PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, JUNE 19, 1978
l The Common Council of the City of Richmond, Indiana, met in regular.
2 session June19 ,- 1978 at the hour of 7 : 30. p.m: in .the
3 Council Chambers in the Municipal Building in said City. President Auster-
4 man presided with the following members present': Messrs. Williams, Ahaus,
5 Mills, Carter, Faust and Welch. Absent: .Messrs. Elstro and Merchanthouse.
6 The following business was had, to-wit:

8 Councilman Austerman gave devotions.

10 Councilman Williams moved to approve the minutes of the previous meeting as
11 prepared; seconded by Councilman Mills and on unanimous voice vote the
12 motion was carried.

14 Mayor Dickman thanked the Snow Removal Committee for the job they did in
15 preparing their report.

17 Councilman Williams requested weedsin the 1100 block of North "I" be cut.
18 Mr. Meredith stated this will be turned over to the Bureau of Buildings.

20 Councilman Carter reported holes in the street at 1011 Peacock Road and
21 sidewalk repairs needed at 100 N. W. 10th.

23 Councilman Paust introduced Mr. Jim Meister and Mr. Paul Patterson, members
24 of the Snow Removal Collis iittee in attendance and gave the report of this
25 Committee. He also thanked Bill Ritz, Ms. Marge Weller, Councilmen Bing
26 Welch and Ken Mills for serving on this Committee.

28 Councilman Mills moved to suspend the rules and read Ordinance Nos. 44-
29 1978, 45-1978, 46-1978 and 47-1978 on first reading by title only; seconded
30 by Councilman Williams and on unanimous voice vote the motion was carried.

33 ORDINANCE AMENDDING CHAPTER 22 OF THE MUNICIPAL CODE, BEING ORDINANCE NO.

35 INDIANA, ADOPTED JUNE 3, 1968.

37 President Austerman announced Ordinance No. 44-1978 is referred to the
38 Plan Commission for study and recommendation.

41 ORDINANCE AMENDING THE EXISTING ELECTRIC RAPE ORDINANCE OF THE CITY OF

43 AS PROVIDED FOR BY AN ORDER OF THE PUBLIC SERVICE COMMISSION OF INDIANA

46 Councilman Mills moved to suspend the rules and read Ordinance No. 45--1978
47 on second reading, seconded by Councilman Faust and on unanimous voice vote

29 APPROPRIATE THE SUM OF ONE HUNDRED FORTY TWO THOUSAND ONE HUNDRED SEVEN
30 DOLLARS AND SIXTY CENTS ($142,107.60) FROM THE MOTOR VEHICLE HIGHWAY SPECIAL
31 DISTRIBUTION FUND OF THE CITY OF RICHMOND, WAYNE COUNTY, INDIANA, FOR THE
32 PURPOSE OF DEFRAYING THE EXPENSE OF THE MOTOR VEHICLE HIGHWAY SPECIAL DISTRI-
33 BUTION FUND OF SAID CITY FOR THE BALANCE OF THE CALENDAR YEAR 1978 BUDGETING
34 THE SAME, LIMITING THE USE THEREOF AND FIXING THE TIME WHEN SAME SHALL TAKE
35 EFFECT.

37 City Attorney Ed Anderson examined proof of publication for Ordinance Nos.
38 40-1978, 41-1978, 42-1978 and 43-1978 and found them to be in order. Council-
39 man Mills moved to accept and file proof of publication for these Ordinances,
40 seconded by Councilman Paust and on unanimous voice vote the motion was
41 carried.

44 Councilman Paust and on unanimous voice vote the motion was carried.

46 Councilman Mills moved to suspend the rules and read Ordinance No. 40-1978

50 Councilman Ahaus moved to bring Ordinance No. 3228-1978 off the table,
51 seconded by Councilman Paust and on unanimous voice vote the motion was
52 carried.

54 Councilman Ahaus moved to strike Ordinance No. 3228-1977, seconded by
55 Councilman Paust and on unanimous voice vote the motion was carried.

57 There being no further business on motion duly made, seconded and passed
58 the meeting was adjourned.
