PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, May 21, 1979
1 The Common Council of the City of Richmond, Indiana, met in regular session
2 May 21, 1979 at the hour of 7:30 p.m. in the Council Chambers in the Municip.l
3 Building in said City. President Paust presided with the following members
4 present: Messrs. Elstro, Williams, Ahaus, Whitesell, Mills, Carter and
5 Welch. Absent: Austerman. The following business was had, to-wit:

7 Councilman Mills gave devotions.

9 Councilman Williams moved to approve the minutes of the previous meeting as
10 prepared, seconded by Councilman Mills and on unanimous voice vote, the motio
11 was carried.

13 Councilman Mills moved to suspend the rules and read Resolution No. 12-1979 bi
14 title only, seconded by Councilman Williams and on unanimous voice vote,
15 the motion was carried.

17 The Clerk read by title only Resolution No. 12-1979 - A RESOLUTION TO
18 TRANSFER WITHIN THE MOTOR VEHICLE HIGHWAY FUND.

20 Councilman Williams moved for adoption of Resolution No. 12-1979, seconded by
21 Councilman Carter and on unanimous voice vote, the motion was carried.

23 City Controller Don Meredith stated there will be a demonstration of street
24 sweeping equipment proposed in Ordinance No. 52-1979 and Councilmen will be
25 notified when this presentation will be.

27 In response to Councilman Welch's questions concerning repair of Sylvan Nook,
III28 Mr. Meredith stated funds are available from last year and there will be
29 widening and re-surfacing of a portion of Sylvan Nook.

31 Councilman Mills moved to suspend the rules and read Ordinance Nos. 45-1979,
32 46-1979, 47-1979, 48-1979, 49-1979, 50-1979, 51-1979 and 52-1979 on first
33 reading by title only, seconded by Councilman Williams and on unanimous voice
34 vote, the motion was carried.

37 ORDINANCE TO TRANSFER WITHIN THE GENERAL FUND.

39 Councilman Mills moved to suspend the rules and read Ordinance No. 45-1979
40 on second ;reading, seconded by Councilman Ahaus and on unanimous voice vote,
41 the motion was carried.

43 The Clerk read on second reading Ordinance No. 45-1979.

45 Councilman Mills moved for engrossment of Ordinance No. 45-1979, seconded by
46 Councilman Ahaus and on unanimous voice vote, the motion was carried.

48 Councilman Williams moved to suspend the rules and read Ordinance No. 45-1979
49 on third and final reading by title only, seconded by Councilman Mills and
50 on unanimous voice vote, the motion was carried.

54 Ordinance No. 45-1979 was placed on final passage or rejection and on a call
55 of the roll, the following was recorded: Ayes: Elstro, Williams, Ahaus,
56 Whitesell, Mills, Carter, Welch and Paust. Noes: None. The vote being
57 eight (8) to zero (0) in favor of the passage of Ordinance No. 45-1979.

2 second reading, seconded by Councilman Ahaus and on unanimous voice vote, the
3 motion was carried.

11 third and final reading by title only, seconded by Councilman Williams and
12 on unanimous voice vote, the motion was carried.

54 Councilman Ahaus moved to bring Ordinance No. 33-1979 from the table,

16 CATV installs $5.00 extra. Manufacturer's warranty $10.00 exchange after
17 warranty period. Lease on converters is $1.25 per month including service

33 Councilman Ahaus moved the amendment to Ordinance No. 33-1979, seconded by
34 Councilman Williams and on a call of the roll, the following was recorded:
35 Ayes: Elstro, Williams, Ahaus, Whitesell, Mills, Carter, Welch and Paust.
36 Noes: None. The vote being eight (8) to zero (0) in favor of the amendment
37 to Ordinance No. 33-1979.

39 Speaking against Amended Ordinance No. 33-1979 were Mr. Richard Loper, 2422
40 South "D" Street and Ms Pauline Darr, 123 North 12th Street.

42 Councilman Ahaus moved for engrossment of Amended Ordinance No. 33-1979,
43 seconded by Councilman Williams and on unanimous voice vote, the motion was
44 carried.

46 Councilman Ahaus moved to suspend the rules and read Amended Ordinance No.
47 33-1979 on third and final reading by title only, seconded by Councilman
48 Williams and on unanimous voice vote, the motion was carried.

52 Amended Ordinance No. 33-1979 was placed on final passage or rejection and o

55 being five (5) to three (3) in favor of passage of Amended Ordinance No.
56 33-1979.

58 There being no further business on motion duly made, seconded and passed,
59 the meeting was adjourned.
