Minutes of the December 23 , 2020 Meeting
Members Present Remotely ; Ralph Marotti, Lisa Forhan, Diane Pansire, Sarah Robinson,
Vanessa Greene , Jillian Douglas , Steve Seaver
Guests Present : Donna Kalinick, Cindy Bingham, Faythe Ellis
1 . Call to Order : Meeting called to order via Zoom at 6 : 30 pm .
2 . Approval of Minutes . The November minutes were approved .
3 . CPC Housing Requests . Faythe Ellis provided an update that the CPC has voted to
refer four applications to the Housing Partnership for review. The CPC has reviewed
to ensure that the applications are complete and timely and meet CPA eligibility
requirements . The applications will be referred to the BHP and the BHP will hear
from the applicants and make recommendations . Applicants will be invited to a
future BHP meeting to make a presentation. It was noted that Diane Pansire and
Ralph Marotti have participated in the past and are familiar with the process .
4 . Maplewood at Brewster Monitoring : Ralph Marotti noted that he had reached out
and spoken with the Barnstable Housing Authority regarding monitoring for the
affordable units at Maplewood . They review income statements on an annual basis .
The waitlist, eligibility, and fulfillment are in the hands of Maplewood at Brewster.
Donna Kalinick noted that the monitoring of these units differs from those that are
on the Town ' s Subsidized Housing Inventory as the 10 % requirement comes from
the Cape Cod Commission ' s DRI. I

5 . Brewster Housing Coordinator Report : Donna Kalinick covered Jill Scalise ' s
Housing Coordinator report . She relayed that they continue to see a lot of outreach
for information and assistance .

6 . Updates
Donna Kalinick provided updates on the following initiatives .
a. Brewster Woods — Construction is underway and started the first week of
December . Full completion is expected by May of 2022 .
b . Wingate — Elevation Financial has officially closed on the former Wingate
property, which has been renamed Serenity at Brewster . Next step is to work
to get the affordable units (20% of the units) on the SHI . Phase I could be
available late May/early June . The next phase could take 12 - 18 months .
c . Paul Hush Way — Remaining homes will be occupied by the end of the year .
The virtual ceremony will be held on December 30 .

7. Standing Committee Updates :
a . Affordable Housing Trust — Sarah discussed the Millstone Road project
including communication with abutters , particularly as it relates to water
issues , and other community members . A water study was performed . The

next step will be to put out a Request for Proposal . She also noted that
another developer is in the initial phases of discussion for a 40B
development .
8 . Local Preference Interest : Donna Kalinick reported progress on the local
preference discussion, which will be presented in the context of Fair Housing ,
Thursday , March 25 has been proposed .
9 . Update on Committee Format and Schedule : A virtual format will be utilized for
meetings until at least June 30 , 2021 . We will be transitioning in February to a new
Zoom format . Ralph Marotti noted he would take a tutorial .
10 . For Your Information : Ralph Marotti updated the group that the Housing
Partnership charge is now on the website .
11 . Matters Not Reasonably Anticipated by the Chair : Diane Pansire asked about
revising the Housing Production Plan , Donna Kalinick noted that the Housing
Production Plan will expire in 2023 and that it needs to be updated every five years ;
the Housing Partnership will have a role in that . Donna Kalinick noted that the Town
hasp osted a housing video for the public at large . Cindy Bingham encouraged
everyone to join the December 30 Habitat for Humanity event and provided positive
feedback on the group ' s work over the last several years . Jillian Douglas asked about
the CHAPA invitation in the packet . Donna Kalinick noted that Jill Scalise will
discuss further at the next meeting but that it would be good to have a representative
of the Housing Partnership .
12 . Meeting adjourned : The meeting was adjourned at 7 : 20 .
