PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, AUGUST 27, 1979
SPECIAL MEETING
- 1 The Common Council of the City of Richmond, Indiana, met in special session,
2 August 27, 1979 at the hour of 7:00 p.m. in the Council Chambers in the
3 Municipal Building in said City. President Paust presided with the followin3
4 members present: Messrs. Elstro, Williams, Ahaus, Austerman, Whitesell,
5 Mills, Carter and Welch. Absent: None. The following business was had,
6 to-wit:

8 President Paust called for a moment of silent devotions.

10 Councilman Mills moved to suspend the rules and move Ordinance Nos. 69-1979,
11 70-1979, 71-1979, 72-1979, 73-1979 and 74-1979 to third and final reading
12 by title only, seconded by Councilman Ahaus and on unanimous voice vote, the
13 - motion was carried.

16 ORDINANCE APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF
17 THE SEVERAL DEPARTMENTS OF THE CITY GOVERNMENT OF THE CITY OF RICHMOND,
18 INDIANA, FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1980 AND ENDING DECEMBER
19 31, 1980, INCLUSIVE, INCLUDING ALL OUTSTANDING CLAIMS AND OBLIGATIONS, AND
20 FIXING THE TIME WHEN THE SAME SHALL TAKE EFFECT.

22 Ordinance No. 69-1979 was placed on final passage or rejection and on a
23 call of the roll, the following was recorded: Ayes: Elstro, Williams,
24 Ahaus, Austerman, Whitesell, Mills, Carter, Welch and Paust. Noes: None.
25 The vote being nine (9) to zero (0) in favor of passage of Ordinance No.
26 69-1979.

29 ORDINANCE TO APPROPRIATE THE SUM OF NINE HUNDRED FOUR THOUSAND FOUR HUNDRED
30 FIFTY-TWO DOLLARS ($904,452) FROM THE MOTOR VEHICLE HIGHWAY FUND OF THE
31 CITY OF RICHMOND, WAYNE COUNTY, INDIANA, FOR THE PURPOSE OF DEFRAYING THE
32 EXPENSE OF THE MOTOR VEHICLE HIGHWAY FUND OF SAID CITY FOR THE CALENDAR
33 YEAR 1980 BUDGETING THE SAME, LIMITING THE USE THEREOF AND FIXING THE TIME
34 WHEN SAME SHALL TAKE EFFECT.

36 Ordinance No. 70-1979 was placed on final passage or rejection and on a
37 call of the roll, the following was recorded: Ayes: Elstro, Williams,
38 Ahaus, Austerman, Whitesell, Mills, Carter, Welch and Paust. Noes: None.
39 The vote being nine (9) to zero (0) in favor of passage of Ordinance No.

45 FISCAL YEAR BEGINNING JANUARY 1, 1980, AND ENDING DECEMBER 31, 1980, INCLUSIVE,
46 AND FIXING THE TIME WHEN THE SAME SHALL TAKE EFFECT.

57 31, 1980, INCLUSIVE, AND FIXING THE TIME WHEN THE SAME SHALL TAKE EFFECT.

18 ORDINANCE FIXING THE RATE AND AMOUNT OF TAXES FOR MUNICIPAL PURPOSES TO BE
19 LEVIED ON PROPERTY WITHIN THE CITY OF RICHMOND, WAYNE COUNTY, INDIANA, FOR
20 THE YEAR 1980 AND PROVIDING FOR THE TAKING EFFECT THEREOF.

22 Ordinance No. 74-1979 was placed on final passage or rejection and on a call
23 of the roll, the following was recorded: Ayes: Elstro, Williams, Ahaus,
24 Austerman, Whitesell, Mills, Carter, Welch and Paust. Noes: None.. The
25 vote being nine (9) to zero (0) in favor of passage of Ordinance No. 74-1979.

27 Councilman Mills moved that the next Council meeting be held September 4,
28 1979 because of Labor Day, seconded by Councilman Welch and on unanimous
29 voice vote, the motion was carried.

31 There being no further business on motion duly made, seconded and passed,
32 the meeting was adjourned.
