
33 expansion at the hospital.

37 There being no further business the meeting was adjourned by general
38 consent.
