HomeMy Public PortalAbout08-04-1980 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, AUGUST 4, 1980 1 The Common Council of the City of Richmond, Indiana, met in regular 2 session August 4, 1980 at the hour of 7 :30 p.m. in the Council Chambers 3 in the Municipal Building in said City. President Paust presided with 4 the following members present: Messrs. Elstro, Williams, Ahaus, 5 Hankinson, Welch, Parker, Carter and Mills. Absent: None. The 6 following business was had, to-wit: 7 8 Councilman Elstro gave devotions. 9 10 APPROVAL OF MINUTES 11 12 Councilman Williams moved to approve the minutes of the previous meeting 13 as prepared, seconded by Councilman Carter and on unanimous voice vote 14 the motion was carried. • 15 16 BOARD OF WORKS • 17 18 Councilman Williams noted bricks were falling on the street at No. llth 19 and "G" behind Matherly Bros. Coal Co. and a problem with trees at 811 20 North "H". 21 22 COMMITTEE OF WHOLE MEETING 23 24 Chairman of the Committee of the Whole Mills stated Community Develop- 25 went Director Tim Ryder will be representing his department including 26 the Plan and Building Commissions at the budget hearings. 27 28 City Controller Don Meredith gave council a copy of an article which 29 appeared in the Palladium-Item concerning the budgets. III 30 31 ORDINANCES ON FIRST READING 32 33 Councilman Mills moved to suspend the rules and read Ordinance Nos. 34 61-1980 through 69-1980 on first reading by title only, seconded by 35 Councilman Welch and on unanimous voice vote the motion was carried. 36 37 The Clerk read on first reading by title only Ordinance No. 61-1980 - 38 AN ORDINANCE APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE 39 EXPENSES OF THE SEVERAL DEPARTMENTS OF THE CITY GOVERNMENT OF THE 40 CITY OF RICHMOND, INDIANA', FOR THE FISCAL YEAR BEGINNING JANUARY 1, 41 1981 AND ENDING DECEMBER 31, 1981, INCLUSIVE, INCLUDING ALL OUTSTANDING 42 CLAIMS AND OBLIGATIONS, AND FIXING THE TIME WHEN THE SAME SHALL TAKE 43 EFFECT. 44 45 President Paust announced Ordinance No. 61-1981 has to be advertised'. 46 47 The Clerk read on first reading by title only Ordinance No. 62-1980 - 48 AN ORDINANCE APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE . 49 EXPENSES OF THE MOTOR VEHICLE HIGHWAY FUND OF THE CITY OF RICHMOND, 50 INDIANA, FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1981 AND ENDING 51 DECEMBER 31, 1981, INCLUSIVE, AND FIXING THE TIME WHEN THE SAME 52 SHALL TAKE EFFECT. 53 54 President Paust announced Ordinance No. 62-1980 has to be advertised. 55 56 The Clerk read on first reading by title only Ordinance No. 63-1980 - 57 AN ORDINANCE APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE 58' EXPENSES OF THE UNSAFE BUILDING FUND OF THE CITY OF RICHMOND, IND.IANA, 59 FOR THE FISCAL YEAR COMMENCING JANUARY 1, 1981 AND ENDING DECEMBER 31, 60 1981, INCLUSIVE, AND FIXING THE TIME WHEN THE SAME SHALL TAKE EFFECT. 61 62 President Paust announced Ordinance No. 63-1980 has to be advertised. 63 64 The Clerk read on first reading by title only Ordinance No. 64-1980 - 2 Common Council Minutes Cont'd. OF THE 21 CITY OF RICHMOND, INDIANA, FOR THE FISCAL YEAR COMMENCING JANUARY 1, 22 1981 AND ENDING DECEMBER 31, 1981, INCLUSIVE AND FIXING THE TIME 23 WHEN THE SAME SHALL TAKE EFFECT. 24 25 President Paust announced Ordinance No. 66-1980 has to be advertised. 26 27 The Clerk read on first reading by title only Ordinance No. 67-1980 - 28 AN ORDINANCE FIXING THE-RATE- AND AMOUNT OF TAXES FOR MUNICIPAL PUR- 29 POSES TO BE LEVIED-ON PROPERTY WITHIN THE CITY OF RICHMOND, WAYNE 30 _COUNTY, INDIANA, FOR THE YEAR 1981, AND PROVIDING FOR THE TAKING 31 ; dFFECTTHEREOF. 32 33 President Paust announced Ordinance No. 67-1980 has to be advertised 34 and is referred to the Committee of the Whole. 35 36 ORDINANCE NO. 68-1980 37 38 The Clerk read on first reading by title only Ordinance No. 68-1980 - 39 AN ORDINANCE AUTHORIZING A SPECIAL USE FOR A RESIDENTIAL DEVELOPMENT 40 UNIT PROJECT LOCATED ON THE SOUTHWEST CORNER OF WOODSIDE DRIVE AND 41 HAYES ARBORETUM ROAD, PURSUANT TO ARTICLES 48 AND 45 OF CHAPTER 22 42 OF THE MUNICIPAL CODE, BEING ORDINANCE NO. 2325-1968 COMMONLY KNOWN 43 AS THE ZONING ORDINANCE OF THE CITY OF RICHMOND, INDIANA. 44 45 Councilman Mills moved to suspend the rules and read Ordinance No. 68- 46 1980 on second reading, seconded by Councilman Welch and on unanimous 47 voice vote the motion was carried. 48 49 The Clerk read on second reading Ordinance No. 68-1980. 50 51 President Paust announced Ordinance No. 68-1980 is on public hearing. 52 Speaking for Ordinance No. 68-1980 was Mr. Stan Combs, architect. 53 He noted the drainage problems in this area have been solved to the 54 satisfaction of Hayes Arboretum personnel. 55 56 Councilman Elstro moved for engrossment of Ordinance No. 68-1980, 57 seconded by Councilman Ahaus and on unanimous voice vote the motion 58 was carried. 59 60 Councilman Elstro moved to suspend the rules and read Ordinance No. 61 68-1980 on third and final reading by title only, seconded by Council- 62 man Welch and on unanimous voice vote the motion was carried. 63 64 The Clerk read on third reading by title only Ordinance No. 68-1980. August 4, 1980 Page 3 1 Ordinance No. 68-1980 was adopted by the following vote: 2 AYES: Elstro, Williams, Ahaus, Hankinson, Welch, Parker, Carter 3 and Paust (8) 4 NOES: Mills (1) 5 6 ORDINANCE ON FIRST READING 7 8 The Clerk read on first reading by title only Ordinance No. 69-1980 - 9 AN ORDINANCE ANNEXING CERTAIN TERRITORY PLATTED AND UNPLATTED, LEGALLY 10 DESCRIBING THE AREA TO BE ANNEXED, PROVIDING FOR THE PUBLICATION 11 THEREOF, AND FIXING THE TIME WHEN THE ANNEXATION SHALL TAKE EFFECT. 12 13 President Paust announced Ordinance No. 69-1980 is referred to the 14 Plan Commission. 15 16 Councilman Elstro questioned City Controller Meredith about the two 17 (2) people being cut from the RAT Express salary ordinance. Mr. 18 Meredith explained this ordinance sets positions and salaries and 19 not the number of people.
