CITY OF RICHMOND, INDIANA, JULY 7, 1980
1 The Common Council of the City of Richmond, Indiana, met in regular
2 session July 7, 1980 at the hour of 7:30 p.m. in the Council Chambers in
3 the Municipal Building in said City. President Paust presided with the
III4 following members present. Messrs. Elstro, Williams, Ahaus, Hankinson,
5 Welch, Parker, Carter and Mills. Absent: None. The following business
6 was had, to-wit:

10 MINUTES OF JUNE 16, 1980, MEETING APPROVED •

12 Councilman Hankinson moved to approve the minutes of the previous meeting
13 as presented, seconded by Councilman Carter and on unanimous voice vote
14 the motion was carried.

16 BOARD OF WORKS REQUESTS

18 Councilman Elstro requested a revised list for street paving as the monies
19 were cut in half from the request for the original list. Mr. Meredith
20 noted some of the monies will be used for Glen Miller Park.

22 Councilman Parker submitted a petition to the Board of Works from citi-
23 zens on N. W. "A" and N. W. "B" in the 800 to 900 block for resurfacing
24 their alley. He noted he has already informed Mr. Haynes.

26 CENSUS REPORT

28 Director of City Planning Bob Goodwin gave a preliminary 1980 census
29 count of 40,640. He noted the 1970 census was 43,999 for a loss of
30 3,359 persons over the last ten (10) years. The persons per unit was
31 2.87 and has now dropped to 2.53. This indicates a loss of 1,328
32 families or 132.8 per year. Housing units are up 1,059. These figures
33 . do not include recently annexed areas. Revenue Sharing is based on
34 population, so this amount will be affected.

39 1980 on first reading by title only, seconded by Councilman Carter and
40 on unanimous voice vote the motion'was carried.

43 AN ORDINANCE AMENDING ORDINANCE NO. 93-1979 AND AUTHORIZING A SPECIAL
44 USE IN A R-2 SINGLE FAMILY RESIDENCE DISTRICT FOR A MEDICAL OFFICE ON
45 PROPERTY LOCATED AT. 620 NATIONAL ROAD WEST, PURSUANT -TO ARTICLE 48 OF
46 CHAPTER 22 OF THE MUNICIPAL CODE COMMONLY KNOWN AS THE ZONING ORDINANCE
47 OF THE CITY OF RICHMOND, INDIANA, ADOPTED JUNE 3, 1968.

49 Councilman Mills moved to suspend the rules and read Ordinance No. 59-
50 1980 on second .reading, seconded by .Councilman Ahaus and on unanimous
51 voice vote the motion was carried.

14 President Paust announced Ordinance No. 53-1980 is on public hearing.

16 Speaking for Ordinance No. 53-1980 was City Plan Director Bob Goodwin. He
17 requested the fiscal plan be adopted for this annexation. Action was delay-
18 ed on this Ordinance for Mr. Goodwin to obtain copies of the fiscal plan
91 for Council members.

21 ORDINANCE NO. 57-1980 - ANNEXATION, SO. OF HODGIN RD.

23 The Clerk read on second reading Ordinance No. 57-1980 - AN ORDINANCE TO
24 ANNEX TO THE CITY OF RICHMOND, INDIANA CERTAIN CONTIGUOUS TERRITORY,
25 ADJACENT AND ABUTTING THERETO, DESCRIBING THE SAME, PROVIDING FOR THE
26 PUBLICATION THEREOF, AND FIXING THE TIME WHEN THE SAME SHALL TAKE EFFECT.

28 President Paust announced Ordinance No. 57-1980 is on public hearing.

30 Speaking for Ordinance No. 57-1980 was Mr. Frank Otto, speaking for the
31 owners. This annexation is for Hunter's Point Subdivision. Mr. Otto noted
32 he is giving an additional 45' off the south side of Hodgin Road for
33 expansion for the City.

35 Councilman Carter moved for engrossment of Ordinance No. 57-1980, seconded
36 by Councilman Welch and on unanimous voice vote the motion was carried.

38 Councilman Carter moved to suspend the rules and read Ordinance No. 57-1980
39 on third and final reading by title only, seconded by Councilman Mills and
40 on unanimous voice vote the motion was carried.

55 City Attorney Ed Anderson examined proof of publication and found it to be
56 in order. Councilman Mills moved the proof be accepted and filed, seconded
57 by Councilman Carter and on unanimous voice vote the motion was carried.

59 President Paust announced Ordinance No. 58-1980 is on public hearing.

61 There being no one speaking for or against Ordinance No. 58-1980, Councilman
62 Carter moved for engrossment, seconded by Councilman Welch and on unanimous
63 voice vote the motion was carried.

66 on third and final reading by title only, seconded by Councilman Welch and
67 on unanimous voice vote the motion was carried.

10 Mr. Goodwin presented a copy of the fiscal plan to members of Council.
11 City Attorney Ed Anderson explained a Resolution has been passed on the
12 policy on annexation that by adopting this Ordinance, Council in turn
13 adopts the fiscal plan.

15 Councilman Hankinson moved for engrossment of Ordinance No. 53-1980,
16 seconded by Councilman Welch and on unanimous voice vote the motion was
17 carried.

19 Councilmah Ahaus moved to suspend the rules and read Ordinance No. 53-1980
' 20 on third and final reading by title only, seconded by Councilman Parker
21 and on unanimous voice vote the motion was carried.
