MEETING MINUTES
March 27, 2013

Meeting came to order at 8:03 a.m., the minutes were approved with a motion by Mihalevich and a
second by Prather.
VACANT HOME FEE:
Presented by Ron Davenport. Fees were established in July 2012. There are 107 abandoned buildings on
our list. About 30 have been notified to register. Davenport, Nickolaus and Scrivner gave a history of the
registry and monthly fee. They discussed whether or not there should be a process for exceptions to
paying the fees. Staff will discuss and if they feel it is necessary, they will bring it back to the council.
BILL AMENDING THE REQUIREMENTS FOR SIDEWALK CAFÉ PERMITS:
Presented by Drew Hilpert. Hilpert summarized the proposed changes. Owners of The Spot voiced
concern because they cannot control where customers throw things away so have to consider that.
Downtown businesses will help empty full receptacles. They will also inquire the cost to add the City as
an additional insured. Hilpert will research what other communities are requiring for outside café
insurance. Carroll made a motion for the trash to be provided by the businesses, remove additional
insured, remove fees and move to Council. Bring other issues back to Administration Committee. No
second. It will be brought back to the next meeting.
ORDINANCE TO EXTEND THE RESIDENCY REQUIRMENTS:
It will be brought back to the next meeting.
JCTV CONTRACT:
Presented by Drew Hilpert. Hilpert brought to the committee to allow the council to ask questions.
Nickolaus explained the City owns the equipment that is in the Council Chambers. Hilpert said we can
stream the council meetings online. Council members asked what would the cost be for city staff to do
the filming and what other smaller communities do? The franchise fee was discussed? Scrivner said they
need to focus on whether or n ot it is a priority for funding. Scrivner asked if it has been bid out and
Nickolaus said, yes, it has been bid twice and Lincoln University has won the bid both times. Mihalevich
left at 9:40 a.m. Hamacher said they are getting a new President soon and Lincoln University is open to
feedback from the City.
APPOINTMENT REVIEW:
Presented by Gail Strope. The committee reviewed the recommendations by Mayor Eric Struemph . A
motion was made by Prather to approve the following persons for recommendation to the full Council
and second by Henry, passed unanimously.

NEW BUSINESS: None.
A motion was made by Henry to adjourn the meeting and seconded by Scrivner. Motion was approved.
Meeting was adjourned at 9:55 a.m.
Next meeting is set for the 4th Wednesday in April; April 24th at 8 a.m. in the Boone/Bancroft Room at City
Hall.
