PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, SEPTEMBER 18, 1978
1 The Common Council of the City of Richmond, Indiana met in regular session
2 September 18, 1978 at the hour of 7:30 p.m. in the Council Chambers in the
3 Municipal Building in said City. Councilman Paust presided with the
4 following members present: Messrs: Elstro, Williams, Ahaus, Merchanthouse,
5 Mills, Carter and Welch,, Absent-: v;Coi:ncilman_Austerman. _The__following__
6 business vashad, to wit:
7 8 Councilman Paust gave devotions.

10 Councilman Mills reported he was absent from the previous meeting due to
11 being on vacation.

13 Councilman Williams moved to approve the minutes of the previous meeting,
14 as prepared, seconded by Councilman Mills and on unanimous voice vote, the
15 motion was carried.

17 _ Mr: Don Meredith, President of-the.Board of .Public. Works and Safety, -reported
18 the City Attorney has1been-in`contact_with: CableITViconcerningthe problem at
19 917--Henley Road South-arid saated that, if the situation is 'not cleared up-,
20 i the City Attorney will contact the Attorney for Cable TV.

22 :Mr.EMeredith reported:the-weed problem at 411 South-_9th has been taken':care
23 I . of-and the property-at 508-South lOth,is in bankruptcy and in the hands
24 of the Courts. The fiberglass sPcimen was forwarded with a letter from Mr.
25 Meredith to ;the;Wayne:Couilty Health bepartment 'who,-ti en'sent-it to. the Air
26 Pollution -Control-Department�--in Indianapolis:

28 Councilman Elstro noted a problem during the recent rain with mud washing
III29 I from a dirt pile at Hibberd School onto "J" Street at 9th and into the
30 sewers. Mr. Meredith,noted the Street Department was down today and also
31 ! discovered a broken tile. The Richmond_ Community Schools will be billed
32 at $20.00 an hour to correct this situation.

34 Councilman. Mills thanked the Board of Works and Mr. Roberts for tearing down
35 the old Spur Station.

37 Councilman Williams requested contacting Richmond Community Schools to get
38 the weeds cut at Nicholson School.

40 Councilman Welch reported on the meeting of the Mayor's Transportation
41 I Advisory Committee to review and up-date the status of the new busses and
42 related equipment. The busses are on order and discussion was held on what
43 type shelters are needed for the bus lines.

45 Councilman Mills moved to suspend the rules and read Ordinance Nos. 78-1978
46 through 83-1978 on first reading by title only, seconded by Councilman
47 Ahaus and on unanimous voice vote, the motion was carried.

27 Councilman Mills moved to accept the amendments on Ordinance. No. 74-1978,
28 seconded by Councilman Welch and on unanimous voice vote, the motion was

31 Councilman Ahaus moved for engrossment of Amended Ordinance No. 74-1978,
32 seconded by Councilman Welch and on unanimous voice vote,, the motion was
33 carried.

35 Councilman Ahaus moved to suspend the rules and read Amended Ordinance No.
36 74-1978 on third and final reading by title only, seconded by Councilman
37 Carter, Councilmen Mills and Elstro voted no.

39 The Clerk read on second reading Ordinance No. 75-1978 - AN ORDINANCE TO
40 CONTROL TRAFFIC AT SCHOOL CROSSINGS.
