HomeMy Public PortalAbout06-02-1980 9 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, JUNE 2, 1980 1 The Common Council of the City of Richmond, Indiana, met in regular 2 session June 2, 1980 at the hour of 7:30 p.m. in the Council Chambers 3 in the Municipal Building in,said City. President Paust presided with 4 the following members present: Messrs. Elstro, Williams, Ahaus, 5 Hankinson, Welch, Parker, Carter and Mills. Absent: None. The 6 following business was had, to-wit: 7 8 Councilman Williams gave devotions. 9 10 Councilman Williams moved to approve the minutes of the previous meeting 11 as prepared, seconded by Councilman Mills and on unanimous voice vote 12 the motion was carried. 13 14 Councilman Mills moved to suspend the rules and read Resolution No. 12- 15 1980 by title only, seconded by Councilman Welch and on unanimous 16 voice vote the motion was carried. 17 18 The Clerk read by title only Resolution No. 12-1980 - A RESOLUTION 19 ADOPTING A POLICY ON COMMUNITY ENERGY STRATEGY. 20 21 Speaking for Resolution No. 12-1980 was Mr. Fred Hoffman, 105 No. 22 21st, representing CCEMP, noting this is a general policy statement 23 only. 24 25 Councilman Mills moved for adoption of Resolution No. 12-1980, second- , - 26 ed by Councilman Welch and on unanimous voice vote the motion was 27 carried. 28 29 Councilman Williams requested the Board of Works prepare an estimated 30 cost on the drainage problem in River Court. Councilman Williams re- 31 quested Councilmen meet with him Wednesday evening at 5:30 at River 32 Court to look at the problem. 33 34 Ms. Mildred Carpenter, 822 No. "G" Street, spoke on the Community 35 Development proposal for "G" Street. She requested being relocated. 36 Councilman Williams stated he would set up a meeting with Tim Ryder 37 to try to work out a solution. 38 39 Councilman Welch stated the CCEMP will be conducting a public hearing 40 on June 10 to discuss their grant proposal they are submitting to HUD 41 for assistance to low to moderate income residents and business to 42 reduce energy use. He requested each Council member contact one per- 43 son in their district and one small business and forward their names 44 to CCEMP.. 45 46 Councilman Mills moved to s ^-_pend the rules and read Ordinance Nos. 47 53-1980, 54-1980, 55-1980 and 56-1980 on first reading by title only, 48 seconded by Councilman Carter and on unanimous voice vote the motion 49 was carried. 50 51 The Clerk read on first reading by title only Ordinance No. 53-1980 - 52 AN ORDINANCE ANNEXING CERTAIN CONTIGUOUS TERRITORY PLATTED AND UN- 53 PLATTED, LEGALLY DESCRIBING THE ANNEXED TERRITORY, PROVIDING FOR THE 54 PUBLICATION THEREOF, AND FIXING THE TIME WHEN THE SAME SHALL TAKE 55 EFFECT. 56 . . 57 President Paust announced Ordinance No. 53-1980 is referred to the 58 Plan Commission. 59 60 The Clerk read on first reading by title only Ordinance No. 54-1980 - 61 AN ORDINANCE AMENDING CHAPTER 22 OF THE MUNICIPAL CODE, BEING ORDI- 62 NANCE NO. 2325-1968, COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE 63 CITY OF RICHMOND, INDIANA ADOPTED JUNE 3, 1968, PROVIDING FOR THE RE- 64 ZONING OF PROPERTY LOCATED ON BOSTON PIKE FROM R-2 SINGLE FAMILY RESI- 65 DENCE DISTRICT TO C-4 GENERAL BUSINESS DISTRICT. .® Common Council Minutes Cont'd. The Plan Commission voted 10 seven (7) to zero (0) to forward Ordinance No. 54-1980 to Council with 11 a recommendation for approval. 12 13 Councilman Elstro moved for engrossment of Ordinance No. 54-1980, second- 14 ed by Councilman Hankinson and on unanimous voice vote the motion was 15 carried. 16 17 Councilman Elstro moved to suspend the rules and read Ordinance . .No. 54- 18 1980 on third and final reading by title only, seconded by Councilman 19 Carter and on unanimous voice vote the motion was carried. 20 ' 21 The Clerk read on third reading by title only Ordinance No. 54-1980. 22 23 Ordinance No. 54-1980 was placed on final passage or rejection and on a 24 call of the roll the following was recorded: Ayes: Elstro, Williams, 25 Ahaus, Hankinson, Welch, Parker, Carter, Mills and Paust. Noes: None. 26 The vote being nine (9) to zero (0) in favor of passage of Ordinance 27 No. 54-1980. 