HomeMy Public PortalAbout08-07-1978 409 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, AUGUST 7, 1978 1 The Common Council of the City of Richmond, Indiana met in regular session 2 August 7, 1978 at the hour of 7:30 p.m . in the Council Chambers in the 3 Municipal Building in said City. President Pro Tem Ken Paust presided with 4 the following members present: Messrs. Elstro, Williams, Ahaus, 5 Merchanthouse, Mills, Carter, and Welch. Absent: President Austerman. 6 The following business was had, to-wit: 7 8 Councilman Merchanthouse gave devotions. 9 10 Councilman Merchanthouse reported he was absent from the previous meeting 11 due to being on vacation. 12 13 Councilman Mills moved to approve the minutes of the previous meeting, as 14 prepared, seconded by Councilman Welch and on unanimous voice vote, the 15 motion was carried. 16 17 Councilman Elstro reported to the Board of Works that he has had several 18 requests for an ordinance- for.-air r f1es. -- He requested the City Attorney 19 check it and prepare an ordinance. 20 21 City Controller Don Meredith reported that by State Statute the budget 22 must be passed on the last Monday in August and, therefore, requested a 23 special meeting of Council be called for Aguust 28. He further requested 24 Council hold the ordinances on second reading as the legal ad calls for a 25 public hearing on that date. 26 - 27 Committee of the Whole Chairman Ken Mills announced a meeting of his 28 Committee with Department Heads for Monday, August 14, 1978 at 6:30 p.m. III 29 in the Board of Works Room. Department Heads will be notified as to the 30 time of scheduling. 31 32 Councilman Ahaus reported the Transportation, Community Development and 33 Community Services Committee met on Ordinance No. 58-1978 and found 34 areas that need to be clarified, one of which is how much will be needed 35 for funding to set up a committee. They suggest that this ordinance be 36 tabled and brought back to the Committee of the Whole. They also 37 discussed.RAT and the name and color of the new City busses. 38 39 Chairman Ahaus, as laison to the Board of Aviation Commissioners, reported 40 a conflict between Sky Tech and the City`s contract. The contract was 41 nullified and authorization was given Joe Smith to act in accordance 42 with the contract. AVAC funds of $750,000. will be available for City 43 development. 44 45 Councilman Mills moved to suspend the rules and read Ordinance Nos. 46 59-1978 through 71-1978 on first reading by title only, seconded by 47 Councilman Welch and on unanimous voice vote, the motion was carried. 48 49 The Clerk read on first reading by title only Ordinance No. 59-1978 - 50 AN ORDINANCE APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE 51 EXPENSES OF THE SEVERAL DEPARTMENTS OF THE CITY GOVERNMENT OF THE CITY OF 52 RICHMOND, INDIANA, FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1979 AND III53 ENDING DECEMBER 31, 1979, INCLUSIVE, INCLUDING ALL OUTSTANDING CLAIMS AND 54 OBLIGATIONS, AND FIXING THE TIME WHEN THE SAME SHALL TAKE EFFECT. 55 56 President Pro Tem Paust announced Ordinance No. 59-1978 is referred to 57 the Committee of the Whole. 58 59 The Clerk read on first reading by title only Ordinance No. 60-1978 - 60 AN ORDINANCE TO APPROPRIATE THE SUM-` OF SEVENTY-ONE THOUSAND AND FIFTY- 61 FOUR DOLLARS ($71,054.) Ordinance No. 69-1978. 16 17 Councilman Merchanthouse moved for engrossment of Ordinance No. 69-1978, 18 seconded by Councilman Mills and on unanimous voice vote, the motion was 19 carried. 20 21 Councilman Merchanthouse moved to suspend the rules and read Ordinance 22 No. 69-1978 on third and final readig by title only, seconded by 23 Councilman Mills and on unanimous voice vote, the motion was carried. 24 25 The Clerk read on third reading by title only Ordinance No. 69-1978. 26 27 Ordinance No. 69=1978 was placed on final passage or rejection and on a 28 call of the roll, the following was recorded: Ayes: Elstro, Williams, 29 Ahaus, Merchanthouse, Mills, Carter, Welch, and Paust. The vote 15 being eight (8) to zero (0) in favor of passage. of Ordinance No. 71-1978. 16 17 The Clerk read on second reading Ordinance No. 55-1978 - AN ORDINANCE TO 18 APPROPRIATE WITHIN THE PARK AND RECREATION FUND. 19 20 Assistant City Attorney Robert Hudson examined proof of publication for 21 Ordinance Nos. 55-1978 and 56-1978 and found it to be in order. Councilman 22 Mills moved the proof of publication be accepted and filed, seconded by 23 Councilman Welch and on unanimous voice vote, the motion was carried. 24 25 _ Speaking for Ordinance No. 55-1978 was Park Superintend?nt Don McBride. 26 27 Councilman Elstro moved for engrossment of Ordinance No. 55-1978, seconded 28 by Councilman Welch and on unanimous voice vote, the motion was carried. 29 30 Councilman Elstro moved to suspend the rules and read Ordinance No. 55-1978 31 on third and final reading by title only, seconded by Councilman Mills and 32 on unanimous voice vote, the motion was carried. 33 34 The Clerk read on third reading by title only Ordinance No. 55-1978. 35 36 Ordinance No. 55-1978 was placed on final passage or rejection and on a 37 call of the roll the following was recorded: Ayes: Elstro, Williams, Ahaus 38 Merchanthouse, Mills, Carter, Welch, and Paust.
