ROLL CALL: PRESENT: Commissioners - Jacobs, Pitts, Walker, Aronson, Canonic ALSO PRESENT: Public Services Director Hart 3. PLEDGE OF ALLEGIANCE: The pledge of allegiance to the flag was led by Commissioner Pitts. 4. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK ON MATTERS NOT LISTED ON THE POSTED AGENDA: None 5. CONSENT CALENDAR: Vice Chairman Aronson removed Items 5.A.2 and 5.B. Commissioner Pitts moved to approve the remainder of the Consent Calendar as presented, seconded by Commissioner Walker and unanimously carried. A. APPROVAL OF MINUTES 1. Special meeting of December 28, 1994 Approved the minutes from the special meeting of December 28, 1994, as submitted. 3. Special meeting of January 25, 1995 Approved the minutes from the special meeting of January 25, 1995, as submitted. C. S.M.A.R.T. SCHEDULE FOR MARCH 1995 - Approved S.M.A.R.T. schedule for March 1995. D. CODE ENFORCEMENT MONTHLY REPORT FOR JANUARY 1995 - Received and filed. A. APPROVAL OF MINUTES 2. Regular meeting of January 11, 1995 Commissioner Aronson requested the minutes of the regular meeting of January 11, 1995, be amended to indicate Commissioner Walker was excused for cause. Commissioner Canonic moved to accept the minutes from the regular meeting of January 11, 1995, as corrected, seconded by Commissioner Jacobs and unanimously carried. B. LOS ANGELES COUNTY SHERIFF'S DEPARTMENT TRAFFIC ENFORCEMENT SUMMARY FOR DECEMBER 1994 AND LAW ENFORCEMENT SUMMARY FOR NOVEMBER 1994 - Commissioner Aronson requested the Sheriff's Department review the total number of traffic fatalities for December 1994, and the corrected report be returned for Commission approval. NEW BUSINESS: PUBLIC HEARING: COMMERCIAL AREA VEHICLE PARKING REGULATIONS - Public Services Director Hart briefed the Public Safety Commission regarding existing parking regulations on Las Tunas Drive and the business district parking facilities. He stated the City would be pro - active in vehicle parking enforcement with the implementation of the City's RSVP. Chairman Canonic declared the public hearing open and invited those wishing to speak on this matter to come forward at this time. Jay Freeman, 9552 Las Tunas Drive, stated enforcement of the 2 -hour parking requires the business owners to park their vehicles in the 8 -hour parking facilities where vandalism was a concern. He suggested each parking facility be studied individually for appropriate parking enforcement. Public Services Director Hart asked if business owners would benefitrom having 2 -hour parking restrictions placed on the parking facility's south side or if unlimited parking would present a problem. Mr. Freeman stated he preferred customer parking access and if there were concerns with unlimited parking, the issue could be reconsidered at a later date. Commissioner Pitts stated he preferred consistent enforcement for all parking facilities. Conrad Urquidi, 9674 Las Tunas Drive, stated his deliveries were made at the rear entrance of his business and asked about alley parking enforcement. Commissioner Jacobs asked the average length of time required for deliveries. Mr. Urquidi stated five to 45 minutes. Public Services Director Hart stated if a driver positioned his vehicle'les not to restrict access and the driver remained with the vehicle during delivery time, enforcement could be overlooked. Margie Warner, 9568 Las Tunas Drive, stated her business activities frequently lasted longer than 2 hours and did not consider the 2 -hour parking limit necessary. Employees had vandalism to their vehicles in the 8 -hour parking facility. She said their employees arrange for more appropriate trans- portation if they considered their patrons to be under the influence of alcohol. Patrons' vehicles would then need to remain in the business district parking facilities overnight. Public Services Director Hart said if the Sheriff's Department was notified, deputies were willing to cooperate with business owners for necessary overnight vehicle parking. Commissioner Pitts asked when their business conducted activities and their number of employees. Ms. Warner stated activities were usually held during the evening, hours. There were seven employees, with one or two working at one time. Commissioner Pitts asked Ms. Warner if she preferred the Commission to review each parking facility individually to determine parking restrictions. Frank Michaels, 5833 Temple City Boulevard, stated his