28 29 The Clerk read on first reading by title only Ordinance No. 55-1980 - 30 AN ORDINANCE AMENDING CHAPTER 22 OF THE MUNICIPAL CODE, BEING ORDINANCE 31 NO. 2325-1968, COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF 32 RICHMOND, INDIANA ADOPTED JUNE 3, 1968, PROVIDING FOR THE. REZONING OF 33 FORTY ACRES OF NEWLY ANNEXED TERRITORY FROM R-1 SINGLE FAMILY RESIDENCE 34 DISTRICT TO R-4 MULTI-FAMILY RESIDENCE DISTRICT UPON THE EFFECTIVE 35 DATE OF ANNEXATION. 36 37 Councilman Mills moved to suspend the rules and read Ordinance No. 55- 38 1980 on second reading, seconded by Councilman Carter and on unanimous 39 voice vote the motion was carried. 40 41 The Clerk read on second reading Ordinance No. 55-1980. 42 43 President Paust announced Ordinance No. 55-1980 is on public hearing. 44 The Plan Commission voted seven (7) to zero (0) to recommend to Council 45 that upon the effective date of annexation, July 21, 1980, the newly an- 46 nexed territory shall be rezoned R-4. There being no one speaking for or 47 against Ordinance No. 55-1980,Councilnan Mills moved for engrossment, 48 seconded by Councilman Carter and on unanimous voice vote the motion 49 was carried. 50 51 Councilman Mills moved to suspend the rules and read Ordinance No. 55- 52 1980 on third and final reading by title only, seconded by Councilman 53 Ahaus and on unanimous voice vote the motion was carried. 54 55 The Clerk read on third reading by title only Ordinance No. 55-1980. 56 57 Ordinance No. 55-1980 was placed on final passage or rejection and on a 58 call of the roll the following was recorded: Ayes: Elstro, Williams, 59 Ahaus, Hankinson, Welch, Parker, Carter, Mills and Paust. June 2, 1980 Page 3 1 President Paust announced Ordinance No. 56-2980 has to be advertised., 2 3 City Attorney Ed Anderson examined proof of publication for Ordinance.. 4 Nos. 40-1980, 41-1980,42-1980, 43-1980, 44-1980, 45-1980, 46-1980, 47- 5 1980, 48-1980, 49-1980 and 50-1980 and found it to be in order. 6 Councilman Mills moved the proof be accepted and filed, seconded by 7 Councilman Welch and on unanimous voice vote the motion was carried. 8 9 The Clerk read on second reading Ordinance No. 40-1980 - AN ORDINANCE 10 TO APPROPRIATE FROM THE GENERAL FUND TO THE UNSAFE BUILDING FUND. 11 12 President Paust announced Ordinance No. 40-1980 is on public hearing. 13 There being no one speaking for or against this Ordinance, Councilman 14 Elstro moved for engrossment, seconded by Councilman Carter and on 15 unanimous voice vote the motion was carried. 16 17 Councilman Mills moved to suspend the rules and read Ordinance No. 40- 18 1980 on third and final reading by title only, seconded by Councilman 19 Carter and on unanimous voice vote the motion was carried. 20 21 The Clerk read on third reading by title only Ordinance No. 40-1980. 22 23 Ordinance No. 40-1980 was placed on final passage or rejection and on 24 a call of the roll the following was recorded: Ayes: Elstro, Williams, 25 Ahaus, Hankinson, Welch, Parker, Carter, Mills and Paust. So.. 28th 34 Street, representing Patti Insurance Agency and Wayne Co. Insurance 35 Service. Also speaking was Mr. Robert Copeland. 36 37 Councilman Mills moved for engrossment of Ordinance No. 41-1980, 38 seconded by Councilman Carter and on unanimous voice vote the motion 39 was carried. - 40 41 Councilman Mills moved to suspend the rules and read Ordinance No. 41- 42 1980 on third and final reading by title only, seconded by Councilman 43 Parker and on unanimous voice vote the motion was carried. 44 45 The Clerk read on third reading by title only Ordinance No. 41-1980. 46 47 Ordinance No. 41-1980 was placed on final passage or rejection and on 48 a call of the roll the following was recorded: Ayes: Elstro, Williams, 49 Ahaus, Hankinson, Welch, Parker, Carter, Mills and Paust. Noes: None. 38 The vote being nine (9) to zero (0) in favor or passage of Ordinance 39 No. 50-1980. 40 41 President Paust called a special meeting of Common Council for Thursday, 42 June 5, 1980, at 7:00 p.m. to consider a resolution to enable Reid Mem- 43 orial Hospital to continue to be able to issue bonds for capital im- 44 provement that are tax free and, therefore, results in lesser costs for 45 health care to our community. 46 47 There being no further business on motion duly made, seconded and 48 passed the meeting was adjourned. 49 50 Kenneth Paust 51 President 52 53 ATTEST: JoEllen Trimble 54 City Clerk
