SPECIAL MEETING
PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, JULY 30, 1979 •
1 The Common Council of the City of Richmond, Indiana met in special session
2 July 30, 1979 at the hour of 7:00 p.m. in the Council Chambers in the

3 Municipal Building in said City. President Paust presided with the
4 following members present: Messrs. Elstro, Williams, Ahaus, Austerman,
5 Mills, Carter and Welch. Absent: Whitesell. The following business was
6 had, to-wit:

8 A moment of silent devotions was observed.

10 Councilman Mills moved to suspend the rules and read Ordinance No. 64-1979
11 •on second reading, seconded by Councilman Williams and on unanimous voice
12 vote, the motion was carried.

14 The Clerk read on second reading Ordinance No. 64-1979.

16 Councilman Austerman moved for engrossment of Ordinance No. 64-1979,
17 seconded by Councilman Mills and on unanimous voice vote, the motion was
18 carried.

20 Councilman Austerman moved to suspend the_rules and readOrdinance No.
21 64-1979 on third and final reading by title only, seconded by Councilman
22 Mills and on unanimous voice vote, the motion was carried.

24 The Clerk read on third reading by title only Ordinance No. 64-1979.

26 Councilman Mills, Chairman of the Committee of the Whole, reported his
III27 committee met Monday, July 23, 1979 at 6:15 p.m. to study and discuss this
28 Ordinance.

30 Ordinance No. 64-1979 was placed on final passage or rejection and on a
31 call of the roll, the following was recorded: Ayes: Elstro, Williams,
32 Ahaus, Austerman, Mills, Carter, Welch and Paust. Noes: None. The vote
33 being eight (8) to zero (0) in favor of passage of Ordinance No. 64-1979:

35 President Paust announced there will be a meeting of the Community Service
36 Committee immediately following adjournment.

38 There being no further business on motion duly made, seconded and passed,
39 the meeting was adjourned.
