HomeMy Public PortalAbout08-25-1980 - Special Meeting 37 SPECIAL MEETING PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, AUGUST 25, 1980 1 The Common Council of the City of Richmond, Indiana, met in special 2 session August 25, 1980 at the hour of 7:00 p.m. in the Council Chambers 3 in the Municipal Building in said City. President Paust presided with 4 the following members present:. Messrs. Elstro, Williams, Ahaus, 5 Hankinson, Welch, Parker, Carter and Mills. Absent: None. The fol- 6 lowing business was had, to-wit: 7 8 DEVOTIONS 9 10 A moment of silent devotions was observed. 11 12 ORDINANCES ON 2nd READING 13 14 The Clerk read on second reading Ordinance No. 67-1980 - AN ORDINANCE 15 FIXING THE RATE AND AMOUNT OF TAXES FOR MUNICIPAL PURPOSES. TO BE LEVIED 16 ON PROPERTY WITHIN THE CITY OF RICHMOND, WAYNE COUNTY, INDIANA, FOR THE 17 YEAR 1981, AND PROVIDING FOR THE TAKING EFFECT THEREOF. 18 19 City Controller Don Meredith presented Council members with a copy of 20 the Ordinance with recommended amendments as follows: In the first 21 paragraph the amount will be $4,208,660. , paragraph A 1.64468', para- 22 graph D 0.58356, paragraph I 2.69349. 23 24 Councilman Ahaus moved to amend Ordinance No. 67-1980, seconded by 25 Councilman Hankinson. The motion carried with:. Councilman Carter 26 voting no. III 27 28 President Paust announced Amended Ordinance No. 67-1980 is on public 29 hearing. 30 31 There being no one speaking for or against Amended Ordinance No. 67- 32 1980, Councilman Ahaus moved for engrossment, seconded by Councilman 33 Mills and on unanimous voice vote the motion was carried. 34 35 Councilman Ahaus moved to suspend the rules and read Amended Ordinance 36 No. 67-1980 on third and final reading by title only, seconded by 37 Councilman Hankinson and on unanimous voice vote the motion was carried. 38 39 The Clerk read on third reading by title only Amended Ordinance No. 40 67-1980. 41 42 Amended Ordinance No. 67-1980 was adopted by the following vote: 43 AYES: Elstro, Williams, Ahaus, Welch, Hankinson, Parker, Mills, 44 Paust (8) 45 NOES: Carter (1) 46 47 ORDINANCES ON 3rd READING 48 49 Councilman Mills moved to suspend the rules and read Amended Ordinance 50 Nos. 61-1980, 62-1980, 64-1980 and 65-1980 and Ordinance Nos. 63-1980 III 51 and 66-1980 on third reading by title only, seconded by Councilman 52 Ahaus and on unanimous voice vote the motion was carried. 53 54 The Clerk read on third reading by title only Amended Ordinance No. 61-1980 55 AN ORDINANCE APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE EX- 56 PENSES OF THE SEVERAL DEPARTMENTS OF THE CITY GOVERNMENT OF THE CITY OF 57 RICHMOND, INDIANA, FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1981 AND 58 ENDING DECEMBER 31, 1981, INCLUSIVE, INCLUDING ALL OUTSTANDING CLAIMS 59 AND OBLIGATIONS, AND FIXING THE TIME WHEN THE SAME SHALL TAKE EFFECT. 60 61 Amended Ordinance No. 61-1980 was adopted by the following vote: 62 AYES: Elstro, Williams, Ahaus, Hankinson, Welch, Parker, Mills and 63 Paust (8) 64.
