PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, OCTOBER 2, 1978
1 The Common Council of the City of Richmond, Indiana, met in regular session
2 October 2, 1978 at the hour of 7:30 p.m. in the Council Chambers in the
3 Municipal Building in said City. President Austerman presided with the
4 following members present: Messrs. Elstro, Ahaus, Merchanthouse, Carter,
5 Mills, Paust and Welch. Absent: Councilman Williams. The following
6 business was had, to-wit:-

8 Councilman Welch gave devotions.

10 Councilman Elstro moved to approve the minutes of the previous meeting as
11 prepared, seconded by Councilman Mills and on unanimous voice vote, the
12 motion was carried.

14 Councilman Elstro questioned the action of the Mayor regarding the leaf
15 burning. President Austerman referred the questions to the Committee of
16 Parks and Recreation, Board of Public:Works and Safety and the Sanitation
17 Department for review.

19 President Austerman requested the Board of Public Works and Safety check
20 the complaint of Mrs. Hayes regarding the 1300 block of South 20th Street.
21 He stated that the Sanitation Department was_ having trouble picking up
22 trash in that area for two reasons; that of the trees overhanging the road
23 and the narrow street having no turn-around. Also, Mr. O'Brian of 1802
24 South "B" Street requested the City repair his street and curb where it is
25 breaking away. Mr. Meredith replied that he would investigate. President
26 Austerman announced that Mr. Schull, owner of Mac's Pharmacy on Main Street,
27 requested the street be cut back to its original area. Mr. Meredith stated
28 that permission for this had been denied previously by the State and the
29 Board of Public Works and Safety.

31 Councilman Mills moved to suspend the rules and read Ordinance Nos. 84-1978
32 through 87-1978 on first reading by title only, seconded by Councilman
33 Paust and on unanimous voice vote, the motion was carried.

35 The Deputy Clerk read on first reading by title only Ordinance No. 84-1978 -
36 AN ORDINANCE PROVIDING FOR CLOTHING ALLOWANCE FOR THE RICHMOND POLICE
37 DEPARTMENT, INCLUDING ALL SWORN OFFICERS THEREOF.

39 Councilman Mills moved to suspend the rules and read Ordinance No. 84-1978
40 on second reading, seconded by Councilman Ahaus and on unanimous voice vote,
41 the motion was carried.

45 Councilman Elstro moved for engrossment of Ordinance No. 84-1978, seconded
46 by Councilman Mills and on unanimous voice vote, the motion was carried.

48 Councilman Mills moved to suspend the rules and read Ordinance No. 84-1978
49 on third and final reading by title only, seconded by Councilman Ahaus and
50 on unanimous voice vote, the motion was carried.

54 Ordinance No. 84-1978 was placed on final passage or rejection and on a call
55 of the roll, the following was recorded: Ayes: Elstro, Ahaus, Merchanthouse,
56 Mills, Carter, Paust, Welch and Austerman. Noes: None. The vote being
57 eight (8) to zero (0) in favor of passage of Ordinance No. 84-1978.

8 seconded by Councilman Ahaus and on unanimous voice vote, the motion was
9 carried.

11 Councilman Merchanthouse moved to suspend the rules and read Ordinance No.
12 85-1978 on third and final reading by title only, seconded by Councilman Mills
13 and on unanimous voice vote, the motion was carried.

25 Councilman Mills moved to suspend the rules and read Ordinance No. 86-1978
26 on Second reading, seconded by Councilman Ahaus and on unanimous voice vote,
27 the motion was carried.

32 by Councilman Paust and on unanimous voice vote, the motion was carried.

III4 Councilman Mills moved for engrossment of Ordinance No. 73-1978, seconded by
5 Counciman Elstro and on unanimous voice vote, the motion was carried.

7 Councilman Mills moved to suspend the rules and read Ordinance No. 73-1978
8 on third and final reading by title only, seconded by Councilman Welch.
9 Councilmen Elstro and Merchanthouse voted nay.

12 AMENDING CHAPTER 22 OF THE MUNICIPAL CODE, BEING ORDINANCE NO. 2325-1968
13 COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF RICHMOND, INDIANA,
14 ADOPTED JUNE 3, 1968, PROVIDING FOR THE REZONING OF PROPERTY LOCATED AT
15 2600 NATIONAL ROAD WEST AND 2700 NATIONAL ROAD WEST FROM R-2 ONE FAMILY
16 RESIDENCE DISTRICT TO C-2 COMMUNITY BUSINESS DISTRICT.

18 Councilman Merchanthouse moved for engrossment of Ordinance No. 78-1978,
19 seconded by Councilman Welch and on unanimous voice vote, the motion was
20 carried.

22 Councilman Merchanthouse moved to suspend the rules and read Ordinance No.
23 78-1978 on third and final reading by title only, seconded by Councilman
24 Welch and on unanimous voice vote, the motion was carried.

36 ADOPTED JUNE 3, 1968, PROVIDING FOR THE REZONING OF PROPERTY LOCATED AT
37 115 SOUTHWEST 3RD STREET FROM R-3 ONE-TO-EIGHT FAMILY RESIDENCE DISTRICT

41 Councilman Welch and on unanimous voice vote, the motion was carried.

44 on third and final reading by title only, seconded by Councilman Elstro
45 and on unanimous voice vote, the motion was carried.
