PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, SEPTEMBER 15, 1980
1 The Common Council of the City of Richmond, Indiana, met in regular
2 session September 15, 1980 at the hour of 7 30 p.m. in the Council
3 Chambers in the Municipal Building in said City. President Paust
4 presided with the following members present: Messrs. Elstro, Williams,
5 Ahaus, Hankinson, Parker, Carter and Mills. Absent: Welch. The following
6 business was had, to-wit:

8 DEVOTIONS - Councilman Mills gave devotions.

10 Councilman Williams moved to approve the minutes of the previous meeting
11 as prepared, seconded by Councilman Mills and on unanimous voice vote
12 the motion was carried.

14 RESOLUTIONS

16 Councilman Mills moved to suspend the rules and read Resolution Nos. 16-
17 1980 and 17-1980 by title only, seconded by Councilman Elstro and on
18 unanimous voice vote the motion was carried.

22 ' The Clerk read by title only Resolution No. 16-1980 - A RESOLUTION
23 AUTHORIZING AN APPEAL TO THE STATE BOARD OF TAX COMMISSIONERS FOR RELIEF
24 FROM PROPERTY TAX LEVY LIMITATION.

26 Councilman Mills moved for adoption of Resolution No. 16-1980, seconded
27 'by Councilman Parker and the motion carried with Carter voting no.

32 AUTHORIZING THE FILING OF AN APPLICATION WITH THE NATIONAL SCIENCE FOUN-
33 DATION OFFICE OF SCIENCE AND SOCIETY, SCIENCE FOR CITIZENS GRANT FUNDS.

35 Speaking for Resolution No. 17-1980 was Mrs. Ann Cline, 2711 South "J"
36 Street, Director of CCEMP.

38 Councilman Ahaus moved for adoption of Resolution No. 17-1980, seconded
39 by Councilman Mills and on a call of the roll the following was recorded:
40 AYES: Elstro, Williams, Ahaus, Parker, Mills, Paust (6)
41 NOES: Hankinson, Carter. (2)
42 The vote being six (6) to two (2) in favor of passage.

44 REQUESTS FOR BOARD OF WORKS

46 Councilman Williams requested a status report on River Court. He also
47 mentioned that South 3rd Street from "B" to "A" has a crown and that
48 the North 12th Street railroad crossing has not been completed.

50 Councilman Elstro requested a list of the streets to be paved, mentioned
51 the condition of a sewer on Liberty Pike and commended Charles Roberts
52 for the clean up and boarding up of a house on South 10th and "E" St.
53 following a fire.

57 Councilman Mills moved to suspend the rules and read Ordinance Nos. 78-
58 1980, 79-1980 and 80-1980 on first reading by title only, seconded by
59 Councilman Ahaus and on unanimous voice vote the motion was carried.

30 by Councilman Elstro. The motion carried with Councilman Carter voting

33 Councilman Mills moved to suspend the rules and read Ordinance No. 80-
34 1980 on third and final reading by title only, seconded by Councilman
35 Elstro and on unanimous voice vote the motion was carried.

46 September 29 at 7 :00 p.m. in the Board of Works Room to discuss Ordinance

17 City Attorney Ed Anderson examined proof of publication for Ordinance
18 No. 74-1980 and found it to be in order. Councilman Mills moved it be
19 1 accepted, seconded by. Councilman Ahaus and on unanimous voice vote the
20 motion was carried.

23 There being no one speaking for or against this Ordinance Councilman
24 Williams moved for engrossment, seconded by Councilman Hankinson and
25 on unanimous voice vote the motion was carried.

28 74-1980 on third and final reading by title only, seconded by Councilman
29 Mills and on unanimous voice vote the motion was carried.

42 moved the proof be accepted, seconded by Councilman Ahaus and on
43 unanimous voice vote the motion was carried.
