PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, JANUARY 7, 1980
1 The Common Council of the City of Richmond, Indiana, met in regular
2 session January 7, 1980 at the hour of 7:30 p.m. in the Council
3 Chambers in the Municipal Building in said City. President Paust
4 presided with the following members present: Messrs. Elstro, Wil-
y liams, Ahaus, Hankinson, Welch, Parker, Carter and Mills. Absent:
6 none. The following business was had, to-wit:

8 Councilman Ahaus gave devotions.

10 President Paust announced Council would now hold election of officers
11 for the year 1980.

13 Councilman Welch placed into nomination for President of Common Council
14 Mr. Ken Paust, seconded by Councilman Williams and on unanimous voice
15 vote the motion was carried.

17 Councilman Williams moved the mintues of the previous meeting be ac-
18 cepted as prepared, seconded by Councilman Welch and on unanimous voice
19 vote the motion was carried.

21 Councilman Ahaus nominated Ken Mills as President Pro Tem, seconded
22 by Councilman Welch and on unanimous voice vote the motion was
23 carried

25 Councilman Carter moved the nominations be closed, seconded by Council-
26 man Ahaus and on unanimous voice vote the motion was carried.

28 On unanimous voice vote Councilman Mills was elected President Pro Tem.

30 Councilman Mills moved to suspend the rules and read Resolution No. 1-
31 1980 by-title only, seconded by Councilman Welch and on unanimous voice
32 vote the motion was carried.

34 The Clerk read by title only Resolution No. 1-1980 -- A RESOLUTION TO
35 TRANSFER WITHIN THE GENERAL FUND.

37 Councilman Mills moved for adoption of Resolution No. 1-1980, seconded
38 by Councilman Carter and on unanimous voice vote the motion was carried.

40 Councilman Elstro brought to the attention of Council and the Board of
41 Works the problem the resident at 1337 South 3rd is having with the
42 Water Company concerning a leak between the meter and the residence.
43 He asked Mr. Meredith to check into it.

45 Councilman Ahaus noted there have been complaints recently in the paper
46 concerning Cable TV. Councilman Mills stated he has received three (3)
47 complaints which he passed on to Mr. David Miller at Cable TV and one
48 (1) of the complaints has been corrected. President Paust stated he
49 had contacted Mr. Miller and made him aware of Council's feelings about
50 receiving complaints.

52 President Paust made the following Committee appointments:

9 President Paust stated he did research a few years ago into a Civic
10 Center-type project. He expressed concern with the enlarging of the Youth
11 Center, which has been a suggestion in the evening paper. There are
12 several groups being formed to promote various type centers, and he
13 would recommend adequate study being given before any decisions are made.
14 Other Councilmen expressed the same concerns.

16 Councilman Mills moved to suspend the rules and read Ordinance' Nos. 1-
17 1980, 2-1980,3-1980 and 4-1980 on first reading by title only, seconded
18 by Councilman Elstro and on unanimous voice vote the motion was carried.

20 The Clerk read on first reading by title only Ordinance No. 1-1980 - AN
21 ORDINANCE AUTHORIZING CERTAIN EXPENDITURES AND ACTIVITIES OF THE RICHMOND
22 POWER & LIGHT AND MATTERS RELATED THERETO.

24 Councilman Mills moved to suspend the rules and read Ordinance No. 1-1980
25 on second reading, seconded by Councilman Welch. Councilman Ahaus voted
26 no.

28 The Clerk read on first reading by title only Ordinance No. 2-1980 - AN
29 ORDINANCE AUTHORIZING A SPECIAL USE IN AN R-3 ONE-TO-EIGHT FAMILY RESI-
30 DENCE DISTRICT FOR A MEDICAL AND/OR DENTAL OFFICE ON PROPERTY LOCATED AT
31 1921 CHESTER BOULEVARD, PURSUANT TO ARTICLE 48 OF CHAPTER 21 OF THE
32 MUNICIPAL CODE COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF
33 RICHMOND, INDIANA.

35 Deputy Director of City Planning Dan Dooley noted in Ordinance No. 2-
36 1980 - "Chapter 21" should read "Chapter 22".

38 Councilman Welch moved to amend Ordinance No. 2-1980 to correct "Chapter
39 21" to read "Chapter 22" in all instances of its application, seconded
40 Councilman Carter and on unanimous voice vote the motion was carried.

42 President Paust announced Amended Ordinance No. 2-1980 is referred to the
43 Plan Commission.

46 ORDINANCE TO APPROPRIATE TO THE GENERAL FUND FROM THE CUMULATIVE CAPITAL
47 IMPROVEMENT FUND

49 President Paust announced Ordinance No. 3-1980 has to be advertised.

51 The Clerk read on first reading by title only Ordinance No. 4-1980 - AN
52 ORDINANCE TO APPROPRIATE FROM THE LOCAL ROAD & STREET FUND.

54 President Paust announced Ordinance No. 4-1980 has to be advertised.

56 Councilman Welch noted he was happy with the Engineers and Contractor for
57 fulfilling the job on Sim Hodgin Parkway and embankment repair in the
58 specified time.

60 A request was made that Mr. Webb furnish Councilmen with a breakdown of
61 change order and engineering amounts.

63 The Clerk read on second reading Ordinance No. 114-1979.

65 President Paust announced Ordinance No. 114-1979 is on public hearing.

1 Speaking for Ordinance No. 114-1979 were Attorney Gregg O'Maley, 806
2 Keyser Lane, representing Richmond Community Schools and O.I.C. and
3 and Ms. Ann Judge, 503 S. W. 2nd Street, Fiscal Officer of 0.I.C.

5 Councilman Elstro moved for engrossment of Ordinance No. 114-1979,
6 seconded by Councilman Ahaus. The motion carried with Councilman
7 Carter voting no.

9 Councilman Elstro moved to suspend the rules and read Ordinance No.
10 114-1979 on third and final reading, seconded by Councilman Williams.
11 Councilman Carter voted no.

13 There being no further business on motion duly made, seconded and
14 passed the meeting was adjourned.
