HomeMy Public PortalAbout06-18-1979 5I PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, JUNE 18, 1979 1 The Common Council of the City of Richmond, Indiana, met in regular session 2 June 18, 1979 at the hour of 7: 30 p.m. in the Council Chambers in the 3 Municipal Building in said City. President Paust presided with the 4 following members present: Messrs. Elstro, Ahaus, Austerman, Whitesell 5 and Carter. Absent: Messrs. Williams, Mills and Welch. The following 6 business was had, to-wit: 7 8 A moment of silent devotions was observed. 9 10 Councilman Austerman moved to approve the minutes of the previous meeting 11 as prepared, seconded by Councilman Carter and on unanimous voice vote 12 the motion was carried. 13 14 The 1979 Richmond Rose Festival Queen Sandy Richardson, accompanied by 15 Princesses Lisa Harris and Becky Holthouse, thanked Council for their suppo t 16 of the Festival and presented each a rose. The opening ceremonies will be 17 at noon Wednesday, June 20th at the City Building.. President Paus.t introduc d 18 Ms Marlene Bertsch, 'General Chairman of the Festival. 19 20 In answer to Councilman Elstro's question concerning the City's jurisdiction 21 in the 'two-mile fringe area over high weeds, Mr. Meredith stated this is 22 for zoning. 23 24 In answer to Councilman Whitesell's question concerning any costs to citizens 25 for any sewer work done in re-construction of streets, sidewalks and curbs 26 on N.W. "J", Mr. Meredith stated there would be'nosewer.-work.done_.in this 27 area at this time. III 28 29 Councilman Whitesell reported a sidewalk problem at 1001 N.W. "D" Street to 30 the Board of Works. 31 32 President Paust stated he and Mayor Dickman met officials of the U.S. 33 Skydiving event at the Airport today. The event will be starting tomorrow and 34 will run for three (3) weeks. He encouraged the community to support this 35 event which is free. 36 37 Councilman Ahaus moved to suspend the rules and read Ordinance Nos. 58-1979, 38 59-1979 and 60-1979 on first reading by title only, seconded by Councilman. 39 Austerman and on unanimous voice vote, the motion was carried. 40 41 The Clerk read on first reading by title only Ordinance No. 58-1979 - AN 42 ORDINANCE AMENDING CHAPTER 22 OF THE MUNICIPAL CODE, BEING ORDINANCE NO. 43 2325-1968, COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF RICHMOND, 44 INDIANA, ADOPTED JUNE 3, 1968, PROVIDING FOR THE REZONING OF CERTAIN PROPERTY 45 WITHIN THE TWO-MILE FRINGE JURISDICTIONAL AREA LOCATED IN CENTER AND WAYNE 46 TOWNSHIPS FROM R-1 SINGLE FAMILY RESIDENCE DISTRICT TO R-2 SINGLE FAMILY 47 RESIDENCE DISTRICT. 48 49 President Paust announced Ordinance No. 58-1979 is referred to the Plan 50 Commission. 51 52 The Clerk read on first reading by title only Ordinance No. 59-1979 - AN 53 ORDINANCE AMENDING CHAPTER22 OF THE MUNICIPAL CODE, BEING ORDINANCE NO. 54 2325-1968, COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF RICHMOND, 55 INDIANA, ADOPTED JUNE 3, 1968, PROVIDING FOR THE ADDITION OF ARTICLES 36 AND 56 37 TO THE TEXT OF SAID CHAPTER. 57 58 President Paust announced Ordinance No. 59-1979 is referred to the Plan 59 Commission. June 18, 1979 Page 2 1 The Clerk read on first reading by title only Ordinance No. 60-1979 - AN 2 ORDINANCE AMENDING CHAPTER 22 OF THE MUNICIPAL CODE, BEING ORDINANCE NO. 3 2325-1968, COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF RICHMOND, 4 INDIANA ADOPTED JUNE 3, 1968, PROVIDING FOR THE REZONING OF THE RICHMOND 5 MUNICIPAL AIRPORT FROM R-1 SINGLE FAMILY RESIDENCE DISTRICT TO AZ AIRPORT 6 ZONE DISTRICT AND AIP AIRPORT INDUSTRIAL PARK DISTRICT. 7 8 President Paust announced Ordinance No. 60-1979 is referred to the Plan Commission. 9 10 The Clerk read on second reading Ordinance No. 57-1979 - AN ORDINANCE TO 11 APPROPRIATE FROM THE FEDERAL REVENUE SHARING TRUST FUND. 12 13 Councilman Ahaus moved the proof of publication for Ordinance No. 57-1979 be 14 accepted and filed, seconded by Councilman Whitesell and on unanimous voice 15 vote, the motion was carried. 16 17 Speaking for Ordinance No. '57-1979 was Mr. Russell Doren, Richmond City 18 Plan Department, who is in charge of copying for the City. 19 20 Councilman Ahaus moved for engrossment of Ordinance No. 57-1979, seconded by 21 Councilman Elstro and on unanimous voice vote, the motion was carried. 22 23 Councilman Elstro moved to suspend the rules and read Ordinance No. 57-1979 24 on third and final reading by title only, seconded by Councilman Ahaus and 25 on unanimous voice vote, the motion was carried. 26 27 The Clerk read on third reading by title only Ordinance No. 57-1979. 28 29 Ordinance No. 57-1979 was placed on final passage or rejection and on a call 30 of the roll, the following was recorded: Ayes: Elstro, Ahaus, Austerman, 31 Whitesell, Carter and Paust. Noes: None.
