MEETING MINUTES
May 9, 2012
ATTENDEES- Council- Carrie Carroll, Larry Henry, Rick Mihalevich, Rick Prather; Staff- Gail Strope, Drew
Hilpert, Janice McMillan, Nathan Nickolaus; News Tribune- Madeleine Leroux.
Meeting came to order at 8:03 a.m., the minutes were approved with a motion by Mihalevich and a
second by Prather, passed unanimously.
CONVENTION AND VISITORS BUREAU (CVB) CONTRACT:
Presented by Drew Hilpert. The proposed changes to the CVB contract are (1) the contract is renewable
annually, unless terminated, rather than every five years; 2) the CVB will present quarterly financial
records to Finance Director instead of monthly financial records as the contract currently states; and then
submit budget annually. CVB will continue to provide staff, accounting, etc., and will report to the Council
annually. We will bring back next month for further discussion to allow members time to review the
proposed contract.
INTER-GOVERNMENTAL PUBLIC RELATIONS BOARD:
Presented by Carrie Carroll. There have been suggestions made to more formally open communication
between City, County and State leaders. There is a monthly breakfast at the Chamber that includes the
City, County, Chamber, School Board, State Representatives and Senators, and Lincoln University who are
invited but aren’t always there. Bob Scrivner is our Council Liaison to this group. Carroll suggested we
familiarize his position as an Inter-Governmental Public Relations Liaison. It was decided to just ask
Scrivner for occasional updates. Nickolaus will let Mar c Ellinger know he is encouraged to come to council
meetings occasionally for updates. No further action will be taken.
APPOINTMENT REVIEW:
Presented by Carrie Carroll and Gail Strope. The Appointments Review Process was reviewed with the
new Council members. There are no recommendations at this time. Council members and staff are
encouraged to seek more applicants, especially for P&Z and Cemetery.

Next meeting is set for the 1st Wednesday in June; June 6th, in the Boone/Bancroft Room at City Hall.
