COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, March 20, 1978 1 The Common Council of the City of Richmond, Indiana met in regular 2 session March 20,. 1978 at the hour of 7:30 p.m. in the Council Chambers 3 in the Municipal Building in said City. President. Austerman presided 4 with the following members present: Messrs. Elstro, Williams, Ahaus, 5 Carter, Mills, Paust, and Welch. Absent: Merchanthouse. The following 6 business was had, to-wit: 7 8 Councilman Mills gave devotions. 9 10 Councilman. Williams moved to approve the minutes of the previous 11 regular meeting as prepared, seconded by Councilman Mills and on unanimous 12 voice vote the motion was carried. 13 14 Councilman Mills moved to approve the minutes of the special meeting 15 held March 13, 1978 as prepared, seconded by Councilman Paust and on 16 unanimous voice vote the motion was carried. 17 18 Councilman Paust reported the Parks & Recreation, Public Safety & Public 19 Works and Sanitation Committee mat last week to discuss the request on 20 funding a program through CETA for two violation persons for traffic 21 violations in the core area. Mr. Merchanthouse was not in attendance. 22 The recommendation of all members present is that this ordinance be 23 passed. 24 25 Councilman_Ahaus reported the Transportation, Community Development and 26 Community Service Committee met. The Committee determined the City is 27 in compliance with the fiscal plan for the northeast annexation. They 28 discussed RAT express and the bus lines. They will be meeting at 7:00 29 p.m. April 6 at the Transportation Department. 30 31 Councilman Paust announced the Snow Committee will. be meeting Thursday, 32 March 30,1978 at 6:00 p.m. in the Board of Works Room of the Municipal 33 Building. 34 35 Councilman Mills moved to suspend the rules and read Ordinance Nos. 36 16-1978, 17-1978, 18-1978 and 19-1978 on first reading by title only, 37 seconded by Councilman Paust and on unanimous voice vote the motion was 38 carried. 39 40 The Clerk read on first reading by title only Ordinance No. 16-1978 - 41 AN ORDINANCE CONCERNING NUISANCES AND TO FACILITATE THE REMOVAL THEREOF. 42 43 President Austerman announced Ordinance No. 16-1978 is referred to the 44 Parks & Recreation, Public Safety & Public Works and Sanitation Committee. 45 46 The Clerk read on first reading by title only Ordinance No. 17-1978 - 47 AN ORDINANCE TO PROVIDE FOR THE PROCEDURES TO BE USED IN THE EVENT OF AN 48 ALLEGED VIOLATION OF AN ORDINANCE OF THE CITY OF RICHMOND BY WHICH A 49 LICENSE OR PERMIT IS ISSUED. 50 51 President Austerman announced Ordinance No. 17-1978 is referred to the 52 Parks & Recreation, Public Safety & Public Works and Sanitation Committee. 53 54 The Clerk read on first reading by title only Ordinance. No. 18-1978 - 55 AN ORDINANCE TO FACILITATE THE REMOVAL AND DISPOSAL OF ABANDONED VEHICLES 56 IN THE CITY OF RICHMOND, WAYNE COUNTY, INDIANA. 57 58 President Austerman announced Ordinance No. 18-1978 is referred to the 59 Parks & Recreation, Public Safety & Public Works and Sanitation Committee. 374 Common Council Minutes Cont. ' 4II/ 5 President Austerman announced Ordinance No. 19-1978 is referred to. the Parks "6 & Recreation, Public Safety & Public Works and Sanitation Committee. 7 8 The Clerk read:-On second reading.Ordinance No. 15-1978 - AN ORDINANCE 9 AMENDING ORDINANCE NO.. 3238-1977 .COMMONLY KNOWN AS THE SALARY AND POSITION 10 ORDINANCE OF THE CITY OF RICHMOND, INDIANA., ADOPTED AUGUST 1, 1977. 11 12 Speaking for Ordinance No.15-1978 was Chief of Police Charles Chris. 13 14 Councilman Mills moved for engrossment of Ordinance NO. 15-1978, seconded 15 by Councilman Ahaus and- on unanimous voice vote the motion was carried. 16 17 Councilman Mills moved to suspend the rules and read Ordinance No. 15-1978 18 on third and final reading by title only, seconded by Councilman Austerman 19 . and on unanimous voice vote the motion was carried.. 20 21 " The Clerk read on third reading by title only Ordinance NO. 15-1978. 22 23 Ordinance No. 15-1978 was- placed on final passage or rejection and on a call 24 of the roll the following was recorded: Ayes: Elstro, Williams., Ahaus, 25 Mills, Paust, Welch and Austerman. Noes: Carter. The vote being seven 26 (7) to one (1) in favor of passage of Ordinance No. 15-1978. 27 28 Councilman Elstro announced Richmond Power & Light would like to delay any 29 action on Tabled Ordinance No. 3228-1977 until the energy crunch -is over. 30 31 Councilman Carter asked if the Social Services Needs and Resources Study 32 will be on a later agenda. President Austerman requested committee of the 33 Whole Chairman Mills set a meeting of his committee to discuss this. study. 34 President Mills announced the Committee of the Whole will meet Monday, 35 April 10 for this discussion. 36 . 37 There being no further business on motion duly made, seconded and passed, 38 the meeting was adjourned. 39 - 40 Thomas L.
