HomeMy Public PortalAbout07-28-1980 23 SPECIAL MEETING PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, JULY 28, 1980 1 i The Common Council of the City of Richmond, Indiana, met in special III 2 session July 28, 1980 at the hour of 7 :30 p.m. in the Council Chambers 3 in the Municipal Building in said City. President Paust presided with 4 the following members present: Messrs. Elstro, Williams, Hankinson, 5 Welch, Parker, Carter and Mills. Absent: Ahaus. The following 6 business was had, to-wit: 7 8 DEVOTIONS 9 10 A moment of silent devotion was observed. 11 12 AMENDED ORDINANCE NO. 60-1980 - Salary Ordinance for Fiscal Year 1981 13 14 President Paust announced the purpose of this special meeting is to con- 15 sider Amended Ordinance No. 60-1980 on public hearing. 16 17 The Clerk read on second reading Amended Ordinance No. 60-1980 - AN 18 ORDINANCE FIXING SALARIES AND POSITIONS FOR APPOINTED OFFICERS AND EM- 19 PLOYEES OF THE CITY OF RICHMOND, INDIANA FOR THE FISCAL YEAR BEGINNING 20 JANUARY 1, 1981 AND ENDING DECEMBER 31, 1981 AND APPROVING THE ADDITIONAL 21 COMPENSATION TO CERTAIN APPOINTED OFFICIALS OF THE CITY, OTHER THAN 22 ' GOVERNMENTAL, WHO PERFORM SERVICES FOR THE CITY, WHICH SERVICES ARE 23 CONNECTED WITH THE OPERATION OF MUNICIPALLY-OWNED UTILITY OR FUNCTIONS. 24 25 President Paust announced Amended Ordinance No. 60-1980 is on public 26 hearing. There being no one in the audience to speak for or against III27 Amended Ordinance No. 60-1980, President Paust opened the floor to 28 comments from the Council. 29 30 Councilman Carter went on record as being opposed to any new employees 31 in City Government and moved to amend Amended Ordinance No. 60 by de- 32 leting the salaries of all and any new employees and/or the spending of 33 any tax dollars for any increased number of employees requested in this 34 Ordinance, seconded by Councilman Williams. 35 36 City Controller Don Meredith went through each department noting employee 37 increases and decreases. He noted a net gain of only one (1) employee. 38 39 Councilman Williams noted if Councilman Carter's motion included the 40 Motor Vehicle Highway, he would withdraw his second. 41 42 President Paust stated there is no motion on the floor at this time due 43 to lack of a second. 44 45 Councilman Elstro requested an accounting of monies spent in attorney . 46 fees for the previous year. 47 48 Councilman Carter moved to amend Amended Ordinance No. 60 by deleting the 49 salaries of all and any new employees and/or the spending of any tax dol- 50 lars for any increased number of employees requested in this Ordinance, 51 seconded by Councilman Williams.' 52 53 Following discussion, Councilman Williams requested withdrawal of his 54 second, which was denied by President Paust. 55 56 On the motion to amend Amended Ordinance No. 60-1980 the following was 57 recorded: Ayes: Carter. Noes: Elstro, Williams, Hankinson, Welch, Parker, 58 Mills and Paust. The vote being one (1) to seven (7) in favor of passage. 59 60 Councilman Elstro moved to strike one (1) investigator from the Police 61 Department, seconded by Councilman Hankinson and on a call of the roll 62 the following was recorded: Ayes: Elstro, Williams, Hankinson, Carter 63 and Mills. Noes: Welch, Parker and Paust. The vote being five (5) to 64 three (3) in favor of the motion. 24 Common Council Minutes Cont`d. July 28, 1980 Page 2 1 Mr. Meredith noted this now amends the Ordinance to read eleven (11) in- 2 vestigators instead of twelve (12) investigators. 3 4 Councilman Mills moved for engrossment of Amended Ordinance No. 60-1980, 5 seconded by Councilman Welch. The motion carried with Councilman Carter 6 voting no. 7 8 Councilman Mills moved to suspend the rules and read Amended Ordinance 9 No. 60-1980 on third and final reading by title only, seconded by Council- 10 man Welch and on unanimous voice vote the motion was carried. 11 12 The Clerk read on third reading by title only Amended Ordinance No. 60- 13 1980. 14 15 Amended Ordinance No. 60-1980 was placed on final passage or rejection and 16 adopted on the following vote. 17 AYES: ELSTRO, WILLIAMS, HANKINSON, WELCH, PARKER, MILLS, PAUST (7) 18 NOES: CARTER (1) 19 20 There being no further business the meeting was adjourned by general consent. 21 22 Kenneth Paust 23 President 24 25 ATTEST: JoEllen Trimble 26 City Clerk
