MEETING MINUTES
September 14, 2011
ATTENDEES- Council- Carrie Carroll, Ralph Bray, Shawn Schulte; Staff- Janice McMillan, Gail
Strope, Drew Hilpert.
Meeting came to order at 8:00 a.m. the minutes were approved with a motion by Schulte and a
second by Bray.
UTILITIES TAX ADJUSTMENT OPT OUT BILL
Bill presented by Drew Hilpert would opt out of increases. Public Service Commission requires
City to opt out if it does not want to roll back utilities taxes automatically. A motion by Schulte
to send to Council and a second by Bray, passed unanimously.
CHARTER PROVISIONS BILL
Bill presented by Drew Hilpert. This bill would remove the requirement for council approval of
hiring of Police Department employees and all positions below department heads . Started
because Police Department took over animal control which now requires them to approve all
employees at the animal shelter. Originally the Police Department personnel were hired on a
political basis. That is no longer the case. If approved by Council, it would go to the vote of the
people. Committee recommended notifying the original Charter Committee for their feedback.
Drew Hilpert will bring this back next month.
TEMPORARY BUSINESS LICENSE AND DOOR TO DOOR SALES BILL
Bill presented by Drew Hilpert. This ordinance will delete Peddlers and Hawkers licenses and
replaces with temporary business license and door-to-door license. Committee recommended
carving out fund-raising (girl scouts, etc.) and add a time frame, such as 8 am to 8 pm and be
identified by a name tag. Staff will bring this back for further discussion next month.

The following were approved for recommendation to the full Council.

Historic Preservation Ed Meyers

NEW BUSINESS: None.
A motion was made by Schulte to adjourn the meeting and seconded by Bray. The meeting was
adjourned at 8:30 a.m.
Next meeting set for the 2nd Wednesday in October; October 12th.
