Minutes of the December 12 , 2019 Meeting
Members Present : Lisa Forhan, Diane Pansire , Steve Seaver, Ned Chatelain, Ralph Marotti,
Vanessa Greene
Guests Present : Jill Scalise, Laura Usher
1 . Call to Order : Meeting called to order .
2 . Approve minutes of previous meeting : Minutes from the October meeting were
approved .
3 . Feedback from the Millstone Community Housing Session : The group discussed
the recently held Millstone Community Housing Session . All agreed that the
sessions were well attended and well planned . Ralph inquired on the level of
attendance by abutters and Jill noted that more abutters had attended the first
Community Housing Session,
4 . Updates from Housing Coordinator : Jill thanked the members for attending the
Millstone Community Housing Session and noted that she feels positive about the
turnout. The next session will be Tuesday, March 3 at 6 pm where conceptual designs
from Bohler Engineering will be shared . Jill shared initial results of the survey . The
Town received over 200 responses and over 25 % of respondents were abutters . A
report on the visual preference survey is forthcoming . Jill provided an update on the
Subsidized Housing Inventory (SHI) including one foreclosure for which a new
affordable deed restriction had been worked out as a mortgage was taken out on the
home that was not legal . She provided explanation for the slight reduction for numbers
in the SHI — Brewster Woods delay and 15 year deed restrictions for housing
rehabilitation expiration. Jill updated the Partnership that the Town of Brewster
received a MassWorlcs grant for $ 1 . 68 million dollars for work on Brewster Road,
which will help with the development of Brewster Woods . Ned asked if there had
been any more discussion on the MCI rental program at the Affordable Housing Trust .
Jill noted that at the current time there are no properties that would accommodate such
a program, however, the Trust is exploring a rental voucher program.

5. Review of Letter of Support for the Habitat Project : Jill reminded the Partnership
that she is on the Board of Habitat for Humanity and could not participate in any
project discussion. The Partnership reviewed the letter and approved as drafted .

6 . Discussion of Letter of Support for the Housing Coordinator Position : Jill left the
room for the discussion. Ralph noted that he would like to see Jill ' s hours increased
and Diane noted that had been discussed at CPC . The Partnership reviewed the letter
and approved as drafted ,

7. Standing Updates : CPC has not met since the previous meeting , Jill provided a list
of Affordable Housing Trust priorities to the Partnership ,
8 . Items not reasonably anticipated by the Chair : Lisa requested that a discussion of
the Annual Report be added to the next agenda.
9 . Meeting adjourned.
