PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, JULY 21, 1980
1 The Common Council of the City of Richmond, Indiana, met in regular
2 session July 21, 1980 at the hour of 7:30 p.m. in the Council Chambers in
3 the Municipal Building in said City. President Paust presided with the
4 following members present: Messrs. Elstro, 'Williams, Ahaus, Hankinson,
5 Welch, Parker, Carter and Mills. . Absent: None. The following business
6 was had, to-wit:

10 Councilman Elstro gave devotions.

12 MINUTES OF JULY 7, 1980 MEETING APPROVED

14 Councilman Williams moved to approve the minutes of the previous meeting
15 as presented, seconded by Councilman Parker and on unanimous voice vote
16 the motion was carried.

18 BOARD OF WORKS REQUESTS .

20 Councilman Elstro requested a list of streets to be paved.

22 Councilman Elstro asked what steps the City takes on trash in alleys. Mr.
23 Meredith noted the. Sanitary District does have an inspector. The Ordinance
24 does say they are not to pick up building materials and limbs and shrubbery
25 must be in containers or cut in four (4) foot lengths and tied...

27 Councilman Williams requested the press put an article in the paper noting
28 29
trash is not to be put out until the morning it is to be picked up. He
recommended putting trash in containers instead of plastic bags-.

31 Councilman Hankinson requested the Board check Gravel Pit Road for brush
32 and shrubbery which is 50 to 60' into the right-of-way.

34 Councilman Hankinson requested the Board check public dumping on West Maple
35 Drive.

37 COMMITTEE OF THE WHOLE MEETING CALLED

39 Chairman of the Committee of the Whole Mills called a meeting with Depart.
40 ment Heads for budget hearings on August 11 and 12 from 6:30 to 9:30 p.m.
41 in the Board of Works Room.

43 REPORT FROM CITY CONTROLLER

45 Mr. Meredith noted there has been a change in the statutes as far as the
46 City budget is concerned. In previous years he had requested keeping the
47 public hearing open until the special called meeting, which is the last
48 Monday in August. The way the advertisement will read this time, the
49 Ordinance can be engrossed prior to this date. The final passage must be
50 on August 25. If anyone would like any information concerning the budget
51 or how the fi gures were arrived, Mr. Meredith will be happy to go over
52 the figures between now and the adoption of the budget.

54 Mr. Meredith noted Ordinance No. 60-1980 has to be passed before July 31,
55 which will be the first date to publish the budget ordinance. If this
56 ordinance is not passed tonight, he requested the President call a special
57 meeting so it can be passed as soon as possible.

61 Councilman Mills moved to suspend the rules and read Ordinance No. 60-1980
62 on first reading by title only, seconded by Councilman Welch and on unani-
63 mous voice vote the motion was carried.

2 ORDINANCE FIXING SALARIES AND POSITIONS FOR APPOINTED OFFICERS AND EMPLOYEES
3 OF THE CITY OF RICHMOND, INDIANA FOR THE FISCAL YEAR BEGINNING JANUARY 1,
4 1981 AND ENDING DECEMBER 31, 1981 AND APPROVING THE ADDITIONAL COMPENSATION
5 TO CERTAIN APPOINTED OFFICIALS OF THE CITY, OTHER THAN GOVERNMENTAL, WHO
6 PERFORM SERVICES FOR THE CITY, WHICH SERVICES ARE CONNECTED WITH THE OPERA-
7 TION OF MUNICIPALLY-OWNED UTILITY OR FUNCTIONS.

9 President Paust announced a special meeting for this Ordinance next Monday
10 evening, July 28, 1980 starting at 6:30 p.m. Following the special meeting,
11 Council will meet as the Board for RP&L.

13 Mr. Meredith noted he missed an item on the Ordinance and would like to
14 amend the Ordinance to add to page 3 under the DEPARTMENT OF FINANCE

24 Councilman Mills so moved, seconded by Councilman Ahaus and on unanimous
25 voice vote the motion was carried.
