HomeMy Public PortalAbout05-15-1978 387 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, MAY 15, 1978 1 The Common Council of the City of Richmond, Indiana, met in regular session 2 May 15, 1978 at the hour of 7:30 p.m. in the Council Chambers in the 3 Municipal Building in said City. President Austerman presided with the 4 following members present: Messrs. Elstro, Williams, Ahaus, Merchanthouse, 5 Mills, Carter, Paust, and Welch. Absent: None. The following business 6 was had, to wit: 7 8 - Councilman Williams gave devotions. _ 9 10 Councilman Williams moved to approve the minutes of the previous meeting 11 as prepared, seconded by Councilman Mills and on unanimous voice vote, the 12 motion was carried. 13 14 Mayor Dickman announced a meeting Tuesday, May 16 at 9:00 a.m. in the Board 15 of Works Room concerning a comprehensive energy study proposal that the 16 City might enter into. This will be an energy audit of the needs of the 17 City. Federal funds would be available for this pilot program. 18 19 Mr. Meredith reported the ruts in Mr. Hale's yard have been filled, but 20 it was pointed out that the ruts were not made by a Street Department 21 truck but a semi. 22 23 Mr. Meredith stated the Board of Works will hold its first hearing under 24 the Ordinance on junk vehicles this Thursday. 25 26 Councilman Carter reported chuck holes at South 4th and "0" Streets and 27 U.S . 27 and University Blvd. 28 29 Councilman Welch reported a complaint about South "M", "N", "0" between 30 5th and 8th Streets concerning the parking situation and the ability to 31 navigate. He further requested Capt. Loper study Autumn Way for 32 cautionary speed signs. 33 34 Councilman Williams complained about Glaze.r`s noting trucks improperly 35 parked and not covered. He has talked with Mr. Tim Ryder concerning 36 renovation of Freeman Park and now recommends rest rooms, drinking water 37 and closing of the park at night. 38 39 Councilman Ahaus announced the Transportation Committee is meeting Thursday 40 at 6:00 p.m. to discuss ideas, concerns and problems dealing with the bus 41 lines. 42 43 Councilman Williams thanked the Street Light Committee for presenting. to 44 the Board of Works a request for_lights from 17th to 19th in the north end. 45 46 Councilman Paust announced the Snow Committee is still meeting and should 47 have a final report in a month or so. 48 49 Councilman Mills moved to suspend the rules and read Ordinance Nos. 33-1978, 50 34-1978, 35-1978, 36-1978, and 37-1978 on first reading by title only, 51 seconded by Councilman Paust and on unanimous voice vote, the motion was 52 carried-. 53 54 The Clerk read on first reading by title. only Ordinance No. 33-1978 - AN 55 ORDINANCE TO APPROPRIATE WITHIN THE MUNICIPAL AIRPORT FUND. 56 57 President Austerman announced Ordinance No. 33-1978 has to be advertised. 388 Council Minutes Cont. May 15, 1978 Page 2 1 Councilman Merchanthouse moved Mr. Robert Brooks and Mr. Paul Hedges of the 2 Airport Board be allowed to speak, seconded by Councilman Mills and on 3 unanimous voice vote, the motion was carried. 4 5 Speaking for and explaining Ordinance No. 33-1978 was Mr. Paul Hedges, 6 Airport Manager. 7 8 The Clerk read on first reading by title only Ordinance No. 34-1978 - AN 9 ORDINANCE TO AMEND GENERAL ORDINANCE NUMBER 2282-1967 AS AMENDED TO AMEND 10 THE MASTER PLAN OF THE CITY OF RICHMOND TO INCLUDE A PART OF THE TWO (2) 11 MILE FRINGE AREA THEREOF. 12 13 Accompanying Ordinance No. 34-1978 was a letter from the Plan Commission 14 and City Plan Commission Resolution No. 2-1978. 15 16 Councilman Mills moved to suspend the rules and move Ordinance No. 34-1978 17 to second reading; . seconded by Councilman Carter and on unanimous voice 18 vote, the motion was carried. 19 20 The Clerk read on second reading Ordinance No. 34-1978. 21 22 Speaking for Ordinance No. 34-1978 was Mr. Dan Dooley, Assistant Director 23 of City Planning. He stated the Plan Commission held a public hearing 24 on this Ordinance on May 9, 1978. 25 26 Councilman Austerman announced Ordinance No. 34-1978 is held on second 27 reading. 28 29 The Clerk read on first reading by title only Ordinance No. 35-1978 - AN 30 ORDINANCE AMENDING CHAPTER 22 OF THE MUNICIPAL CODE COMMONLY KNOWN AS THE 31 ZONING ORDINANCE OF THE CITY OF RICHMOND, INDIANA, ADOPTED JUNE 3, 1968. 32 33 President Austerman announced Ordinance No. 35-1978 is referred to the 34 Plan Commission. 35 36 The Clerk read on first reading by title only Ordinance No. 36-1978 - AN 37 ORDINANCE ESTABLISHING THE FINAL ZONING PLAN OF THE TWO (2) MILE FRINGE 38 JURISDICTIONAL AREA. 39 40 President Austerman announced Ordinance No. 36-1978 is referred to the 41 Plan Commission. 42 43 President Austerman further assigned Ordinance Nos. 34-1978, 35-1978, and 44 36-1978 to the Community Development Committee. 45 46 The Clerk read on first reading by title only Ordinance No. 37-1978 - AN 47 ORDINANCE TO APPROPRIATE FROM THE LOCAL ROAD AND STREET SPECIAL DISTRIBUTION 48 FUND. 49 50 President Austerman announced Ordinance No. 37-1978 has to be advertised. 51 52 The Clerk read on second reading Ordinance No. 32-1978 - AN ORDINANCE TO 53 APPROPRIATE FROM LOCAL ROAD AND STREET SPECIAL DI.STRIBUTION FUND. 54 55 City Attorney Ed Anderson examined proof of publication for Ordinance No. 56 32-1978 and found it to be in order. Councilman Mills moved it be accepted 57 and filed, seconded by Councilman Welch and on unanimous voice vote, the 58 motion was carried. 389 Council Minutes Cont. May 15, 1978 Page 3 1 Councilman Mills moved for engrossment of Ordinance No. 32-1978, seconded 2 by Councilman Williams and on unanimous voice vote, the motion was carried. 3 4 Councilman Mills moved to suspend the rules and read Ordinance No. 32-1978 5 on third and final reading by title only, seconded by Councilman Williams 6 and on unanimous voice vote, the motion was carried. 7 8 The Clerk read on third reading by title only Ordinance No. 32-1978. 9 10 Ordinance No. 32-1978 was placed on final passage or rejection and on 11 a call of the roll the following was recorded: Ayes: Elstro, Williams, 12 Ahaus, Merchanthouse, Mills, Carter, Paust, Welch and Austerman. Noes: 13 None. The vote being nine (9) to zero (0) in favor of passage of 14 Ordinance No. 32-1978. 15 16 There being no further business on motion duly made, seconded and passed, 17 the meeting was adjourned. 18 19 Thomas L.
