THE CITY OF RICHMOND TO INDUCE PARCEL REALTY COMPANY TO SUBSTANTIALLY
ENLARGE AND IMPROVE ITS UPS CENTERVILLE FACILITY AND TO UNDERTAKE TO
SELL AND DELIVER REVENUE BONDS TO PAY THE COSTS THEREOF, AND OTHER
MATTERS RELATING THERETO.

Speaking for this resolution was Attorney Andrew Cecere who noted Cen-
terville does not have an Economic Development Commission and under the
statutes any city in the county which has such a commission may cause to
be constructed and erected facilities in municipalities other than the
financing community, provided the municipality where the construction
is to occur consents to the financing of the project. The City of Cen-
terville by resolution has consented. Councilman Carter noted one of
the incentives of these bonds is to add to the tax base of our community
and this will not. He further feels this is setting a bad precedent as
other communities in the county can form their own commission or the
county could form one.

by Councilman Ahaus. The motion carried with Councilmen Carter and
