PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, DECEMBER 17, 1979
1 The Common Council of the City of Richmond, Indiana, met in regular
2 session December 17, 1979 at the hour of 7:30 p.m. in the Council
3 Chambers in the Municipal Building in said City. President Paust
4 presided with the following members present: Messrs. Elstro, Williams,
5 Ahaus., Austerman, Whitesell, Mills, Carter and Welch. Absent: None.
6 The following business was had, to-wit: '

8 Councilman Williams gave devotions.

10 Councilman Williams moved.to approve the minutes .of the previous meeting
11 as prepared, seconded by Councilman Mills and on unanimous voice vote
12 the motion was carried.

14 Councilman Mills moved to suspend the rules and read Resolution Nos.
15 27-1979, 28-1979 and 29-1979 by title only, seconded by Councilman
16 • Whitesell and on unanimous voice vote the motion was carried.

18 The Clerk read by title only Resolution No.' 27-1979 - A RESOLUTION TO
19 TRANSFER WITHIN THE GENERAL FUND.

21 Councilman Austerman moved for adoption of Resolution No. 27-1979,
22 seconded by Councilman Carter and on unanimous'voice vote the motion
23 was carried.

25 The Clerk read by title only Resolution No. 28-1979 - A RESOLUTION TO
26 TRANSFER WITHIN THE MOTOR VEHICLE HIGHWAY FUND.

28 Councilman Welch moved for adoption of Resolution No. 28-1979, seconded
29 by Councilman Carter and on unanimous voice vote the motion was carried.

31 The Clerk read by title only Resolution No. 29-1979 - RESOLUTION AUTHOR-
32 IZING THE FILING OF PREAPPLICATION WITH THE DEPARTMENT OF HOUSING AND
33 URBAN DEVELOPMENT, FOR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS, AS PRO-
• 34 VIDED IN TITLE I OF THE COMMUNITY DEVELOPMENT ACT 1974, P.L. 93-383.

36 . Speaking for and explaining Resolution No. 29-1979 was Director of
37 Conuuunity Development Tim Ryder. Also speaking was Rev. R. E. Girten
38 noting he would be coming to Council requesting Coiwnunity Development
39 funds for the renovation of Nicholson School,

41 Councilman Austerman moved for adoption; seconded by Councilman Elstro
42 and on unanimous voice vote :the motion was carried.

44 Councilman Mills moved to suspend the rules and read Ordinance No. 121-
45 1979 on first reading by title only, seconded by Councilman Welch and
46 on unanimous voice vote. the motion was carried.

48 The Clerk read on first reading by title only Ordinance No. 121-1979 - AN
49 ORDINANCE TO. TRANSFER WITHIN -THE GENERAL FUND. •

51 Councilman Mills moved to suspend the rules and read Ordinance No: 121-
52 1979 on second reading, seconded by Councilman Whitesell and on unanimous
III 53 voice vote the motion was carried.

55 The Clerk read on second reading Ordinance No. 121-1979.

57 President Paust announced Ordinance No. 121-1979 is on public hearing.

59 There being no one speaking against or for Ordinance No. 121-1979, Council-
60 man Mills moved for engrossment, seconded by Councilman Welch and on
61 unanimous voice vote the motion was carried.

1 Councilman Mills moved to suspend the rules and read Ordinance No. 121-1979
2 on third and final reading by title only, seconded by Councilman Welch and
3 on unanimous voice vote the motion was carried.

5 The Clerk read on third reading by title only Ordinance No. 121-1979.

7 Ordinance No. 121-1979 was placed on final passage or rejection and on a
8 call of the roll the following was recorded: Ayes: Elstro, Williams, Ahaus,
9 Austerman, Whitesell, Mills, Carter, Welch and Paust. Noes: None. The
10 vote being nine (9) to zero (0) in favor of passage of Ordinance No. .121-
11 1979.

13 The Clerk read on second reading Ordinance No. 100-1979 - AN ORDINANCE TO
14 ADOPT AS PART OF THE MUNICIPAL CODE OF THE CITY OF RICHMOND, WAYNE COUNTY,
15 INDIANA, AN UNSAFE BUILDING LAW AS PROVIDED IN IC 18-5-5.5-1 OF THE LAWS
16 OF THE STATE OF INDIANA.

18 Chairman of the Committee of the Whole Mills reported his Committee met on
19 November 12 on this Ordinance and, after some review with Mr. Charles
20 Roberts and City Attorney Ed Anderson, Council has received an amended
21 copy of this Ordinance including revisions to include the Wayne County
22 Health Department.

24 President Paust announced Amended Ordinance No. 100-1979 is on public
25 hearing.

27 There being no one speaking against or for Amended Ordinance No. 100-1979,
28 Councilman Williams moved for engrossment, seconded by Councilman Ahaus
29 and on unanimous.voice vote the motion was carried.

31 Councilman Austerman moved to suspend the rules and read Amended Ordinance
32 No. 100-1979 on third and final reading by title only, seconded by Council-
33 man Mills and on unanimous voice vote the motion was carried.

35 The Clerk read on third reading by title only Amended Ordinance No. 100-
36 1979.

38 Amended Ordinance No. 100-1979 was placed on final passage or rejection
39 and on a call of the roll the following was recorded: Ayes: Elstro,
40 Williams, Ahaus, Austerman, Whitesell, Mills, Carter, Welch and Paust.
41 Noes: None. The vote being nine (9) to zero (0) in favor of passage of
42 Amended Ordinance No. 100-1979.

44 President of the Board of Works Don Meredith and Mayor Clifford Dickman
45 wished the Council a Merry Christmas and a Happy New Year.

47' President Paust presented Greg Merchanthouse, Terry Whitesell and Tom
48 Austerman plaques representing their serving on Council. He also pre-
49 sented the Clerk a gift for helping with the Snow Removal Committee.

51 There being no further business on motion duly made, seconded and passed
52 the meeting was adjourned.