employees use the 8 -hour parking, but was concerned regarding the incidents of vandalism. Employees use the company transportation to conduct business. Employees needing to park their vehicles from 3 -5 a.m. used the 2 -hour parking facilities. He stated the parking facilities had insufficient lighting. Commissioner Walker asked if employees were currently receiving parking citations. Mr. Michaels stated they were not. Commissioner Pitts asked the number of employees he employed. Mr. Michaels stated approximately 90, but not all worked at the same time of day or night. Public Services Director Hart asked if a special parking permit for employees would be appropriate. Mr. Michaels said yes, if permit fees were reasonable. Alf Johanson, 9568 Las Tunas Drive asked if the designated parking at Gabriel's Mens Wear was 2 -hour parking. Public Services Director Hart stated no. Mr. Gabriel had been granted four exclusive parking spaces under the Government Code to compensate him for the four parking spaces his business was denied with the construction of the City's parking facility. Mr. Johanson stated his business lost three parking spaces with the construction of the parking facility and had received no compensation. Public Services Director Hart responded it was his understanding a parcel study was conducted to determine the utilization of the property. Mr. Gabriel's parking spaces were the only ones which met the City's criteria under the Zoning Code. AnthonyTruong, 9534 Las Tunas Drive, stated his business lost one parking space on Las Tunas Drive as a result of the improvement project and requested no 2 -hour parking restrictions for the parking facilities and Las Tunas Drive. Public Services Director Hart stated an engineering study determined many parking spaces were less than the established 20 -foot minimum length. All parking spaces were then standardized and additional red curbing was installed to allow greater visibility and turning radiuses for vehicles at driveway approaches and intersections. Penny Graham, 9612 -18 Las Tunas Drive, stated she favored enforcement of the 2 and 8 -hour parking regulations, with special consideration to business owners for 3 -5 a.m. parking restrictions. There was also an increase in the number of people using the parking facilities for sleeping in their vehicles. Public Services Director Hart asked if 3 -5 a.m. parking permits for business owners and employees would be of any benefit. Ms. Graham stated yes. Public Safety Commission Minutes February 8, 1995 Page 4 There being no one else wishing to speak, Chairman Canonic moved,to close the public hearing, seconded by Vice Chairman Aronson and unanimously carried. Public Services Director Hart stated most of the public testimony pertained to the elimination of 2 -hour parking restrictions, parking permits for business owners and employees, including 3 -5 a.m. parking, and improved lighting. Commissioner Canonic stated there may be a need to consider tailoring vehicle parking time limits for the businesses that it serves and felt the RSVP's presence in the business district parking facilities would help deter vandalism and crime. The Commission requested staff provide background information regarding the 2 and 8 -hour parking facilities, the number of reported incidents of theft and vandalism, ;;and input from the Traffic Engineer for review before vehicle parking time limits were imposed. Jacobs moved the Commission schedule a study session to include parking restrictions for streets and parking facilities, to be held February 22, 1995, at 6 p.m., in the Council Chambers, seconded by Commissioner Walker and unanimously carried. 8. SUBCOMMITTEE STATUS REPORTS: Commissioner Pitts suggested the Commission study the number of yard sales conducted compared to the number of yard sale permits issued. He also stated the Commission was responsible for providing policy direction to staff regarding development of the RSVP. 9. MATTERS FROM CITY OFFICIALS: Public Services Director Hart thanked the Commission for their participation, patience, and support of staff during the RSVP planning process. The Commission thanked the business owners for their input and invited their participation in the scheduled study session and RSVP. 10. COMMISSION ITEMS SEPARATE FROM THE REGULAR AGENDA: None 11. ADJOURNMENT: At 9:10 p.m., it was moved, seconded, and unanimously carried to adjourn the meeting.
