MEETING MINUTES
July 25, 2012
ATTENDEES- Council- Carrie Carroll, Larry Henry, Rick Mihalevich, Rick Prather, Bob Scrivner; Staff- Gail
Strope, Drew Hilpert, Roger Schwartze, Ron Davenport, Janice McMillan; News Tribune- Madeleine
Leroux; Jefferson City Board of Realtors- Mo McCullough.
Meeting came to order at 8:00 a.m., the minutes were approved with a motion by Mihalevich and a
second by Henry. Scrivner obstained.
CVB CONTRACT:
Presented by Drew Hilpert. The CVB Contract is coming due. City staff is proposing two changes. The
first allows the contract to automatically renew annually. The second change requires quarterly and
annual reports instead of monthly reports. Scrivner would like the reports submitted in paper copy.
Mihalevich asked if there are any metric used to assess their success, i.e., number of people attracted to
city, events they are sponsoring, etc. Scrivner suggested an operation report be submitted annually.
Hilpert will get with Steve Picker about this. The contract will be brought back to the next meeting.
ORDINANCE EXPANDING ELECTRICAL BOARD:
Presented by Drew Hilpert. The mayor asked a few months ago to have the Electrical Board expanded
from five members to eight members. At the time there were no names on the waiting list. Now, there
are three and the Mayor would like to add these positions to allow more people to get involved. If in the
future, the interest declines, the number of board members could be lowered to 5. Davenport said staff is
fine with this change and it may help speed up the approval process of electrical licenses with the
increased applications they are receiving, because of St. Mary’s. Davenport said he would be happy to
report back to the board if t here are problems. A motion was made by Mihalevich to send to the Council
and a second by Henry, passed unanimously.
AMENDING NOISE ORDINANCE:
Presented by Drew Hilpert. Our current noise ordinance is out of date. Hilpert, Schwartze and McMillan
have researched other ordinances. Staff believes point of measurement and established decibel limits is
critical. This ordinance sets limits for commercial industrial zones, residential zones and, day and night.
The current ordinance does not specify the limits that are too loud. Some exemptions are included in the
ordinance: noise not under your control, construction between 9 pm and 7 am, siren s, trains, planes,
autos, etc., moving through the area, public parks, private schools and outdoor music event s. Prison
Brews has reviewed and would like the commercial requirements raised by 5 db and day hours extended
from 9 pm to 10 pm. Staff is okay with 10 pm but are concerned about raising 5 db, members agreed.
Prather would like time to review and consider. This will be brought back to the next meeting.
AMENDING ORDINANCE CHAPTER 2 SECTION 290 AUTHORIZING THE CITY ADMINISTRATOR TO CHANGE
JOB TITLES:
Presented by Drew Hilpert. The proposed ordinance change will allow the City Administrator to change
job titles. Currently only the council has the authority to change titles. Scrivner asked when our last
compensation/classification study was done. Hilpert said it was last done in 2004. Scrivner is concerned
that we are piece-mealing the system if we do this and suggests that a full classification and
compensation study be done instead. Mihalevich prefers council look at the title changes. Council would
like staff to take title changes to the Council on the consent agenda.
APPOINTMENT REVIEW: The committee reviewed the recommendations by Mayor Eric Struemph. A
motion was made by Prather to approve the following persons for recommendation to the full Council
and a second by Henry, passed unanimously.

PUBLIC COMMENTS: None
NEW BUSINESS:
Hilpert: The Committee will review dog barking ordinances at the next meeting.
Carroll: Charles Gaskin gave City Council an analysis of a proposed Jefferson City Conference Center and
would like to present it to the committee. This will be put on next month’s agenda – Gail will scan the JC
Conference Center Analysis and send to committee members.
Carroll updated the committee on the smoking issue at the Housing Authority. The Housing Authority
Board reviewed their no smoking policies and are doing a survey of their residents. They will let us know
how it turns out.
Carroll brought up for discussion, whether a frequent offender ordinance for code violations is needed.
Janice is working on a tweak to the current policy and will take it to Planning and Zoning. Drew will
present a resolution next month.

Next meeting is set for the 4th Wednesday in August; August 22nd, in the Boone/Bancroft Room at City
Hall.
