HomeMy Public PortalAbout08-18-1980 29 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, AUGUST 18, 1980 1 The Common Council of the City of Richmond, Indiana, met in regular 2 session August 18, 1980 at the hour of 7 :30 p.m. in the Council Chambers 3 in the Municipal Building in said City. President Paust presided with 4 the following members present: Messrs. Elstro, Williams, Ahaus, Hankin- 5 son, Welch, Parker, Carter and Mills. Absent: None. The following 6 business was had, to-wit: 7 8 DEVOTIONS 9 10 Councilman Hankinson gave devotions. 11 12 APPROVAL OF MINUTES 13 14 Councilman Williams moved to approve the minutes of the previous meeting 15 as prepared, seconded by Councilman Hankinson and on unanimous voice 16 vote the motion was carried. 17 18 RESOLUTION NO. 15-1980 19 20 Councilman Mills moved to suspend the. rules and read Resolution No. 15- 21 1980 by title only, seconded by Councilman Welch and on unanimous voice 22 vote the motion was carried. 23 24 The Clerk read by title only Resolution No. 15-1980 - A RESOLUTION OF 25 THE CITY OF RICHMOND TO INDUCE PARCEL REALTY COMPANY TO SUBSTANTIALLY 26 ENLARGE AND IMPROVE ITS UPS CENTERVILLE FACILITY AND TO UNDERTAKE TO 27 SELL AND DELIVER REVENUE BONDS TO PAY THE COSTS THEREOF, AND OTHER 28 MATTERS RELATING THERETO. 29 30 Speaking for this resolution was Attorney Andrew Cecere who noted Cen- 31 terville does not have an Economic Development Commission and under the 32 statutes any city in the county which has such a commission may cause to 33 be constructed and erected facilities in municipalities other than the 34 financing community, provided the municipality where the construction 35 is to occur consents to the financing of the project. The City of Cen- 36 terville by resolution has consented. Councilman Carter noted one of 37 the incentives of these bonds is to add to the tax base of our community 38 and this will not. He further feels this is setting a bad precedent as 39 other communities in the county can form their own commission or the 40 county could form one. 41 42 Councilman Mills moved for adoption of Resolution No. 15-1980, seconded 43 by Councilman Ahaus. The motion carried with Councilmen Carter and 44 Hankinson voting no. 45 46 Messrs. James Lahey, Managing Partner, and Kevin Rice, General Manager, 47 of Clearview Cable TV presented a status report to Council members. 48 This is an update of their commitment at the time they appeared for a 49 rate increase. The report included system status and survey highlights. 50 51 ORDINANCE NO. 70-1980 52 53 Councilman Mills moved to. suspend the rules and read Ordinance Nos. 70- 54 1980 and 71-1980 on first reading by title only, seconded by Councilman 55 Welch and on unanimous voice vote the motion was carried. 56 57 The Clerk read on first reading by title only Ordinance No. 70-1980 - 58 AN ORDINANCE TO TRANSFER WITHIN THE GENERAL FUND. 59 60 Councilman Mills moved to suspend the rules and read Ordinance No. 70- 61 1980 on second reading, seconded by Councilman Welch and on unanimous 62 voice vote the motion was carried. 63 64 The Clerk read on second reading Ordinance No. 70-1980. On voice vote the motion was defeated. 40 41 Councilman Mills moved to table Ordinance No. 61-1980 to give the 42 Controller time to figure the amounts and come back later for engross- 43 ment, seconded by Councilman Parker and on unanimous voice vote the 44 motion was carried. 45 46 ORDINANCE NO. 62-1980 47 48 The Clerk read on second reading Ordinance No. 62-1980 - AN ORDINANCE 49 APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF THE 50 MOTOR VEHICLE HIGHWAY FUND OF THE CITY OF RICHMOND, INDIANA, FOR THE 51 FISCAL YEAR BEGINNING JANUARY 1, 1981 AND ENDING DECEMBER 31 , 1981, 52 INCLUSIVE, AND FIXING THE TIME WHEN THE SAME SHALL TAKE EFFECT. 53 54 Councilman Carter moved to reduce 11, Salaries and Wages, Regular, by 55 $35,465, seconded by Councilman Mills and on unanimous voice vote the 56 motion was carried. 57 58 Councilman Carter moved to reduce 2130, gavel Expense, by $500. secon- 59 ed by Councilman Ahaus. The motion carried with Councilman Mills 60 voting no. 61 62 Councilman Carter moved to reduce 2210, Electric Current, by $2,520, - 63 seconded by Councilman Ahaus. August 18, 1980 Page 7 1 City Controller Don Meredith informed Council the total amount of the 2 Motor Vehicle Highway Fund for 1981 is $1,031,273 after their cuts. 3 4 Councilman Welch moved for engrossment of Amended Ordinance No. 62-1980, 5 seconded by Councilman Mills and on unanimous voice vote the motion was 6 carried. 7 8 President Paust announced Ordinance No. 64-1980 is on public hearing. 9 10 City Controller Don Meredith informed Council the total amount of the 11 Park and Recreation Department is $1,047,020 after their cuts. 12 13 Councilman Mills moved for engrossment of Amended Ordinance No. 64-1980, 14 seconded by Councilman Welch and on unanimous voice vote the motion 15 was carried. 16 17 President Paust announced Ordinance No. 65-1980 is. on public hearing. 18 19 City Controller Don Meredith informed Council the total amount of the 20 Municipal Airport for 1981 is $135,500 after their cuts. 21 22 Councilman Welch moved for engrossment of Amended Ordinance No. 65-1980, 23 seconded by Councilman Elstro and on unanimous voice vote the motion 24 was carried. 25 26 President Paust announced there will be 'a special Council meeting on 27 August 25 in Council Chambers at 7 :00 p.m. for the purpose of passing 28 the budgets. 29 30 There being no further business the meeting was adjourned by general 31 consent. 32 33 Kenneth Paust 34 President 35 '36 ATTEST: JoEllen Trimble 37 City Clerk * Councilman Mills to approve proof of publication on Ordinances Nos. 61-1980, 62-1980, 63-1980, 64-1980, 65-1980, 66-1980, 67-1980, se- conded by Councilman Welch and on unanimous voice vote the motion was carried. 36
