HomeMy Public PortalAbout08-20-1979 529 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, AUGUST 20, 1979 1 The Common Council of the City of Richmond, Indiana, met in regular session 2 August 20, 1979 at the hour of 7: 30 p.m. in the Council Chambers in the 3 Municipal Building in said City. President Paust presided with the following III4 members present: Messrs. Elstro, Williams, Ahaus, Whitesell, Mills, Carter 6 and Welch. Absent: Austerman. The following business was had, to wit: 7 Councilman Ahaus gave devotions. 8 9 Councilman Williams moved to approve the minutes of the previous meeting 10 as prepared, seconded by Councilman Mills and on unanimous voice vote, the 11 motion was carried. 12 13 Mr. Charles Marindale from Indiana University, Institution of Urban 14 Transportation and the Division of Public Transportation of the State 15 Planning Service Organization, spoke concerning CORTA. He stated that cities 16 with a population of under 50,000 are now eligible through the Federal 17 Highway Administration for matching funds. He said that if applied for 18 properly, the City could be eligible for a 75% reimbursement for operating 19 subsidies for 1979, 1980, 1981 and 1982. 20 21 Mr. William Blomeyer, 5 South 27th Street, was present and complained that 22 with the recent heavy rains, a patch made on his street on the previous 23 day had washed out, and was dissatisfied with the work. President Paust 24 said he and the Mayor had checked it twice and are trying to solve the 25 problem. The recent weather has made patching difficult and the problem 26 is not unnoticed. 27 28 Councilman Mills moved to suspend the rules and read Ordinance Nos. 83-1979 III29 through 88-1979 on first reading by title only, seconded by Councilman 30 Williams and on unanimous voice vote, the motion was carried. 31 32 The Clerk read on first reading by title only Ordinance No. 83-1979 - AN 33 ORDINANCE AMENDING CHAPTER 22 OF THE MUNICIPAL CODE, BEING ORDINANCE NO. 34 2325-1968, COMMONLY KNOWN AS THE ZONING ORDINACE OF THE CITY OF RICHMOND, 35 INDIANA, ADOPTED JUNE 3, 1968, PROVIDING FOR THE ADDITION OF ARTICLE 36 45.051 TO THE TEXT OF SAID CHAPTER. 37 38 Councilman Mills moved to suspend the rules and read Ordinance No. 83-1979 39 on second reading, seconded by Councilman Williams and on unanimous voice 40 vote, the motion was carried. 41 42 The Clerk read on second reading Ordinance No. 83-1979. 43 44 Councilman Mills moved for engrossment of Ordinance No. 83-1979, seconded 45 by Councilman Welch and on unanimous voice vote, the motion was carried. 46 47 Councilman Mills moved to suspend the rules and move Ordinance No. 83-1979 48 to third and final reading by title only, seconded by Councilman Williams. 49 On'voice vote, Elstro voted no. _ 50 51 The Clerk read on first reading by title only Ordinance No. 84-1979 - AN 52 ORDINANCE TO TRANSFER WITHIN THE PUBLIC TRANSIT FUND. The vote being 10 eight (8) to zero (0) in favor of passage of Ordinance No. 84-1979. 11 12 The Clerk read on first reading by title only Ordinance No. 85-1979 - AN 13 ORDINANCE TO TRANSFER WITHIN THE MUNICIPAL AIRPORT FUND. 14 15 Councilman Mills moved to suspend the rules and read Ordinance No. 85-1979 16 on second reading, seconded by Councilman Carter and on unanimous voice 17 vote, the motion was carried. 18 19 The Clerk read on second reading Ordinance No. 85-1979. 20 21 Councilman Williams moved for engrossment of Ordinance No. 85-1979, seconded 22 by Councilman Ahaus and on unanimous voice vote, the motion was carried. 