SPECIAL MEETING
PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, DECEMBER 11, 1978
1 The Common Council of the City of Richmond, Indiana, met in special session
2 December 11, 1978 at the hour of 7:00 p.m. in the Council Chambers in the
3 - Municipal Building in said City. President Austerman presided with the
4 following members present: Messrs. Elstro, Williams, Ahaus, Merchanthouse,
5 Mills, Carter, Paust and Welch. Absent: None. The following business was
6 had, to-wit: -

8 A moment of silent devotions_: was observed.

10 As attorney Bob Hudson was not yet present, Councilman Merchanthouse moved
11 for a break until Mr. Hudson arrived, seconded by Councilman Welch and on
12 unanimous voice vote, the motion was carried.

14 President Austerman called the meeting back to order.

16 President Austerman noted the purpose of this special meeting is to hear
17 on second reading Ordinance No. 113-1978.

20 FIXING AND DEFINING THE BOUNDARIES AND TERRITORIES OF THE COUNCILMANIC
21 DISTRICTS IN THE CITY OF RICHMOND, WAYNE COUNTY, INDIANA, AS PROVIDED FOR
22 IN ACTS 1972, P.L. 131,Y 1, p. 625; 1975, P.L. 177, § 1, p. 975, AND
23 REPEALING ALL ORDINANCES OR PARTS THEREOF IN CONFLICT HEREWITH.

25 In response to Councilman Elstro's question as to who presented and prepared
26 this Ordinance, President Austerman stated he introduced it and Mr. Hudson
27 prepared it.

29 Mr. Hudson stated the numbers for the Ordinance came from the Data Center
30 of the State Library and the U.S . Census Bureau's 1970 figures. In
31 explaining how he came about the boundaries, Mr. Hudson noted the law says
32 the areas must be compact, contiguous and according to the last U.S. census.
33 He presented a map showing the Enumeration Districts of the last census. Mr.
34 Hudson noted this map was drawn from. the E.D. districts on population
35 rather than on registered voters. It was noted that, by this map, all
36 present Councilmen are in their respective districts. It was noted this will
37 change precinct boundaries.

39 Councilman Mills moved for engrossment of Ordinance No. 113-1978, seconded
40 by Councilman Paust.

42 Mr. Huddson pointed out two (2) typographical errors on page 8 in the last
43 paragraph. "25-24-2" should read "25-14-2" and "Pennsylvania Railroad"
44 in both places should read "Norfolk & Western Railroad".

46 Councilman Mills withdrew his motion to engross and Councilman Paust
47 withdrew his second.

49 Councilman Carter moved to make the suggested amendments, seconded by
50 Councilman Welch and on unanimous voice vote, the motion was carried.

52 Councilman Mills moved for engrossment," seconded by Councilman Paust.
53 The motion carried with Councilman Merchanthouse voting no.

55 There being no further business on motion duly made, seconded and passed,
56 the meeting was adjourned.
