HomeMy Public PortalAbout06-16-1980 5 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, JUNE 16, 1980 1 The Common Council of the City of Richmond, Indiana, met in regular 2 session June 16, 1980 at the hour of 7:30: p.m. in the Council Chambers 3 in the Municipal Building in said City. President Paust presided with 4 the following members present: Messrs. Elstro, Williams, Ahaus, Hank- s inson, Welch, Parker and Mills. Absent : Mr. Carter. The following 6 business was had, to-wit: 7 8 A moment of silent devotions was observed. 9 10 Rose Festival General Chairman Jerry Haynes presented Rose Festival 11 Queen Rene Holthouse and her court: Princesses Dana Widau, Cheryl 12 Sager, Lori Nixon and special guest Marie Paule Ortili from Paris, 13 France. Paperweights were presented to Council members. 14 15 Councilman Mills moved to suspend the rules and read Resolution Nos. 16 13-1980 and 14-1980 by title only, seconded by Councilman Welch and 17 on unanimous voice vote the motion was carried. 18 19 The Clerk read by title only Resolution No. 13-1980 - RESOLUTION 20 AUTHORIZING THE FILING OF AN APPLICATION WITH THE DEPARTMENT OF 21 HOUSING AND URBAN DEVELOPMENT, FOR INNOVATIVE GRANT FUNDS, AS 22 AUTHORIZED IN SECTION 107 (a) 4 OF THE HOUSING AND COMMUNITY 23 DEVELOPMENT ACT AS AMENDED. 24 25 Councilman Mills moved to remove. Item 2. from the Resolution, second- 26 ed by Councilman Elstro. The motion carried with Councilman Welch 27 voting no. III 28 29 Councilman Mills moved for adoption of Amended Resolution No. 13-1980, 30 seconded by Councilman Williams and on unanimous voice vote the motion 31 was carried. 32 33 The Clerk read by title only Resolution No. 14-1980 - A RESOLUTION TO 34 TRANSFER WITHIN THE AIRPORT FUND. 35 36 Councilman Hankinson moved for adoption of Resolution No. 14-1980, 37 seconded by Councilman Ahaus and on unanimous voice vote the motion 38 was carried. 39 40 Councilman Hankinson moved for approval of the minutes of the previous 41 meeting as prepared, seconded by Councilman Welch and on unanimous 42 voice vote the motion was carried. 43 44 Councilman Mills moved to suspend the rules and read Ordinance 45 Nos. 57-1980 and 58-1980 on first reading by title only, seconded 46 by Councilman Welch and on unanimous voice vote the motion was 47 carried. 48 49 The Clerk read on first reading by title only Ordinance No. 57-1980 - 50 AN ORDINANCE TO ANNEX TO THE CITY OF RICHMOND, INDIANA, CERTAIN CON- 51 TIGU OUS. TERRITORY ADJACENT AND ABUTTING THERETO, DESCRIBING SAME, 52 PROVIDING FOR THE PUBLICATION THEREOF, AND FIXING THE TIME WHEN THE 53 SAME SHALL TAKE EFFECT. 54 55 President Paust announced Ordinance No. 57-1980 is referred to the 56 Plan Commission. 57 58 The Clerk read on first reading by title only Ordinance No. 58-1980 - 59 AN ORDINANCE TO APPROPRIATE WITHIN THE AIRPORT FUND. 60 61 President Paust announced Ordinance No. 58-1980 has to be advertised. 62 63 The Clerk read on second reading Ordinance ND. 56-1980 - AN ORDINANCE 64 TO APPROPRIATE FROM THE CUMULATIVE CAPITAL BUILDING FUND. 16 Common Council Minutes Cont'd. June 16, 1980 Page 2 1 City Attorney Ed Anderson examined proof of publication for Ordinance 2 No. 56-1980 and found it to be in order. Councilman Mills moved the 3 proof be accepted and placed on file, seconded by Councilman Ahaus and 4 on unanimous voice vote the motion was carried. 5 6 President Paust announced Ordinance No. 56-1980 is on public hearing. 7 There being no one speaking for or against Ordinance No. 56-1980, 8 Councilman Mills moved for engrossment, seconded by Councilman Elstro 9 and on unanimous voice vote the motion was carried. 10 11 Councilman Elstro moved to suspend the rules and read Ordinance No. 56- 12 198n on third and final reading by title only, seconded by Councilman 13 Mills and on unanimous voice vote the motion was carried. 14 15 Ordinance No. 56-1980 was placed on final passage or rejection and on 16 a call of the roll the following was recorded: Ayes: Elstro, Williams, 17 Ahaus, Hankinson, Welch, Parker, Mills and Paust. Noes: None. The vote 18 being eight (8) to zero (0) in favor of passage of Ordinance No. 56-1980. 19 20 Councilman Williams requested the Board of Works contact Cable TV and 21 General Telephone concerning lines in the trees at 302 North llth. He 22 further asked if a decision had been made on River Court.