23 24 Councilman Williams moved to suspend the rules and move Ordinance No. 85-197S. 25 to third and final reading by title only, seconded by Councilman Mills and 26 on unanimous voice vote, the motion was carried. 27 28 Council agreed by consent to change the total figure under "Amount Requested' 29 from the mistyped total of $2,210.00 to the correct total of $2,160.00. 30 Councilman Elstro moved to accept the change, seconded by Councilman Welch 31 and on unanimous voice vote, the motion was carried. 32 33 The Clerk read on third reading by title only Ordinance No. 85-1979. 34 35 Ordinance No. 85-1979 was placed on final passage or rejection and on a 36 call of the roll, the following was recorded: Ayes: Elstro, Williams, 37 Ahaus, Whitesell, Mills, Carter, Welch and Paust. Noes: None. The vote 10 being eight (8) to zero (0) in favor of passage of Ordinance-No. 88-1979. 11 12 The Clerk read on second reading Ordinance No. 69-1979 - AN ORDINANCE 13 APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF THE 14 SEVERAL DEPARTMENTS OF THE CITY GOVERNMENT OF THE CITY OF RICHMOND, 15 INDIANA, FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1980 AND ENDING DECEMBER 16 31, 1980, INCLUSIVE, INCLUDING ALL OUTSTANDING CLAIMS AND OBLIGATIONS, AND 17 FIXING THE TIME WHEN THE SAME SHALL TAKE EFFECT. 18 19 Councilman Elstro moved to strike line "5830, Social Services Planning" 20 from the budget, seconded by Councilman Ahaus and on unanimous voice vote, 21 the motion was carried. 22 - 23 Councilman Mills moved to amend "Water and Line Charge" to read 243,600 24 rather than 276,000, (total is correct) seconded by Councilman Carter and 25 on unanimous voice vote, the motion was carried. ' 26 • 27 Councilman Mills moved for engrossment of Ordinance No. 69-1979, seconded 28 by. Councilman Ahaus and on unanimous voice vote, the motion was carried. 29 30 The Clerk read on second reading Ordinance No. 70-1979 -- AN ORDINANCE 31 TO APPROPRIATE THE SUM OF NINE-HUNDRED FOUR THOUSAND FOUR HUNDRED FIFTY- 32 TWO DOLLARS ($904,452) FROM THE MOTOR VEHICLE HIGHWAY FUND OF THE CITY OF 33 RICHMOND, WAYNE COUNTY, INDIANA, FOR THE PURPOSE OF DEFRAYING THE EXPENSE 34 OF THE MOTOR VEHICLE HIGHWAY FUND OF SAID CITY FOR THE CALENDAR YEAR 1980 35 BUDGETING. The vote being 37 eight (8) to zero (0) in favor of passage of Ordinance No. 75-1979. 38 39 Councilman Elstro moved to remove Ordinance No. 74-1979 from the table, 40 seconded by Councilman Mills and on unanimous voice vote, the motion was 41 carried. 42 43 Mr. Don Meredith, City Controller, was present and noted some changes in 44 Ordinance No. 74-1979: Section 1, the amount shall read $3,077,963 instead 45 of $3,085,598; Letter "A", the amount levied shall read 1.26399 instead of 46 1.27012; and Letter "H", the amount of tax rate shall read 2.47141 instead 47 of 2.47754. 48 49 Councilman Elstro moved for engrossment of Ordinance No. 74-1979, seconded 50 by Councilman Welch and on unanimous voice vote, the motion was carried. 51 52 City Attorney Ed Anderson examined proof of publication for Ordinance Nos. 53 77-1979 through 81-1979 and found it to be in order. Councilman Mills 54 moved to accept and file the proof, seconded by Councilman Welch and on 55 unanimous voice vote, the motion was carried. 56 57 The Clerk read on second reading Ordinance No. 77-1979 - AN ORDINANCE TO 58 APPROPRIATE WITHIN THE GENERAL FUND. 533 Common Council Minutes Cont.
