SPECIAL MEETING
PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, AUGUST 28, 1978
1 The Common Council of the City of Richmond, Indiana met in special session
2 August 28, 1978 at the hour of 7:00 p.m. in the Council Chambers in the
3 Municipal Building in said City. President Austerman presided with the
III4 following members present: Messrs. Elstro, Williams, Ahaus, Merchanthouse,
5 Mills, Carter, Paust and Welch. Absent: None. The following business
6 was had, to-wit:

8 A moment of silent prayer was observed.

10 City Attorney Ed Anderson examined proof of publication for Ordinance Nos.
11 59-1978, 60-1978, 61-1978, 62-1978, 63-1978, 64-1978, and 65-1978 and found
12 it to be in order. Councilman Mills moved to accept and file this proof
13 'of publication, seconded by Councilman Ahaus and on unanimous voice vote,
14 the motion was carried.

16 The Clerk read on second:_:reading Ordinance. NO. 59-1978 - AN ORDINANCE
17 APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF THE
18 SEVERAL DEPARTMENTS OF THE CITY GOVERNMENT. OF THE CITY OF RICHMOND; INDIANA,
19 FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1979 AND ENDING DECEMBER 31, 1979,
20 INCLUSIVE, INCLUDING ALL OUTSTANDING CLAIMS AND OBLIGATIONS, AND FIXING THE
21 TIME WHEN THE SAME SHALL TAKE EFFECT.

23 Councilman Mills moved for engrossment of Ordinance No. 59-1978, seconded
24 by Councilman Merchanthouse and on unanimous voice vote, the motion was
25 carried.

27 Councilman Mills moved to suspend.the rules and read Ordinance No. 59-1978
28 on third and final reading by title only, seconded by Councilman Welch and
29 on unanimous voice vote, the motion was carried.

33 Ordinance. No. 59-1978 was placed on final passage or rejection and on a
34 call of the roll the following was recorded: Ayes: Elstro, Williams,
35 Ahaus, Merchanthouse, Mills, Paust, Welch and Austerman. Noes: Carter.
36 The vote being eight (8) to one (1) in favor of passage of Ordinance No.
37 59-1978.

40 ' APPROPRIATE THE SUM OF SEVENTY-ONE THOUSAND AND FIFTY-FOUR DOLLARS
41 ($71,054.) FROM THE MOTOR VEHICLE HIGHWAY SPECIAL DISTRIBUTION FUND OF THE
42 CITY OF RICHMOND, WAYNE COUNTY, INDIANA, FOR THE PURPOSE OF DEFRAYING
43 THE EXPENSE OF THE MOTOR VEHICLE HIGHWAY SPECIAL DISTRIBUTION FUND OF SAID
44 CITY FOR THE CALENDAR YEAR 1979 BUDGETING THE SAME, LIMITING THE USE THEREOF -
45 AND FIXING THE TIME WHEN SAME. SHALL TAKE EFFECT.

47 Councilman Ahaus moved for engrossment of Ordinance No. 60-1978, seconded
48 by Councilman Mills and on unanimous voice vote, the motion was carried.

50 Councilman Ahaus moved to suspend the rules and read Ordinance No. 60-1978
51 on third and final- reading by- title only, seconded by Councilman Welch and
52 on unanimous voice vote, the motion was carried.

56 Ordinance No. 60-1978 was placed on final passage or rejection and on a •
57 call of the roll, the following was recorded: Ayes: Elstro, Williams,

59 None. The vote being nine (9) to zero (0) in favor of passage of Ordinance

9 Councilman Ahaus moved for engrossment of Ordinance No. 61-1978, seconded
10 by Councilman Welch and on unanimous voice vote, the motion was carried.

12 Councilman Ahaus moved to suspend the rules and read. Ordinance No. 61-1978
13 on third and final reading by title only, seconded by Councilman Mills. and on
14 unanimous voice vote, the motion was carried.

51 Councilman Elstro moved for engrossment of Ordinance No. 63-1978, seconded
52 by Councilman Welch and on unanimous voice vote, the motion was carried.

31 YEAR 1979, AND PROVIDING FOR THE TAKING EFFECT THEREOF.

33 Councilman Welch moved for engrossment of Ordinance No. 65-1978, seconded
34 by Councilman Elstro and on unanimous; voice vote, the motion was carried.

36 Councilman Welch moved to suspend the rules and read Ordinance No. 65-1978
37 on third and final reading by title only, seconded by Councilman Elstro and
38 on unanimous voice vote, the motion was carried.
