HomeMy Public PortalAbout10-16-1978 435 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, OCTOBER 16, 1978 1 The Common Council of the City of Richmond, Indiana met in regular session 2 October 16, 1978 at the hour of 7: 30 p.m. in the Council Chambers in the 3 Municipal Building in said City. President Pro-Tem Paust presided with the III4 following members present: Messrs. Elstro, Williams, Ahaus, Merchanthouse, 5 Mills, Carter and Welch. Absent: Councilman Austerman. The following 6 business was had, to-wit: 7 8 Councilman Williams gave devotions. 9 10 Councilman Williams moved to approve the minutes of the previous meeting 11 as prepared, seconded by Councilman Welch and on unanimous voice vote, the 12 motion was carried. 13 14 Councilman Williams moved to approve the minutes of the special meeting, 15 seconded by Councilman Mills and on unanimous voice vote, the motion was 16 carried. 17 18 Councilman Williams stated he was absent from the previous meeting due to 19 illness. 20 21 Messrs. Al Ingle, 784 Woods Road and Mr. Harold Tollefson, 1230 Ratliff 22 Street, gave an up-date on RSVP and Richmond .Co_unceil on Aging. They 23 invited Councilmen to ride with them for one (1) hour. 24 25 Councilman Mills moved to suspend the rules and read Resolution No. 14-1978 26 by title only, seconded by Councilman Welch and on unanimous voice vote, the 27 motion was carried. . 28 III29 The Clerk read by' title only Resolution No. 14-1978 - A RESOLUTION TO 30 AUTHORIZE THE ACQUISITION OF CERTAIN LAND AND THE LEASING OF SUCH LAND TO 31 THE U.S . GOVERNMENT FOR THE PURPOSE OF THE U.S . CONSTRUCTING THEREON AN 32 ARMY RESERVE CENTER.. 33 34 Councilman Mills moved to adopt Resolution No. 14-1978, seconded by . 35 Councilman Williams and on unanimous voice vote, the motion was carried. 36 37 Board of Works President_Don._Meredith reported bids have been accepted to 38 do work on the grounds of Hibbard School. He further reported that trash 39 must be put out on a .dedicated street and the resident at 1325 South 20th 40 must put trash at said place for it to be picked up. He reported curbs 41 and sidewalks_�at1802`So :. "B" are high on the schedule. Mr. Meredith 42 noted it has been just about one (1) year since the Police Merit Commission 43 was put into effect and Council will have to appoint a member to this 44 commission to replace their appointment which ran for one (1) year. This 45-. will be done after the Police make their selection. The category for this 46 appointment is "any endeavor". 47 48 Councilman Williams requested the Hoard of Works check the parking 49 situation around Glazers. 50 51 Councilman Mills moved to suspend the rules and read Ordinance Nos,; 88-1978 52 through 102-1978 on first reading by title only, seconded by Councilman 11/ 53 Carter and on unanimous voice vote, the motion was carried. 54 55 The Clerk read on first reading by title only Ordinance No. 88-1978 - AN 56 ORDINANCE TO APPROPRIATE FROM CUMMULATIVE CAPITAL INPROVEMENT FUND 57 (CIGARETTE TAX) . 58 59 President Pro-Tem Paust announced Ordinance No. 88-1978 has to be. 60 advertised. 436 Common Council Minutes Cont. The vote 38 being eight (8) to zero (0) in favor of passage of Ordinance No. 93-1978. 39 40 The Clerk read on first reading by title only Ordinance No. 94-1978 - 41 AN ORDINANCE PROVIDING FOR THE CONTINUATION OF THE,RICHMOND CITY COURT. 42 43 President Pro-Tem Paust announced Ordinance No.. 94-1978 is referred to 44 'the Committee of the Whole who will meet October 30, 1978 at 7:00 p.m. in 45 the.
