Glenn Clerk Treasurer Greencastle Common Council Regular Meeting Minutes February 9, 2010 7:00 P.M. Greencastle City Hall Call to Order; Roll Call A. Mayor Murray called meeting to order at 7:00 PM. Upon roll call by Clerk Treasurer Teresa Glenn all council member were present. Public Petitions and Comments A. Census 2010 1. Kyle Dunbar, volunteer from Greencastle High School and Hermes Guillon, volunteer from DePauw University and Norm Crampton, District Chairman for Census 2010. Norm Crampton spoke to Council regarding the importance of filing out the Census Form. B. Presentation — Chao Zhu 1. Friendship City relationship between Greencastle and Qianjiang City in China a. Chao Zhu began by introducing fellow DePauw China Connection Students and presented a slide show of this project. C. Missy Orr — Focus the Nation 1. Welcome to anyone to event this Wednesday at Watson Forum. D. Sunday March 14, 2010, DePauw Bike Club at Big Walnut Sports Park. — Rod Weinschenk asking for Council's permission to use the Park for this event. 1. Motion by Adam Cohen to approve this request, second by Mark Hammer, unanimous approval. III. Public Hearing A. Ordinance 2010 -1, An Ordinance Approving The Transfer Of Approximately 14.63 Acres Of Land In Greencastle To Ivy Tech Community Colleges Of Indiana, Second Reading Mayor Murray opened the Public Hearing at 7:45 PM for comments. None heard; motion by Mark Hammer to close Public Hearing at 7:46 PM, second by Terry J. Smith, unanimous approval. IV. Special Requests V. Department Reports A. Cemetery — Ernie Phillips B. Engineer — C. Fire Department — Bill Newgent D. Park and Recreation — Rod Weinschenk 1. Shared with Council programs coming up. E. Planner —Shannon Norman 1. February 21, 2010 Youth Engagement Summit at DePauw 2. Focus the Nation — Will have a MS4 DePauw /Greencastle Booth F. Police Department —Tom Sutherlin G. Department of Public Works — Brad Phillips H. Water &Wastewater Department — George Russell I. City Attorney - Laurie Robertson Hardwick VI. Approval of Minutes A. Regular Meeting January 12, 2010 B. Special Session January 26, 2010 C. Special Session January 28, 2010 1. Motion by Jinsie Bingham to approve all minutes as presented, second by Adam Cohen, unanimous approval. VII. Old Business A. Tabled 1. Ordinance 2009 -13, An Ordinance Establishing A Section 9 -49 of the Greencastle City Code Creating A Grease Interceptor/Trap Policy, Second Reading B. Ordinance 2010 -1, An Ordinance Approving The Transfer Of Approximately 14.63 Acres Of Land In Greencastle To Ivy Tech Community Colleges Of Indiana, Second Reading 1. Motion by Adam Cohen to approve as presented, second by Terry J. Smith, abstain by Phyllis Rokicki, motion passed. VIII. New Business A. Greencastle /Putnam County Transportation Study — Bill Dory 1. Invited by Brad Ellsworth's office to look at truck traffic in and around Greencastle and how we may improve this. Council will sign document supporting this endeavor. Motion by Jinsie Bingham to endorse this letter to Congressman Ellsworth's office for an environmental study, second by Phyllis Rokicki, unanimous approval. Council members agreed a similar letter to Senator Lugar's office supporting this study would be helpful. B. Ordinance 2010 -2, An Ordinance Amending Ordinance 2009 -11, An Ordinance Establishing the Size of the Departments of City Government Of The City of Greencastle, Indiana, Fixing Salaries For The employees Of Such Departments And Fixing The Salaries of Certain Other Appointed Officials For the Year 2010, First Reading 1. Mayor Murray read this Ordinance in its entirety. Motion by Mark Hammer to approve as presented, second by Phyllis Rokicki, unanimous approval. IX. Approval of City Claims A. Mark Hammer reviewed claims and upon review moved to approve as presented, second by Jinsie Bingham, unanimous approval. X. Reports A. Mayor's Report 1. Moving forward on Albin Pond Trail and Safe Routes to Schools. 2. DePauw holding NCAA Indoor Track and Field event on March 12 and 13' looking for individuals willing to volunteer. 3. Next Wednesday Congressman Ellsworth will be here from 10:00 to 11:30 AM. Page 2 of 3 4. Updated Council on Certified Budget received last week with little change to requested numbers. B. Clerk- Treasurer's Report 1. Updated Council with information regarding certified budget. C. Councilors 1. Jinsie Bingham shared article in Action Lines from IACT regarding Greencastle defending "Green Title ". Asked if anyone would like to volunteer to be office assistant at Forrest Hill Cemetery. 2. Adam Cohen special thanks to Street crew for snow removal. XI. Adjournment A. Motion by Jinsie Bingham to adjourn at 8:10 PM, second by Terry J. Smith, unanimous approval. Susan V.
