HomeMy Public PortalAbout03-06-1978 367 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF ,RICHMOND, INDIANA, MARCH 6, 1978 1 The Common Council of the City of Richmond, Indiana met in regular 2 session March 6,. 1978 at the hour of 7:30 p.m. in the Council Chambers 3 in the Municipal Building in said City. President Austerman presided 4 with the following members present: _Messrs. ,Elstro, Williams, Ahaus, 5 Merchanthouse, Carter, Mills, Paust, and Welch. Absent: None. The 6 following business was had, to- wit: 7 8 Councilman Merchanthouse gave devotions. 9 10 Councilman Williams moved to approve the minutes of the. previous 11 meeting as prepared, seconded by' Councilman Mills and on unanimous 12 voice vote the motion was carried. 13 14 Councilman Mills moved to approve. the minutes of the .special meeting, 15 seconded by Councilman Paust and on unanimous voice vote the motion 16 was carried. 17 18 Councilman.Mills moved to suspend the rules and read Resolution No. 19 7-1978 by title only, seconded by Councilman Paust and on unanimous 20 voice vote the.motion was carried. 21 22 The Clerk read by title only Resolution No. 7-1978 - A RESOLUTION TO 23 TRANSFER WITHIN THE GENERAL FUND. 24 _. 25 Councilman Merchanthouse. moved. for adoption of Resolution No. 7-1978, 26 ,, seconded by Councilman Mills and on unanimous voice vote the motion was 27 carried. • 28 29 Councilman Elstro questioned_ the need. for. the stop light at 5th and the 30 Promenade. City .Engineer George Webb stated this was discussed at 31 the Traffic Safety meeting-and determination.will ..be made at the time 32 South 4th Street is completed and traffic patterns are established. 33 34 Councilman Merchanthouse requested the Board of.Works. look into reserving 35 parking places at the parking garage.._for those paying. to rent spots. 36 37 Councilman Ken Mills, Council representative to Social Planning 38 Service Board, noted Council. has .received their report from this Board. 39 as to needs and resources. They are setting. priorities and Councilman 40 Mills requested they study alcoholic programs for overlapping services. 41 42 Councilman Ahaus reported the Transportation, Community Development and 43 Community Services Committee met with the Mayor's Transportation 44 Advisory Committee to get input on study of public transportation 45 system. . Councilman Ahaus called .a meeting of. his committee for Monday, 46 March 13 following a special meeting. Ms Carrie Dixon, .Mr. Jerry 47 Haynes, and Mr. Darrell Sheffer will be requested to attend. A 48' representative of the. Plan Department'should be there concerning. 49 Resolution No. 21-1977 adopting a fiscal plan concerning municipal 50 services, to newly annexed territories for the Community Development 51 Committee's quarterly review. 52 53 President Austerman announced .a special Council meeting will. be held 54 Monday, March 13, 1978 at 7:00 p.m. for the purpose of discussing 55 a revenue bond issue for Johnson Sheet Metal. 368 Common Council Minutes Cont. March 6, 1978 Page 2 1 Councilman Mills moved to suspend-. the rules and read Ordinance Nos. 2 14-1978 and 15-1978 on first reading by title only, seconded by 3 Councilman Williams and on unanimous voice vote the motion was carried. 4 5 - The Clerk read on first reading by title only Ordinance No. 14-1978 - 6 AN ORDINANCE TO TRANSFER WITHIN THE GENERAL FUND. 7 8 Councilman Mills moved to suspend the rules and read Ordinance No. 9 14-1978 on second reading, seconded by Councilman. Williams and on 10 unanimous voice vote the motion was carried. 11 12 The Clerk read on second reading Ordinance No. 14-1978. 13 14 Councilman Mills moved for engrossment of Ordinance No. 14-1978, seconded 15 by Councilman Ahaus and on unanimous voice vote the motion was carried. 16 . 17 Councilman Mills moved to suspend the rules and read Ordinance No. 18 14-1978 on third and final reading by title only, seconded by Councilman 19 Williams and on unanimous voice vote the motion.was carried. 20 21 The Clerk read on third reading by title only Ordinance No. 14-1978,. 22 • 23 Ordinance No. 14-1978 was placed on final passage or rejection and on 24 a call of the roll the following was recorded: Ayes: . Elstro, Williams., 25 Ahaus, Merchanthouse, Mills, Carter, Paust, Welch, and Austerman. Noes.: 26 None. . The vote being.Nine (9). to zero (0) in favor of passage of 27 Ordinance No. 14-1978. 28 29 The Clerk read on first reading by title only Ordinance No. 15-1978 - 30 AN ORDINANCE AMENDING. AMENDED__ORDINANCE NO. 3238-1977 .COMMONLY.KNOWN 31 AS THE SALARY AND.POSITION' ORDINANCE OF THE CITY OF RICHMOND, INDIANA, 32 ADOPTED AUGUST 1, 197.7. 33 34 President Austerman referred Ordinance No. 15-1978 to the Public Works 35 Committee. 36 37 The Clerk read on second_ reading. Ordinance No.. 9-1978 -.AN ORDINANCE_ 38 AMENDING ORDINANCE NO . 2329.-19.68,._ AN. ORDINANCE-AU.THORIZING..A "SPECIAL'. . 39 USE" IN ACCORDANCE WITH ARTICLE 48 OR ORDINANCE NO. 2325-1968,KNOWN AS 40 THE ZONING ORDINANCE OF THE CITY OF RICHMOND, INDIANA, ADOPTED JUNE 41 3, 1968. • 42 43 President Austerman announced the Plan Commission voted six (6) to 44 zero (0) for approval of this request: 45 46 Speaking for Ordinance No. 9-1978 was Mr. James E. F. Carter, 47 Executive Vice-President of Heritage House of Richmond, Inc. 48 49 Councilman Williams moved for engrossment of Ordinance No. 9-1978, 50 seconded by Councilman Mills and on unanimous voice vote the motion 51 was. carried. - 52 53 Councilman Williams moved to suspend the rules and read .Ordinance 54 No. 9-1978 on third and final reading.by title only, seconded by 55 Councilman Elstro and on unanimous voice vote the motion was carried. 56 57 The Clerk read on third reading by title only Ordinance No. 9-1978. 369 Common Council Minutes Cont. March 6, 1978 Page 3 1 Councilman Carter stated he is one of the owners of Heritage House and,, 2 having a financial interest, requested he be allowed to abstain from 3 voting. 4 5 Councilman Elstro moved to allow Councilman Carter to abstain from 6 voting, seconded by. Councilman Ahaus and on unanimous voice vote the 7 motion was carried. 8 9 Ordinance No. 9-1978 was .placed on final passage or rejection and on 10 a call of the roll the following Was recorded: Ayes: . Elstro, Williams., 11 Ahaus, Merchanthouse,-.Mills, Paust., Welch and Austerman. . Noes: None. 12 Abstention: Carter. The vote being eight(8) to zero (0) in favor of 13 passage of Ordinance No. 9-1978. 14 15 There being no further business on motion.duly made, seconded and 16 passed the meeting was adjourned. 17 18 Thomas L.
