PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, JULY 2, 1979
1 The Common Council of the City of Richmond, Indiana, met in regular
2 session July 2, 1979 at the hour of 7:30 p.m. in_the Council Chambers
III3 in the Municipal Building-sin said City. President Paust presided with
4 the following members present: Messrs. Elstro, Williams, Austerman,
5 Whitesell, Mills, Carter and Welch. Absent: • Ahaus. The following
6 business was had, to-wit:

8 . Councilman Welch gave devotions.

10 - Councilman Williams moved to approve the minutes of the previous meeting
11 as prepared, seconded by Councilman Mills and on unanimous voice vote
12 the motion was carried.

14 Councilman Mills moved to suspend the rules and read Resolution No. 14-1979
15 by title only, seconded by Councilman Welch and on unanimous voice vote
16 the motion was carried. -

18 The Clerk read by title only Resolution No. 14-1979 - A RESOLUTION OF THE
19 CITY OF RICHMOND TO INDUCE PRIMEX PLASTICS CORP. TO LOCATE A NEW FACILITY
20 IN THE CITY OF RICHMOND, INDIANA, AND TO UNDERTAKE TO SELL AND DELIVER
21 REVENUE BONDS TO PAY THE COSTS OF MAKING CERTAIN LEASEHOLD IMPROVEMENTS
22 AND ACQUIRING CERTAIN MACHINERY AND EQUIPMENT, AND OTHER MATTERS RELATING
23 THERETO.

25 Speaking for Resolution No. 14-1979 was Attorney Robert O'Maley.

27 Councilman Williams moved for adoption of Resolution No. 14-1979, seconded
28 by Councilman Mills and on unanimous voice vote the motion was carried.

30 City Controller Don Meredith introduced Mr. David Miller who has been
31 hired by Clearview Cable TV as their Public Relations Director.

33 Councilman Mills moved to suspend the rules and read Ordinance.Nos.
34 61-1979 and 62-1979 on first reading by title only; seconded by Councilman
35 Welch and on unanimous voice vote the motion was carried.

37 The Clerk read on first reading by title only Ordinance No. 61-1979 -
38 AN ORDINANCE TO APPROPRIATE WITHIN THE GENERAL FUND.

40 President Paust announced Ordinance No. 61-1979 has to be advertised.

111 52 AMENDING CHAPTER 22 OF THE MUNICIPAL CODE, BEING ORDINANCE NO. 2325-1968,
53 COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF RICHMOND, INDIANA
54 ADOPTED JUNE 3, 1968, PROVIDING FOR THE REZONING OF THE PROPERTIES LOCATED
55 AT 1.027, 1029, 1033, 1100, 1101; 1109, 1112, 1201, 1203, 1204, 1206 AND •
56 1209 SOUTH 5TH STREET, 491 SOUTH "K" STREET, AND 501, 503 and 514 SOUTH "L"

1 An error in the legal description of the Ordinance was noted that Lot 39 in
2 the William S. Lancaster Addition should be corrected to read Lot 38 in the
3 William S. Lancaster Addition.

5 Councilman Austerman moved for the correction in the legal description,
6 seconded by Councilman Mills and on unanimous voice vote the motion was
7 carried.

9 Councilman Mills moved for engrossment of Amended Ordinance No. 54-1979, •
10 seconded by Councilman Welch and on unanimous voice vote the motion was
11 carried.

13 Councilman Mills moved to suspend-the rules and read Amended Ordinance No.
14 54-1979 on third and final reading by title only, seconded by Councilman
15 _ Williams and on unanimous voice vote the motion was carried.

17 The Clerk read on third reading by title only Amended Ordinance No. 54-1979.

19 Amended Ordinance No. 54-1979 was placed on final passage or rejection and
20 on a call of the roll the following was recorded: Ayes: Elstro, Williams,
21 Austerman, Whitesell, Mills, Carter, Welch and Paust. Noes: None. The
22 vote being eight (8) to zero (0) in favor of passage of Amended Ordinance
23 No. 54-1979.

25 The Clerk read on second reading Ordinance No. 55-1979 - AN ORDINANCE
26 AUTHORIZING A SPECIAL USE IN AN R-2 ONE-FAMILY RESIDENCE DISTRICT FOR A
27 MEDICAL AND/OR DENTAL OFFICE ON PROPERTY LOCATED AT 1851 SOUTHWEST "A"
28 STREET, PURSUANT TO ARTICLE 48 OF CHAPTER 21- OF THE MUNICIPAL CODE COMMONLY
29 KNOWN AS THE ZONING ORDINANCE OF THE CITY OF RICHMOND, INDIANA.

31 Speaking for Ordinance No. 55-1979 was Architect Stan Combs, 1 Woodside
32 Drive, representing Dr. Ron Kettler.

34 The Plan Commission on June 26, 1979 added a third condition to this
35 Ordinance as follows: c. Additional parking facilities shall be developed
36 in accordance with Article 41 of the Zoning Ordinance and shall be effec-
37 tively screened where such parking facilities adjoin residential property
38 by either a solid wall or greenery as a screening material.

40 Councilman Austerman moved to amend the Ordinance by adding this condition,
41 seconded by Councilman Williams and on unanimous voice vote the motion
42 was carried.

44 Councilman Mills moved for engrossment of Amended Ordinance No. 55-1979,
45 seconded by Councilman Welch and on unanimous voice vote the motion was
46 carried.

48 Councilman Mills moved to suspend the rules and read Amended Ordinance No.
49 55-1979 on third and final reading by title only, seconded by Councilman
50 Welch and on unanimous voice vote the motion was carried.

11 seconded by Councilman Welch and on unanimous voice vote the motion was
12 carried.

14 Councilman Elstro moved to suspend the rules and read Ordinance No. 58-1979
15 to third and final reading by title only, seconded by Councilman Austerman
16 and on unanimous voice vote the motion was carried.

20 Ordinance No. 58-1979 was placed on final passage or rejection and on a
21 call of the roll the following was recorded: Ayes: Elstro, Williams,

. 32 Council members have received a copy of Amended Ordinance No. 59-1979
33 as amended by the Plan Commission.

35 Speaking for Ordinance No. 59-1979 were Mr. Paul Hedges, Airport Manager;
36 Mr. Robert Hudson, Attorney representing the Airport; Mr. Robert Brooks,
37 2747 Northmont.Blvd. ; and Mr. Charles Mosey, 319 Henley Road South.

39 Councilman Austerman moved the amendments be accepted, seconded by
40 Councilman Welch and on unanimous voice vote the motion was carried.

42 Councilman Mills moved for engrossment of Amended Ordinance No. 59-1979,
43 seconded by Councilman Welch and on unanimous voice vote.the motion was
44 carried.

46 Councilman Mills moved to suspend the rules and read Amended Ordinance
47 No. 59-1979 on third and final reading by title only, seconded by
48 Councilman Austerman and on unanimous voice vote the motion was carried.

58 Councilman Welch stated there will be a Plan Commission work session on
59 July 17 at 7:00 p.m. on Ordinance No. 60-1979.

62 the meeting was adjourned.
