HomeMy Public PortalAbout07-16-1979 57 • PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, JULY 16, 1979 1 The Common Council of the City. of Richmond, Indiana, met in regular session 2 July 16, 1979 at the hour of 7: 30 p.m. in the Council Chambers in the 3 Municipal Building in said City. President Paust presided with the following 4 members present: Messrs. Elstro, Williams, Ahaus, Austerman, Whitesell, Mills, 5 Carter and Welch. Absent: None. The following business was had,., to-wit: 6 7 Councilman Whitesell gave devotions. 8 9 City Controller Don Meredith spoke concerning Ordinance No. 66-1979. This 10 Ordinance concerns Social Service Planning and had been previously paid out 11 of Community Development funds. These funds are no longer available. Social 12 Service Planning is asking the County for one-third funding, United Way for 13 one-third and the City for the remaining one-third. 14 15 Councilman Elstro questioned the Board of Work's decision on the Mullin 16 nuisance hearing as to the storage of a racing car on his property. Mr. 17 Anderson stated the testimony was that the car was operable and did not need 18 to be plated as it is not used on the streets. Mr. Anderson further stated 19 he feels the nuisance ordinance is working well. 20 21 Councilman Whitesell requested work be done on the intersection on Sheridan 22 Street west of the railroad between 5th and Union Pike while the street 23 is closed for railroad repairs. He also asked what City Department to 24 contact for the parking of semi-tractors and/or trailers on City streets. 25 Attorney Bob Hudson stated the complaintant should come to the office of 26 the City Attorney to file a complaint. 27 ill28 Councilman Williams requested the Board of Works contact Glazer's concerning 29 fencing their trash containers. 30 31 Councilman Mills moved to suspend the rules and read Ordinance Nos. 63-1979, 32 64-1979, 65-1979 and 66-1979 on first reading by title only, seconded by 33 Councilman Austerman and on unanimous voice vote, the motion was carried. 34 35 The Clerk read on first reading by title only Ordinance No. 63-1979 - AN 36 ORDINANCE TO ANNEX TO THE CITY OF RICHMOND, INDIANA, CERTAIN TERRITORY 37 CONTIGUOUS THERETO, DESCRIBING THE SAME, PROVIDING FOR THE PUBLICATION 38 THEREOF, AND FIXING THE TIME WHEN THE SAME SHALL TAKE EFFECT. 39 40 President Paust referred Ordinance No. 63-1979 to the Plan Commission. 41 42 The Clerk read on first reading by title only Ordinance No. 64-1979 - AN 43 ORDINANCE FIXING SALARIES AND POSITIONS FOR APPOINTED OFFICERS AND EMPLOYEES 44 OF THE CITY OF RICHMOND, INDIANA FOR THE FISCAL YEAR BEGINNING JANUARY 1, 45 1980 AND ENDING DECEMBER 31, 1980 AND APPROVING THE ADDITIONAL COMPENSATION 46 TO CERTAIN APPOINTED OFFICIALS OF THE CITY, OTHER THAN GOVERNMENTAL, WHO 47 PERFORM SERVICES FOR THE CITY, WHICH SERVICES ARE CONNECTED WITH THE 48 OPERATION OF MUNICIPALLY-OWNED UTILITY OR FUNCTIONS. _ 49 50 President Paust referred Ordinance No. 64-1979 to the Committee of the Whole 51 52 Committee of the Whole Chairman Ken Paust announced the Committee will meet 53 Monday, July 23 at 6:15 p.m. in the Board of Works Room. 54 55 The Clerk read on first reading by title only Ordinance No. 65-1979 - AN 56 ORDINANCE TO TRANSFER WITHIN THE FIRE PENSION FUND. 57 58 '.Councilman Mills moved to suspend the rules and read Ordinance No. 65-1979 59 on second reading, seconded by Councilman Williams and on unanimous voice 60 vote, the motion was carried. 61 62 The Clerk read on second reading Ordinance No. 65-1979. 518 Common Council Minutes Cont. July 16, 1979 Page 2 1 Councilman Mills moved for engrossment of Ordinance No. 65-1979, seconded by 2 Councilman Welch and on unanimous voice vote, the motion was carried. 3 4 Councilman Mills moved to suspend the rules and read Ordinance No. 65-1979 5 on third and final reading by title only, seconded by Councilman Welch and 6 on unanimous voice vote, the motion was carried. 7 8 The Clerk read on third reading by title only Ordinance No. 65-1979. 9 10 Ordinance No. 65-1979 was placed on final passage or rejection and on a call 11 of the roll, the following was recorded: Ayes: Elstro, Williams, Ahaus, 12 Austerman, Whitesell, Mills, Carter, Welch and Paust. Noes: None. The vot- 13 being nine (9) to zero (0) in favor of passage of Ordinance No. 65-1979. 14 15 The Clerk read on first reading by title only Ordinance No. 66-1979 - AN 16 ORDINANCE TO APPROPRIATE WITHIN THE GENERAL FUND. 17 18 President Paust referred Ordinance No. 66-1979 to the Community Service Coii' ttee. 19 Committee Chairman Carter is to set up a meeting of this Committee. 20 21 The Clerk read on second reading Ordinance No. 61-1979 - AN ORDINANCE TO 22 APPROPRIATE WITHIN THE GENERAL FUND. 23 24 City Attorney Ed Anderson examined proof of publication for Ordinance Nos. 25 61-1979 and 62-1979 and found it to be in order. Councilman Mills moved to 26 accept and file the proof of publication, seconded by Councilman Elstro and 27 on unanimous voice vote, the motion was carried. 28 29 Councilman Elstro moved for engrossment of Ordinance No. 61-1979, seconded b 30 Councilman Mills and on unanimous voice vote, the motion was carried. 31 32 Councilman Elstro moved to suspend the rules and read Ordinance No. 61-1979 33 on third and final reading by title only, seconded by Councilman Williams anc 34 on unanimous voice vote, the motion was carried. 35 36 The Clerk read on third reading by title only Ordinance No. 61-1979. 37 38 Ordinance No. 61-1979 was placed on final passage or rejection and on a call 39 of the roll,_ the following was recorded: Ayes: Elstro, Williams, Ahaus, 40 Austerman, Whitesell, Mills, Carter, Welch and Paust. Noes: None. The 41 vote being nine (9) to zero (0) in favor of passage of Ordinance No. 61-1979 42 43 The Clerk read on second reading Ordinance No. 62-1979 - AN ORDINANCE TO 44 APPROPRIATE FROM THE STATE OF INDIANA, AERONAUTICS COMMISSION OF INDIANA. 45 46 Councilman Mills moved for engrossment of Ordinance No. 62-1979, seconded by 47 Councilman Welch and on unanimous voice vote, the motion was carried. 48 49 Councilman Mills moved to suspend the rules and read Ordinance No. 62-1979 50 on third and final reading by title only, seconded by Councilman Austerman 51 and on unanimous voice vote, the motion was carried. 52 53 The Clerk read on third reading by title only Ordinance No. 62-1979. 54 55 Ordinance No. 62-1979 was placed on final passage or rejection and on a call 56 of the roll, the following was recorded: Ayes: Elstro, Williams, Ahaus, 57 Austerman, Whitesell, Mills, Carter, Welch and Paust.
