PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, APRIL 17, 1978
1 The Common Council of the City of Richmond, Indiana met in regular session
2 April 17, 1978 at the hour of 7:30 ppm. in the Council Chambers in the
3 Municipal Building in said City. President Austerman presided with the
4 following members present: Messr. Elstro, Williams, Ahaus, Carter, Paust,
5 and Welch. Absent: Merchanthouse and Mills. The following business was
6 had, to-wit:

8 Councilman Welch gave devotions. '

10 Councilman Williams moved to approve the minutes of the previous meeting
11 as presented, seconded by Councilman Carter and on unanimous voice vote,
12 the motion was carried.

14 Mayor Clifford Dickman stated there are citizens of Richmond who are not
15 cleaning up their property. He would like to see -an- officer with
16 arresting- powers be assigned to see this is done. If:=.thia-:Clean-up cannot
17 be accomplished under -the present_ordinance, he-would like -to see teeth
18 put into,=the 'ordinance :-or a new One passed.

20 Councilman Ahaus reported the committee studying the Transportation System
21 is meeting and hope to have a report by the end of the month.

23 Councilman Paust reported the Snow Committee met Wednesday, April 26, at
24 6:00 p.m. to tour the problem areas in the City. A clinic and seminar
25 was held on snow removal in Cincinnati today and Director of Transportation
26 Jerry Haynes is attending.

28 Councilman Carter moved to suspend the rules and read Ordinance Nos.
29 25-1978, 26-1978, and 27-1978 on first reading by title only, seconded
30 by Councilman Paust and on unanimous voice vote, the motion was carried.

33 AN ORDINANCE TO APPROPRIATE FROM ANTIRECESSION FISCAL ASSISTANCE FUND.

35 President Austerman announced Ordinance No. 25-1978 has to be advertised
36 and is referred to the Public Safety & Public Works Committee.

47 RICHMOND, INDIANA POLICE DEPARTMENT.

49 Councilman Williams moved to suspend the rules and read Ordinance No.
50 27-1978 on second reading, seconded by Councilman Carter and on unanimous
51 voice vote, the motion was carried.

55 Speaking for-Ordinance No. 27-1978 were Mr. Keith Dilworth, 4079 S.W. "M"
56 Street, President of the Police Merit Commission and Chief of Police,

59 Councilman Paust moved for engrossment of Ordinance No. 27-1978, seconded
60 by Councilman Ahaus and on unanimous voice vote, the motion was carried.

62 Councilman Ahaus moved to suspend the rules and read Ordinance NO. 27-1978
63 on third and final reading by title only, seconded by Councilman Paust, and
64 on unanimous voice vote, the motion was carried.

3 Ordinance No. 27-1978 was placed on final passage or rejection and on a call
4 of the roll the following was recorded: Ayes: Elstro, Williams, Ahaus,
5 Carter, Paust, Welch and Austerman. Noes: None. The vote being seven
6 (7) to zero (0) in favor of passage of Ordinance No. 27-1978.

8 The Clerk read on second reading Ordinance No. 20-1978 -AN ORDINANCE TO
9 APPROPRIATE WITHIN THE GENERAL FUND.

11 City Attorney Ed Anderson examined proof of publication for Ordinance Nos.
12 20-1978, 21-1978, and 24-1978 and found it to be in order.

14 Councilman Ahaus moved to accept and file the proof of publication, seconded
15 by Councilman Paust and on unanimous voice vote, the motion was carried.

17 Councilman Williams moved for engrossment of Ordinance No. 20-1978, seconded
18 by Councilman Paust and on unanimous voice vote, the motion was carried.

20 Councilman Williams moved to suspend the rules and read Ordinance No.
21 20-1978 on third on final reading by title only, seconded by Councilman
22 Welch. Councilman Elstro voted no.

24 The Clerk read on second reading Ordinance No. 21-1978 - AN ORDINANCE TO
25 APPROPRIATE WITHIN THE MOTOR VEHICLE HIGHWAY FUND.

27 Councilman Ahaus moved for engrossment of Ordinance No. 21-1978, seconded
28 by Councilman Paust and on unanimous voice vote, the motion was carried.

30 Councilman Ahaus moved to suspend the rules and read Ordinance No. 21-1978
31 on third and final reading by title only, seconded by Councilman Paust
32 and on unanimous voice vote, the motion was carried.

42 APPROPRIATE FROM THE CUMULATIVE CAPITAL IMPROVEMENT FUND (CIGARETTE TAX) .

44 Speaking for Ordinance No. 24-1978 was Mr. Arthur Vivian, 3587 Wernle Road,
45 representing the Economic Development Commission.

47 Councilman Paust moved for engrossment of Ordinance No. 24-1978, seconded by
48 Councilman Welch and on unanimous voice vote, the motion was carried.

50 Councilman Williams moved to suspend the rules and read Ordinance No.
51 24-1978 on third and final reading by title only, seconded by Councilman
52 Paust and on unanimous voice vote, the motion was carried.
