PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, APRIL 21, 1980
1 The Common Council of the City of Richmond, Indiana, met in regular
2 session April 21, 1980 at the hour of 7:30 p.m. in the Council Chambers
3 in the Municipal Building in said City. President Paust presided with
4 the following members present: Messrs. Elstro, Ahaus, Hankinson, Parker,
5 Carter and Mills. Absent: Messrs. Williams and Welch. The following
6 business was had, to-wit:

8 A moment of silent devotions was observed.

10 Councilman Mills moved to approve the minutes of the previous meeting
11 as presented, seconded by Councilman Carter and on unanimous voice vote
12 the motion was carried.

14 Councilman Mills moved to suspend the rules and read Resolution Nos. 8-
15 1980 and 9-1980 by title only, seconded by Councilman Elstro and on
16 unanimous voice vote the motion was carried.

18 The Clerk read by title only Resolution No. 8-1980 - A RESOLUTION AMENDING
19 RESOLUTION NO. 15-1977 THE CITY OF RICHMOND, INDIANA, AFFIRMATIVE ACTION
20 PROGRAM.

22 Speaking for Resolution No. 8-1980 was Ms. Barbara Barnhizer, EEO Director
23 for the City.

25 Councilman Elstro moved for adoption of Resolution No. 8-1980, seconded
26 by Councilman Mills and on a call of the roll the following was recorded:
27 Ayes: Ahaus, Hankinson and Paust. Noes: Elstro, Parker, Carter and
28 Mills. The vote being three (3) to four (4) in favor of the motion;
29 therefore, the Resolution was defeated.

31 The Clerk read by title only Resolution No. 9-1980 - A RESOLUTION TO
32 TRANSFER WITHIN THE MOTOR VEHICLE HIGHWAY FUND.

34 Councilman Mills moved for adoption of Resolution No. 9-1980, seconded
35 by Councilman Carter and on unanimous voice vote the motion was carried.

37 Councilman Mills moved to suspend the rules and read Ordinance Nos. 33-
38 1980, 34-1980,35-1980 and 36-1980 on first reading by title only, se-
39 conded by Councilman Parker and on unanimous voice vote the motion was
40 carried.

42 The Clerk read on first reading by title only Ordinance No. 33-1980 -
43 AN ORDINANCE TO REDUCE. WITHIN THE MOTOR VEHICLE HIGHWAY FUND.

45 President Paust announced Ordinance No. 33-1980 has to be. advertised.

47 The Clerk read on first reading by title only Ordinance No. 34-1980 -
48 AN ORDINANCE TO TRANSFER WITHIN THE MUNICIPAL AIRPORT FUND.

50 Councilman Mills moved to suspend the rules and read Ordinance No. 34-
51 1980 on second reading, seconded by Councilman Ahaus and on unanimous
52 voice vote the motion was carried.

54 The Clerk read on second reading Ordinance No. 34-1980.

56 President Paust announced Ordinance No. 34-1980 is on public hearing.

58 There being no one speaking for or against Ordinance No. 34-1980, Coun-
59 ilman Mills moved for engrossment, seconded by Councilman Carter and on
60 unanimous voice vote the motion was carried.

62 Councilman Mills moved to suspend the rules and read Ordinance No. 34-1980
63 on third and final reading by title only, seconded by Councilman Carter
64 and on unanimous voice vote the motion was carried.

3 Ordinance No. 34-1980 was placed on final passage or rejection and on a
4 call of the roll the following was recorded: Ayes: Elstro, Ahaus,
5 Hankinson, Parker, Carter, Mills and Paust. Noes: None. The vote being
6 seven (7) to zero (0) in favor of passage of Ordinance No. 34-1980.

9 AN ORDINANCE TO APPROPRIATE WITHIN THE GENERAL FUND.

11 President Paust announced Ordinance No. 35-1980 has to be advertised.

13 The Clerk read on first reading by title only Ordinance No. 36-1980 -
14 AN ORDINANCE TO CREATE A JOINT AGENCY WITH OTHER MUNICIPALITIES WITHIN
15 THE STATE OF INDIANA, FOR THE PURPOSE OF UNDERTAKING THE PLANNING,
16 FINANCING, OWNERSHIP AND OPERATION OF A PROJECT OR PROJECTS TO SUPPLY
17 ELECTRIC POWER AND ENERGY FOR THE PRESENT AND FUTURE NEEDS OF SUCH
18 MUNICIPALITIES, AND OTHER MATTERS CONNECTED THEREWITH.

20 President Paust announced Ordinance No. 36-1980 will be back on second
21 reading at the next regular Council meeting to allow for public input.

23 President Paust announced Council will be making three (3) appointments
24 for the new Board of Managers of the Wayne County Convention-Tourism
25 Bureau at their next meeting.

27 The Clerk read on second reading Ordinance No. 31-1980 - AN ORDINANCE
28 TO APPROPRIATE WITHIN THE GENERAL FUND.

30 City Attorney Ed Anderson examined proof of publication for Ordinance
31 No. 31-1980 and found it to be in order. Councilman Mills moved the
32 proof be accepted and filed, seconded by Councilman Elstro and on
33 unanimous voice vote the motion was carried.

35 President Paust announced Ordinance No. 31-1980 is on public hearing.

37 There being no one speaking for or against Ordinance No. 31-1980
38 Councilman Elstro moved for engrossment, seconded by Councilman Mills
39 and on unanimous voice vote the motion was carried.

41 Councilman Carter moved to suspend the rules and read Ordinance No. 31-
42 1980 on third and final reading by title only, seconded by Councilman
43 Mills and on unanimous voice vote the motion was carried.

45 The Clerk read on third reading by title only Ordinance No. 31-1980 .

47 Ordinance No. 31-1980 was placed on final passage or rejection and on
48 a call of the roll the following was recorded: Ayes: Elstro, Ahaus,
49 Hankinson, Parker, Carter, Mills and Paust. Noes: None. The vote
50 being seven (7) to zero (0) in favor of passage of Ordinance No. 31-1980.

52 Councilman Ahaus asked if the Unsafe Building Ordinance has been put
53 into use yet. City Attorney Ed Anderson stated an appropriation ordi-
54 nance is needed to start this separate fund.

56 Councilman Carter suggested Council meet earlier on May 19th or set
57 another date for this meeting as this will be Vegas Ferguson night.

59 There being no further business on motion duly made, seconded and
60 passed the meeting was adjourned.
