MEETING MINUTES
June 27, 2012

Meeting came to order at 8:02 a.m., the minutes were approved with a motion by Prather and a second
by Henry.
SMOKING ISSUE AT THE HOUSING AUTHORITY:
Presented by Drew Hilpert. Hilpert discussed the City’s role in relation to the Housing Authority. Hilpert
researched the issue of smoking/no-smoking at local Housing Authorities and could not find any other
cities in Missouri that are dealing with this. The City could expand the smoking limitation to 25 ft (now 10
ft) from doors and windows of multifamily dwellings. Carroll has received a number of contacts from
housing authority residents on their concern. Pollock gave the history of smoking/no -smoking at the
Housing Authority, 15-20 years ago, all public spaces were rendered no-smoking, i.e., hallways, lobby,
dining hall. Last year the board made Ted Herron Building completely no-smoking. It is enforced on a
complaint basis. A smoking area was designated outside more than 1 0 feet from the building. They
subsequently received a petition expressing concern about the elderly having to go out to the smoking
area. A large portion of their tenants are smokers. Stan Cowan asked a question regarding pets being
allowed and whether units are all treated the same regardless of funding. Pollock said they are treated
the same. Larry Vincent said if the council wants to change the stipulations and rules regarding smoking,
they just ask that all units City-wide be treated the same, without the Housing Authority being ruled out.
Henry said that he would not support an ordinance that singles out the Housing Authority. Members
believe this should be an addressed at the Housing Authority Board meeting. Carroll asked Vincent if he
would be willing to put it on their agenda. He agreed to do so. The next Housing Authority Board
meeting is the third Tuesday of the month at 7:30 a.m.
APPOINTMENT REVIEW:
The committee reviewed the recommendations by Mayor Eric Struemph. Tyler Woods addressed the
board and said his experience with a monument company would be good for the Cemetery Board. Carroll
said he has been on the list for over a year and Aaron Sewell recently applied. Members would like
Mayor Eric Struemph to consider Tyler Woods over Sewell. A motion was made by Prather to approve
the three following persons for recommendation to the full Council and a second by Henry, passed
unanimously.

Next meeting is set for the last Wednesday in July; July 25th, in the Boone/Bancroft Room at City Hall.
