PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, APRIL 7, 1980
1 The Common Council of the City of Richmond, Indiana, met in regular
2 session April 7, 1980 at the hour of 7:30 p.m. in the Council Chambers
3 in the Municipal Building in said City. President Paust presided with
4 the following members present: Messrs. Elstro, Williams, Ahaus, Hankin-
s son, Welch, Parker, Carter and Mills. Absent: none. The following
6 business was had, to-wit:

8 Councilman Paust gave devotions.

10 Councilman Hankinson moved to approve the minutes of the previous meeting
11 as presented, seconded by Councilman Mills and on unanimous voice vote
12 the motion was carried.

14 President Paust announced Councilmen had a resolution from the Economic
15 Development Committee in front of them which does not appear on the
16 agenda and it will take a unanimous vote of the members to add this to
17 the agenda. Councilman Mills so moved, seconded by Councilman Carter
18 and on unanimous voice vote the motion was carried.

20 Councilman Mills moved to read Resolution Nos. 6-1980 and 7-1980 by
21 title only, seconded by Councilman Parker and on unanimous voice vote
22 the motion was carried.

24 The Clerk read by title only Resolution No. 6-1980 - A RESOLUTION AUTH-
25 ORIZING THE FILING OF AN APPLICATION FOR A GRANT UNDER SECTION 18 OF
26 THE URBAN MASS TRANSPORTATION ACT OF 1964, AS AMENDED.

28 Councilman Elstro moved for adoption of Resolution No. 6-1980, second-
29 ed by Councilman Ahaus. The motion carried with Councilmen Carter and
30 Hankinson voting no.

32 The Clerk read by title only Resolution No. 7-1980 - A RESOLUTION OF
33 THE CITY OF RICHMOND TO INDUCE EIIPCO REALTY, AN INDIANA PARTNERSHIP,
34 TO ACQUIRE, CONSTRUCT AND EQUIP AN ECONOMIC DEVELOPMENT FACILITY, AND
35 TO UNDERTAKE TO SELL, AND DELIVER REVENUE BONDS TO PAY THE COSTS THERE-
36 OF, AND OTHER MATTERS RELATING THERETO.

39 senting Staco. Present in support of Resolution No. 7-1980 were Mr.
40 C. Alan Rosar and Mr. Henry Boppel.

42 Councilman Mills moved for adoption. of Resolution No. 7-1980, seconded
43 by Councilman Carter and on unanimous voice vote the motion was carried.

45 Councilman Mills moved to suspend the rules and read Ordinance Nos. 31-
46 1980 and 32-1980 on first reading by title only, seconded by Council-
47 man Carter and on unanimous voice vote the motion was carried.

49 The Clerk read on first reading by title only Ordinance No. 31-1980 -
50 AN ORDINANCE TO APPROPRIATE WITHIN THE GENERAL FUND.

52 President Paust announced Ordinance No. 31-1980 has to be advertised.

55 AN ORDINANCE ANNEXING CERTAIN CONTIGUOUS TERRITORY PLATTED AND UN-
56 PLATTED, LEGALLY DESCRIBING THE ANNEXED TERRITORY, PROVIDING FOR THE
57 PUBLICATION THEREOF, AND FIXING THE TIME WHEN THE SAME SHALL TAKE

60 President Paust announced Ordinance No. 32-1980 is referred to the

63 Chairman of the Committee of the Whole Mills announced his committee
64 met March 24 on the eleven (11) ordinances on federal revenue sharing

1 and discussed these ordinances with Mr. Meredith, the Mayor and concerned
2 citizens. A public hearing was held on these ordinances on March 17 at
3 which time they were held on second reading.

18 A letter was.received noting the Plan Commission held a public hearing
19 on Tuesday,March 25, 1980 and voted seven (7) to zero (0) to recommend
20 the Special Use be authorized.

23 ed by Councilman Parker and on unanimous voice vote the motion was

28 Parker and on unanimous voice vote the motion was carried.

43 proof be accepted, seconded by Councilman Welch and on unanimous voice
44 vote the motion was carried.
