HomeMy Public PortalAbout11-05-1979 551 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, NOVEMBER 9, 1979 1 The Common Council of the City of Richmond, Indiana, met in regular 2 session November 9, 1979 at the hour of 7:30 p.m. in the Council Chambers 3 in said City. President Paust presided with the following members present: 4 Messrs. Elstro, Williams, Ahaus, Austerman, Whitesell, Mills, Carter and 5 •111 Welch. Absent: None. The following business was .had, to-wit: 6 7 Councilman Paust gave devotions. 8 9 Councilman Williams moved to approve the minutes of the previous meeting 10 as prepared, seconded.by Councilman Mills and on unanimous voice vote the 11 motion was carried. 12 13 Councilman Mills moved to suspend the rules and read Resolution No. 24- 14 1979 by. title only, seconded by Councilman Whitesell and on unanimous 15 voice vote the motion was carried. 16 17 The Clerk read by title only Resolution No. 2471979 - A RESOLUTION TO 18 TRANSFER WITHIN THE GENERAL FUND. 19 20 Councilman Mills moved for adoption of Resolution No. 24-1979, seconded by 21 Councilman Carter and on unanimous voice vote the motion was carried. 22 23 City Controller Don Meredith stated he has received a communique from 24 Captain Joe Nimitz of the Richmond Police Department noting the Council 25 appointment on the Police Merit Commission is forthcoming. Council will 26 be-replacing in the category of "all other". 27 28 City Engineer George Webb gave Council an update of the Sim Hodgin Embank- 39 ment Repairs:_ . 30 31 Councilman Mills, Chairman of the Committee of the Whole, announced his 32 Coimnittee_will be meeting Monday, November 12 at 7:00..p.m. in. the Board 33 of Works Room to review Ordinance No. 100-1979 and 58-1978. 34 35 . Councilman Mills moved to read Ordinance Nos. 101-1979 through 113-1979 on 36 first reading by title only, seconded by Councilman Ahaus and on unanimous 37 voice vote the motion was carried. 38 39 The Clerk read on first reading by title only Ordiannce No. 101-1979 - AN 40 ORDINANCE TO APPROPRIATE THE 1980 BUDGET OF THE SURPLUS BARRETT LAW FUND. 41 . 42 Councilman Mills moved to suspend the rules and: read Ordinance No. 101- 43 1979 on second reading, seconded by Councilman Whitesell and on unanimous ' 44 voice vote the motion was carried. . • 45 - 46 The Clerk read on.second reading Ordinance No. 101-1979. 47 48 President Paust announced Ordinance No. 101-1979 is on public hearing. 49 50 There being no one speaking for or against Ordinance No. 101-1979, . Council- 51 man Mills moved for engrossment, seconded by Councilman Welch and on 52 unanimous voice vote the motion was carried. 53 54 Councilman Welch moved to suspend the rules and read Ordinance No. 101- 55 1979 on third and final reading by title only, seconded by Councilman 56 Mills and on unanimous voice vote the motion was carried. 57 58 The Clerk read on third and final reading by title only Ordinance No. 101- 59 1979. _ 60 . ._ 61 Ordinance No. 101-1979 was placed on final passage or rejection and on a 62 call of the roll the following was recorded: Ayes: Elstro, Williams, 63 Ahaus, Austerman, Whitesell, Mills, Carter, Welch and Paust.
