PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, NOVEMBER 6, 1978
1 The Common Council of the City of Richmond, Indiana, met in regular session
2 • November 6, 1978 at the hour of 7: 30 p.m. in the Council Chambers in the
3 Municipal Building in said City. President Austerman presided with the
4 following members present: Messrs. Elstro, Williams, Ahaus, Merchanthouse,
5 Mills, Carter, Paust and Welch. Absent: None. 'The following business was
6 had, to-wit:

8 Councilman Ahaus gave devotions.
9
10 President Austerman noted he was absent from the previous meeting as he was
11 in Chicago on business.

13 Councilman Mills moved to approve the minutes of the previous regular and
14 special meetings held on October 16 and October 30, seconded by Councilman
15 Welch and on unanimous voice vote, the motion was carried.

17 Councilman Elstro reminded the. City Attorney he had requested an ordinance
18 against leaf burning and enforcing the law against burning after 5:00 p.m.
19
20 Councilman Paust, Chairman of the Public Safety Committee, reminded
21 ' Councilmen to prepare their recommendations as to,.the Council appointment to
22 the Police_Merit Board.

24 The Clerk read on second reading Ordinance No. 88-1978 - AN ORDINANCE TO
25 APPROPRIATE FROM CUMULATIVE CAPITAL IMPROVEMENT FUND (CIGARETTE TAX) .

27 City Attorney Ed Anderson examined proof of publication for Ordinances No.
28 88-1978, 89-1978, 96-1978, 97-1978 and 99-1978 and found it to be in order.

30 Councilman Mills moved to accept and file proof of publication for
31 Ordinance Nos 88-1978, 89-1978, 96-1978, 97-1978 and 99-1978, seconded by
32 Councilman Williams and on unanimous voice vote, the motion was carried.

34 Councilman Merchanthouse moved for engrossment of Ordinance No. 88-1978,
35 seconded by Councilman Williams and on unanimous voice vote, the motion was
36 carried.

38 Councilman Merchanthouse moved to suspend the rules and read Ordinance No.
39 88-1978 on third and final reading by title only, seconded by Councilman
40 Welch and on unanimous voice vote, the motion was carried.

44 Ordinance No. 88-1978 was placed on final passage or rejection and on a call
45 of the roll; the following was recorded: Ayes: Elstro, Williams, Ahaus,

47 vote being eight (8) to one (1) in favor of passage of Ordinance. No. 88-1978.

52 Councilman Williams moved for engrossment of Ordinance No. 89-1978, seconded
53 by Councilman Mills and on unanimous voice vote, the motion was carried.

9 Councilman Mills moved to table Ordinance No. 94-1978, seconded by Councilman
10 Elstro and on unanimous voice vote, the motion was carried.

13 APPROPRIATE FROM THE FEDERAL REVENUE SHARING TRUST FUND.

16 President of the Board of Aviation Commissioners and Mr.. Roger Cornett,

20 by Councilman Mills and on unanimous voice vote, the motion was carried.

22 Councilman Williams moved to suspend the rules and read Ordinance No. 96-1978

24 on unanimous voice vote, the motion was carried.

58 was recorded: Ayes: Elstro, Williams, Merchanthouse, and Mills. Noes:

60 (5) in favor of the proposal; therefore, it was defeated.

1 Councilman Ahaus moved to amend Section 14 to include South 8th and 9th Streets

6 by Councilman Carter and on unanimous' voice vote, the motion was carried.

41 103-1978, 106-1978 and 107-1978 and recommend passage of these ordinances.

19 AUTHORIZING AND EMPOWERING THE BOARD OF AVIATION COMMISSIONERS OF THE CITY OF
20 RICHMOND, INDIANA, TO ENTER INTO A LEASE WITH A FIXED BASED OPERATOR FOR THE
21 RICHMOND MUNICIPAL AIRPORT.

23 Councilman Mills moved for engrossment of Ordinance No. 107-1978, seconded by
24 Councilman Welch and on unanimous voice vote, the motion was carried.

26 Councilman Welch moved to suspend. the rules and read Ordinance No. 107-1978
27 on third and final reading by title only, seconded by Councilman Carter and
28 on unanimous voice vote, the motion was carried.

38 Councilmen thanked the Airport Board and Mr. Hudson for action taken by the
39 three (3) airport ordinances.

42 by Councilman Welch and on unanimous voice vote, the motion was carried.

44 Councilman Mills moved to strike Ordinance No. 8-1978, seconded by Councilman
45 Ahaus and on unanimous voice vote, the motion was carried.

47 Councilman Mills moved to remove from the table Ordinance No. 76-1978,
48 seconded by Councilman Williams. The motion carried with Councilman Ahaus
49 voting no.

51 Councilman Mills moved to strike from the record Ordinance No. 76-1978,
52 seconded by Councilman Williams. On a call of the roll, the following was
53 recorded: Ayes: Elstro, Williams, Mills, Carter, Paust, Welch and Austerman.
54 Noes: Ahaus and Merchanthouse. The vote being seven (7) to two (2) in favor
55 of passage of striking Ordinance No. 76-1978.

57 There being no further business on motion duly made, seconded and passed, the
58 meeting was adjourned.
