HomeMy Public PortalAbout09-20-2021 PROCEEDINGS OF A REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND,INDIANA, SEPTEMBER 20,2021 The Common Council of the City of Richmond, Indiana met in a Regular Meeting, September 20,2021 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR President Parker called the meeting to order and the following business was conducted. ROLL CALL Present were Councilors Doug Goss, Lucinda Wright, Jeff Cappa, Jeffrey Locke, Gary Turner, Jane Bumbalough,Ron Oler and Larry Parker. Absent was Bill Engle. Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City Clerk; Emily Palmer, Controller; Fire Chief Jerry Purcell; Beth Fields, Infrastructure and Development; Suzanne Bias, Office of the Mayor; TL Bosell, Superintendent Street Department; Police Chief Mike Britt; Tori Bisers & Family; Jeremy Hodapp and Family; Kelsey Mayse, Deputy Chief of Emergency Medical Service; Pat Smoker, Director of the Sanitary District; and,Media. APPROVAL OF MINUTES Councilor Parker moved to approve the minutes of the regular meeting held September 7, 2021, supported by Councilor Bumbalough.Upon a vote viva voce,the motion carried. PRESENTATIONS,MEMORIALS OR COMPLAINTS,PETITIONS AND INTRODUCTIONS,MOTIONS,RESOLUTIONS RESOLUTION NO. 8-2021—A RESOLUTION SUPPORTING PARTICIPATION IN THE HOOSIER ENDURING LEGACY PROGRAM(HELP) The Clerk read Resolution No. 8-2021 by title only. The Finance Committee has reviewed and recommended approval. Councilor Turner moved to approve, supported by Councilor Wright. Upon a vote viva voce,the motion carried. Common Council Minutes September 20,2021 Page 2 of 5 COMMUNICATION FROM THE MAYOR • Reviewed the community calendar • Chloe Parks will be coordinating the codification of the City Code REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the August 26 and September 2,2021 meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS,STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS • FIRE DEPARTMENT—CHIEF JERRY PURCELL—Motto—Serving today and planning for tomorrow. Chief Purcell reviewed the activities of the Fire Department 2019 through 2021. Chief Purcell then presented a portion of a report on the conduct of two of our EMS personnel: There was a multi vehicle accident with a confirmed fatality. This accident involved a Richmond ambulance with extensive damage. (a pickup truck, a two door mustang, another pick-up truck, an ambulance, an SUV and a Semi trailer truck). On my arrival I was unable to locate the crew from the Richmond Ambulance. I was later told that they were out of their vehicle rendering aid to the injured Paramedic Little stated that on his arrival they asked if they could provide any assistance to him. He gladly took them up on their offer and they assisted in triaging and loading a critically injured patient into his ambulance. The two individuals on the Richmond Ambulance, though they themselves were involved in a traumatic accident, went above and beyond by triaging and assisting our arriving crews. They should be commended for their actions. They helped make an extremely chaotic event run more smoothly by their skill and professionalism. Andrew Thomas, "A"Shift Battalion Chief Decatur Township Fire Department Kelsey Mayse, Deputy Chief EMS,presented Tori Bisers and Jeremy Hodapp the Medal of Honor for their heroic actions. • ECONOMIC DEVELOPMENT CORPORATION—Councilor Oler recommended Ann Fennemore be appointed to the EDC Board of Directors to replace Larry Parker. This recommendation was accepted by consensus. Common Council Minutes September 20,2021 Page 3 of 5 ORDINANCES ON FIRST READING Councilor Goss moved to suspend the rules and read Ordinance No. 45-2021 on first reading by title only, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. ORDINANCE NO. 45-2021 — AN APPROPRIATION ORDINANCE AMENDING ORDINANCE NO.27-2020—2021 SALARY ORDINANCE (Mayor and Park) The Clerk read Ordinance No. 45-2021 on first reading by title only. The Finance Committee recommended approval. Councilor Locke moved to advance Ordinance No. 45-2021 to second reading and public hearing, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried. Councilor Locke called for the question, supported by Councilor Bumbalough. Upon a roll call vote,the motion carried 8-0. ORDINANCES ON SECOND READING ORDINANCE NO. 38-2021 —AN APPROPRIATION ORDINANCE TO BE KNOWN AS THE 2022 BUDGET The Clerk read Ordinance No. 38-2021 on second reading. Ordinance No. 38-2021 was held until the October 4, 2021 meeting. ORDINANCE NO. 39-2021 — AN APPROPRIATION ORDINANCE FIXING THE ANNUAL COMPENSATION OF ALL ELECTED CITY OFFICERS FOR 2022 The Clerk read Ordinance No. 39-2021 on second reading. Ordinance No. 39-2021 was held until the October 4,2021 meeting. ORDINANCE NO. 40-2021—AN APPROPRIATION ORDINANCE TO BE KNOWN AS THE 2022 SALARY ORDINANCE The Clerk read Ordinance No. 40-2021 on second reading. ORDINANCE NO. 41-2021 — AN ORDINANCE AUTHORIZING THE ANNUAL COMPENSATION AND BENEFITS OF RICHMOND POLICE OFFICERS The Clerk read Ordinance No. 41-2021 on second reading. Ordinance No. 41-2021 was held until the October 4, 2021 meeting. ORDINANCE NO. 42-2021 —AN APPROPRIATION ORDINANCE TO BE KNOWN AS THE SANITARY DISTRICT 2022 SALARY ORDINANCE The Clerk read Ordinance No. 42-2021 on second reading. Ordinance No. 42-2021 was held until the October 4,2021 meeting. ORDINANCE NO. 43-2021 — AN ORDINANCE AUTHORIZING THE ANNUAL COMPENSATION AND BENEFITS OF RICHMOND FIREFIGHTERS The Clerk read Ordinance No. 43-2021 on second reading. Ordinance No. 43-2021 was held until the October 4, 2021 meeting. MISCELLANEOUS BUSINESS • ORDINANCE NO. 59-2007 - A GENERAL ORDINANCE AMENDING SECTION 780.03 OF THE CITY OF RICHMOND CODE The Clerk read Ordinance No. 59-2007 by title only. Police Chief Britt procedure changes in obtaining accident reports. Buywatch is the program used electronically. The fee is $12.00 which includes $8.00 received by the City.This new program makes this Ordinance obsolete;therefore,Chief Britt is recommending it be stricken from the City Code. Councilor Turner moved to approve this recommendation, supported by Councilor Locke. Upon a vote viva voce,the motion carried. CALL FOR ADJOURNMENT There being no further business,on a motion duly made, seconded and passed,the meeting was adjourned.
