PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, JULY 3, 1978
1 The Common Council of the City of Richmond, Indiana met in_ regular session
2 July 3, 1978 at the hour of 7:30 p.m. in the Council Chambers in the Municip 1
3 Building in said City. President Austerman presided with the following membe s
4 present: Messrs. Elstro, Williams, Merchanthouse, Mills, Carter, Paust,
5 and Welch. Absent: Mr. Ahaus. The following business was had, to wit:

7 Councilman Carter gave devotions.

9 Councilmen Merchanthouse and Elstro reported they.were out of town on busines
10 at the previous meeting.

12 Councilman Williams moved to approve the minutes of the previous meeting as
13 prepared, seconded by Councilman Mills and on unanimous voice vote, the
14 motion was carried.

16 Mr. Don Meredith reported he turned Councilman Williams' weed complaint on
17 North "I" over to Mr. Charles Roberts who reported equipment to cut the weeds
18 cannot get into the area as the street is torn up. Mr. Roberts further
19 requests all weed complaints be given by specific addresses. Mr. Meredith
20 reported in answer to a request from Councilman Carter that Peacock Road
21 has been resurfaced and the sidewalk on N.W. 10th has been checked and is
22 not in as bad shape as other areas. Mr. Meredith reported he received a
23 report from the print shop in the City Building noting his June 1978 paper
24 usage on 123 work orders and he calculates the outside printing charges woul.
25 have been about $2,200.00 while his cost was $238.00. He calculates a savin:s
26 to date in 1978 of $12,579.08. Councilman Mills presented a letter to Mr.
27 Meredith concerning noise by motorcycles on South 15th Street.

29 Councilman Mills moved to suspend the rules and read Ordinance Nos.48-1978,
30 49-1978, 50-1978, 51-1978, 52-1978, 53-1978, and 54-1978 on first reading by
31 title only, seconded by Councilman Merchanthouse and on unanimous voice vote,
32 the motion was carried.

5 Deputy Director of City Planning Dan Dooley presented an amended ordinance
6 as amended by the Plan Commission. Councilman Welch moved to accept the
7 amended ordinance as submitted back from the Plan -Commission: on Ordinance
8 No. 29-1978, seconded by Councilman Paust and on unanimous voice vote, the
9 motion was carried.

11 Councilman Merchanthouse moved for engrossment of Amended Ordinance No.
12 29-1978, seconded by Councilman Paust and on unanimous voice vote, the
13 motion was carried.
