HomeMy Public PortalAbout01-02-1979 461 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, JANUARY 2, 1979 1 The Common Council of the City of Richmond, Indiana, met in regular session 2 January 2, 1979 at the hour of 7:30 p.m. in the Council Chambers in the 3 Municipal Building in said City. President Austerman presided with the 1.5 following members present: Messrs. Elstro, Williams, Ahaus, Merchanthouse, Mills, Carter, Paust and Welch. Absent: None. The following business 6 was had, to wit: 7 8 Councilman Merchanthouse gave devotions. 9 10 President Austerman announced nominations are in order for a new Council 11 President. Councilman Carter nominated Kenneth Paust to become President for 12 the year 1979, seconded by Councilman Mills. Councilman Ahaus moved the 13 nominations be closed,. seconded by Councilman Mills. On unanimous voice 14 vote, both.-motions carried. 15 16 President Austerman turned the chair over to newly elected President Paust. 17 18 Councilman Williams moved to approve the minutes of the previous: meeting as 19 submitted, seconded by Councilman Welch and on unanimous voice vote, the 20 motion was carried. 21 22 Councilman Mills moved to suspend the rules and read Resolution Nos. 1-1979 23 and 2-1979 by title only, seconded by Councilman Williams and on unanimous 24 voice vote, the motion was carried. 25 26 The Clerk read by title only Resolution No. 1-1979 - A RESOLUTION AUTHORIZING 27 AND APPROVING THE SALE OF CERTAIN UNIMPROVED REAL ESTATE IN THE CITY OF 28 RICHMOND, INDIANA, FOR THE USE AND BENEFIT OF ITS DEPARTMENT OF COMMUNITY 29 DEVELOPMENT. 30 31 Community Development Director Tim Ryder explained these lands were purchased 32 for the completion of the North 20th Street curve and are of no value to the 33 City now. 34 35 Councilman Ahaus moved Resolution No. 1-1979 be adopted, seconded by 36 Councilman Mills and on unanimous voice vote, the motion was carried. 37 38 The Clerk read by title only Resolution No. 2-1979 - A RESOLUTION AUTHORIZING 39 THE CONTROLLER OF THE CITY OF RICHMOND, INDIANA TO INVEST CERTAIN IDLE FUNDS . 40 41 Councilman Carter moved Section 1 be amended at the end of the sentence to 42 include "in accordance with IC 5-13-1-1", seconded by Councilman Williams and 43 on unanimous voice vote, the motion was carried. 44 45 Councilman Austerman moved for adoption of Resolution No. 2-1979, seconded 46 by Councilman Welch and on unanimous voice vote, the motion was carried. 47 48 Mayor Clifford Dickman announced the tour of the City will be January 20, 49 1979 at 9:00 a.m. from the City Building. 50 51 Mr. Keith McGaffey, Director of the Richmond Housing Authority, appeared and 52 stated there are no family units for the elderly in the City. He requested 53 Council approval to apply for twenty (20) units of family housing. These 54 - units have to meet HUD standards and the application has to be in by January 55 24. President Paust asked the City Attorney to draw a resolution to this 56 effect and have it ready for the next meeting. 57 58 President Paust announced the appointment of Councilman Kenneth Mills as 59 President Pro Tem and Councilman Rick Ahaus as Chairman of Richmond Power & 60 Light. 462 Common Council Minutes Cont. January 2, 1979 Page 2 1 President Paust announced a meeting of the Committee of the Whole for 2 January 8 at 8:00 -p.m. in the Board of Works Room at which time discussion 3 will be held on salaries of elected officials for the next four (4) years. 4 These salaries must be set before February 22. 5 6 Councilman Ahaus, Council representative to the Airport Board, stated Air 7 Richmond, Inc. started operating today at Richmond Municipal Airport. Mr. 8 Oxley, who was to be fixed base- operator, was unableto post a necessary 9 $20,000 security deposit and at that point the Board of Aviation Commissioners 10 decided to look elsewhere and hired Harold Carraher of Bloomington. The 11 contract is basically the same as with Mr. Oxley and it will be presented at 12 the next meeting for radification. 13 14 Councilman Mills of the Public Safety Committee presented the following 15 names for Council's representative to the Police Merit Commission: Mr. 16 Terry Struve, Ms Marie Fredricks, Ms Mary Esther Culligan and Mr. Fred Powers, 17 Jr. Mr. Powers was elected to serve that appointment. 18 19 Councilman Mills moved to suspend the rules and read Ordinance Nos. 1-1979 and 20 2-1979 on first reading by title only, seconded by Councilman Ahaus and on 21 unanimous voice vote, the motion was carried. _ 22 23 The Clerk read on first reading by title only Ordinance No. 1-1979 - AN 24 ORDINANCE TO APPROPRIATE TO THE GENERAL FUND FROM THE CUMULATIVE CAPITAL 25 IMPROVEMENT FUND (CIGARETTE TAX) . 26 27 President Paust announced Ordinance No. 1-1979 has to be advertised. 28 29 The Clerk read on first reading by title only Ordinance No. 2-1979 - AN 30 ORDINANCE -TO APPROPRIATE FROM THE FEDERAL REVENUE SHARING TRUST FUND. 31 32 President Paust announced Ordinance No. 2-1979 has to be advertised. 33 34 Councilman Austerman thanked the Council members for their cooperation in 35 1978.
