HomeMy Public PortalAbout07-17-1978 407 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, JULY 17, 1978 1 The Common Council of the City of Richmond, Indiana met in regular session 2 July 17, 1978 at the hour of 7:30 p.m. in the Council Chambers in the 3 Municipal Building in said City. President Austerman presided with the 4 following members present: Messrs. Elstro, Williams, Ahaus, Mills, Carter, 5 Paust, and Welch. Absent: Mr. Merchanthouse. The following business was 6 had, to-wit: 7 8 Councilman Elstro gave devotions. 9 10 Councilman Ahaus reported he was out of town on vacation at the previous 11 meeting. 12 13 Councilman Williams moved to approve the minutes of the previous meeting 14 as prepared, seconded by Councilman Mills and on unanimous voice vote, 15 the motion was carried. 16 17 Councilman Mills moved to suspend the rules and read Ordinance Nos. 55-1978, 18 56-1978, 57-1978 and 58-1978 on first reading by title only, seconded by 19 Councilman Paust and on unanimous voice vote., the motion was carried. 20 21 The Clerk read on first reading by title. only, Ordinance No. 55-1978 - AN 22 ORDINANCE TO APPROPRIATE WITHIN THE PARK. AND RECREATION FUND. 23 24 President Austerman announced Ordinance No. 55-1978 has to be advertised. 25 26 The Clerk read on first reading by title only, Ordinance No. 56-1978 - AN 27 ORDINANCE TO APPROPRIATE WITHIN THE GENERAL FUND. 28 29 President Austerman announced Ordinance No. 56-1978 has to be advertised. 30 31 The Clerk read on first reading by title only, Ordinance No. 57-1978 - AN 32 ORDINANCE FIXING SALARIES AND POSITIONS FOR APPOINTED OFFICERS AND 33 EMPLOYEES OF THE CITY OF RICHMOND, INDIANA FOR THE FISCAL YEAR BEGINNING 34 JANUARY 1, 1979 AND ENDING DECEMBER 31, 1979 AND APPROVING THE ADDITIONAL 35 COMPENSATION TO CERTAIN APPOINTED OFFICIALS OF THE CITY, OTHER THAN 36 GOVERNMENTAL, WHO PERFORM SERVICES FOR THE CITY, WHICH SERVICES ARE 37 CONNECTED WITH THE OPERATION OF MUNICIPALLY-OWNED UTILITY OR FUNCTIONS . 38 39 Councilman Mills moved to suspend the rules and read Ordinance No. 57-1978 40 on second reading, seconded by Councilman Welch and on unanimous voice vote, • 41 the motion was carried. 42 43 The Clerk read on second reading Ordinance No. 57-1978. 44 45 Councilman Mills moved for engrossment of Ordinance No. 57-1978, seconded by 46 Councilman Ahaus and on unanimous voice vote, the motion was carried. 47 48 Councilman Mills moved to suspend the rules and read Ordinance No. 57-1978 49 on third and final reading by title only, seconded by Councilman Welch and 50 on unanimous voice vote, the motion was carried. 51 52 The Clerk read on third reading by title only Ordinance No. 57-1978. 53 54 Ordinance No. 57-1978 was placed on final passage or rejection and on a call 55 of the roll the following was recorded: Ayes: Elstro, Williams, Ahaus, 56 Mills, Carter, Paust, Welch, and Austerman. Noes: None. The vote being 57 eight (8) to zero (0) in favor of passage of Ordinance No. 57-1978. 58 59 The Clerk read on first reading by title only Ordinance No. 58-1978 - AN 60 ORDINANCE TO IMPLEMENT THE PUBLIC POLICY OF THE STATE OF INDIANA REGARDING 61 CIVIL RIGHTS OF THE CITIZENS OF THE CITY OF RICHMOND, INDIANA. 408 Common Council Minutes Cont. July 17, 1978 Page 2 1 President Austerman announced Ordinance No. 58-1978 is referred to the 2 Transportation, Community Development and Community Service Committee. 3 4 The Clerk read on second reading Ordinance No. 53-1978 - AN ORDINANCE TO 5 APPROPRIATE FROM LOCAL ROAD AND STREET SPECIAL DISTRIBUTION FUND.. 6 7 Councilman Mills moved to accept the publication, seconded by Councilman 8 Ahaus and on unanimous voice vote, the motion w-as carried. 9 10 Councilman Elstro moved for engrossment of Ordinance No. 53-1978, seconded 11 by Councilman Welch and on unanimous voice vote, the motion was carried. 12 13 Councilman Elstro moved to suspend the rules and read Ordinance No. 53-1978 14 on third and final reading by title only, seconded by Councilman Williams 15 and on unanimous voice vote, the motion was carried. 16 17 The Clerk read on third reading by title only Ordinance No. 53-1978. 18 19 Ordinance No. 53-1978 was placed on final passage or rejection and on a 20 call of the roll, the following was recorded: Ayes: Elstro, Williams, 21 Ahaus, Mills, Carter, Paust, Welch, and Austerman. Noes: None. The vote 22 being eight (8) to zero (0) in favor of passage of Ordinance No. 53-1978. 23 24 Councilman Mills moved to suspend the rules and read Ordinance No. 45-1978 25 on third reading by title only, seconded by Councilman Paust. Councilman 26 Carter voted nay. 27 28 The Clerk read in full Ordinance No. 45-1978. 29 30 Ordinance No. 45-1978 was placed on final passage or rejection and on a call 31 of the roll, the following was recorded: Ayes: Elstro, Williams, Ahaus, 32 Mills, Paust, Welch, and Austerman. Noes: Carter. The vote being seven 33 (7) to one (1) in favor of passage of Ordinance No. 45-1978 34 35 Councilman Ahaus set a meeting of the Transportation, Community Development 36 and Community Service Committee for July 31, 1978 at 7:00 p.m. in the Board 37 of Works Room. 38 39 There being no further business on motion duly made., seconded and passed, 40 the meeting was adjourned. 41 42 Thomas L.
