PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, JUNE 5, 1978
1 The Common Council of the City of Richmond, Indiana, met in regular session
2 June 5, 1978 at the hour of 7:30 p.m. in the Council Chambers in the
3 Municipal Building in said City. President Austerman presided with the
4 following members present: Messrs. Elstro, Williams, Ahaus, Merchanthouse,
5 Mills, Carter, Paust, and Welch. Absent: None. The following business
6 was had, to-wit:

8 Councilman Ahaus gave devotions.

10 Councilman Williams moved to approve the minutes of the previous meeting
11 as prepared, seconded by Councilman Mills and on unanimous voice vote, the
12 motion was carried.

14 Councilman Mills moved to suspend the rules and read Resolution Nos. 11-1978
15 and 12-1978 on first reading by title only, seconded by Councilman Paust
16 and on unanimous voice vote, the motion was carried.

18 The Clerk read by title only Resolution No. 11-1978 - A RESOLUTION
19 APPROVING THE RICHMOND AREA COMPREHENSIVE COMMUNITY ENERGY MANAGEMENT
20 PROGRAM AND REQUESTING FUNDS FOR ITS SUPPORT.

22 Speaking for and explaining Resolution No. 11-1978 was Ms Ann Cline, 2711
23 South "G" Street.

25 Councilman Williams moved for adoption of Resolution No. 11-1978, seconded
26 by Councilman Paust. The motion was carried with Councilman Carter voting
27 nay.

29 The Clerk read by title only Resolution No. 12-1978 - A RESOLUTION TO
30 TRANSFER WITHIN THE MUNICIPAL AIRPORT FUND.

32 Speaking for Resolution No. 12-1978 was Mr. Bob Brooks, 2747 Northmont
33 Blvd.

35 Councilman Elstro moved for adoption of Resolution No. 12-1978, seconded
36 by Councilman Williams and on unanimous voice vote, the motion was carried.

38 Mayor Clifford Dickman stated the energy study that is being made could
39 not be made without the resources available in the community. He
40 praised Ann Cline, Howard Haworth, RP&L, Departments of the City, Richmond
41 Chamber of Commerce, Earlham College, IU East, industry, League of Women
42 Voters and the Wayne County Resource Inventory Council for their part in
43 this study.

45 The Mayor stated in answer to questions why N.W. 5th Street paving had
46 not been>eoritinued from the bridge to the railroad that other improvements
47 are planned for this section before paving is done.

49 Discussion was held on the crowded quarters in Council Offices due to
50 County Court. Mayor Dickman stated this is temporary until they can move
51 into the old Court House. It was requested they keep officesinEb-etter
52 or-der. ' ---I53
54 Department of Transportation Director Jerry Haynes stated, in answer to
55 Councilman Merchanthouse's inquiry as to why the gates on the North 7th
56 Street parking lot had not been in operation for a couple of days, he has
57 had problems with a loss and-.change in personnel and the siutation will
58 soon be corrected.

60 Councilman Williams requested Mr. Haynes to sweep North 8th Street as they
61 are having a clean-up, paint-up and fix-up.

1 Councilman Ahaus announced his Committee met concerning Ordinance Nos.
2 34-1978 35-1978 and 36-1978 and recommend all three be adopted. Councilman
3 Ahaus stated the Mass Transit Committee had a meeting with Dr. George
4 Smerk, Professor of Transportation at Indiana University.

6 Councilman Paust announced the Snow Removal Committee has finalized all
7 their meetings. They are now writing their report and will present this
8 report to Council on June 19. Councilman Paust stated the Public Service
9 Committee has met concerning Ordinance No. 42-1978 and recommends approval
10 of this ordinance.

12 Councilman Mills moved to suspend the rules and read Ordinance Nos. 38-1978,
13 39-1978, 40-1978, 41-1978, 42-1978 and 43-1978 on first reading by title
14 only, seconded Councilman Ahaus and on unanimous voice vote, the motion was
15 carried.

18 ORDINANCE TO ANNEX TO THE CITY OF RICHMOND, INDIANA, CERTAIN CONTIGUOUS
19 TERRITORY, ADJACENT AND ABUTTING THERETO, DESCRIBING SAME, PROVIDING FOR
20 THE PUBLICATION THEREOF, AND FIXING THE TIME WHEN THE SAME SHALL TAKE EFFECT.

22 President Austerman announced Ordinance No. 38-1978 is referred to the Plan
23 Commission for their study and recommendation.

26 ORDINANCE OF THE CITY OF RICHMOND AUTHORIZING THE ACQUISITION AND COMPLETION
27 OF AN ECONOMIC DEVELOPMENT FACILITY, THE ISSUANCE AND SALE OF REVENUE BONDS
28 TO PAY THE COST THEREOF, AND THE LEASING OF SUCH FACILITIES TO DEVELOPMENT
29 CORPORATION OF RICHMOND, AND OTHER MATTERS RELATING THERETO.

35 on second reading, seconded by Councilman Ahaus and on unanimous voice. vote,

55 Councilmen praised the Economic Development Commission for their efforts
56 and Mr. Alan Rosar, 4572 Greenmount Pike, thanked Council for their
57 cooperation.

4 VEHICLE HIGHWAY SPECIAL DISTRIBUTION FUND OF THE CITY OF RICHMOND, WAYNE

34 Deputy Director of City Planning Dan Dooley stated the Plan Commission
35 conducted a public hearing on Ordinance No. 28-1978 and voted five (5)
36 to zero (0) to allow this Special Use with the following conditions:
37 1. The site plan accompanying the petition be identified as Exhibit "A"
38 and made a part of Ordinance No. 28-1978; and, 2. That the petitioner
39 consult with Richmond Power and Light to determine the appropriate type
40 and location of lighting for the off-street parking lot.

44 Councilman Mills moved for engrossment of Ordinance No. 28-1978, seconded
45 by Councilman Ahaus and on unanimous voice vote, the motion was carried.

48 on third and final reading by title only, seconded by Councilman Elstro,

62 City Attorney Ed Anderson examined proof of publication of Ordinance No.
63 33-1978 and found it to be in order. Councilman Mills moved the proof
64 of publication be accepted and filed, seconded by Councilman Paust and on
65 unanimous voice vote, the motion was carried.

17 OF THE CITY OF RICHMOND TO INCLUDE A PART OF THE TWO (2) MILE FRINGE AREA
18 THEREOF.

21 Councilman Welch and on unanimous voice vote, the motion was carried.

41 In answer to Councilman Merchanthouse's inquiry, Mayor Dickman stated the
42 City Building lawn is being treated with chemicals this year.

44 City Engineer ,George Webb presented an up-date of the striping program.
45 This will include thirty miles of City streets and will be totally
46 Federally funded. It was noted the State Highway is not fulfilling their
47 responsibility on repairs to highways located inside the City.

49 There being no further business on motion duly made, seconded and passed
50 the meeting was adjourned.
