MEETING MINUTES
June 1, 2011
Attendees - Council: Carrie Carroll, Shawn Schulte, Ralph Bray; Staff: Melva Fast, Gail
Strope, Charlie Lansford, Lauren Hershey, Michele Gleba, Nathan Nickolaus, Drew Hilpert;
Guests: Chris Scheperle
Meeting came to order at 8:00 a.m.; the May minutes were approved.
Curbside Pickup of Yard Waste
Charlie Lansford described the current compost system and introduced Chris Scheperle,
the compost contractor. Mr. Scheperle discussed variables that led him to a base fee of
$50 per trip as an estimate for residential yard waste pickup. There was a discussion
about how to implement such a program for residents. Councilman Bray suggested that
Mr. Scheperle’s telephone number be distributed among residents as a pickup service to
resolve the issue on a case-by-case basis. Mr. Scheperle suggested a pilot program or
encouraging neighborliness.
Communications Committee Update
Councilman Scrivner requested by email that this item be held over to a later meeting
due to his absence today.
Appointments Review
The Committee forwarded the following appointments for approval: Library Board-Kathy
Penfold; Housing Authority-Dennis Mueller; Board of Adjustment -Katherine Lacy; USS
Jefferson City Submarine Committee -Ivan Turner; Traffic & Transportation Commission -
Ernest Raub, Michael Hughes; Police Personnel Board - Kyle Ament.
Other Business
The first Wednesday of each month as a regular meeting date is not convenient for
Councilman Scrivner. It was decided to change the meeting date to the second
Wednesday of each month. The next meeting date will be July 13th.
