PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, SEPTEMBER 6, 1977
1 The Common Council of the City of Richmond, Indiana met in regular
2 session September 6, 1977 at the hour of 7:00 p.m. in the Council
3 Chambers in the Municipal Building in said City. President Carter
4 presided with the following members present: Messrs. Elstro,
5 Williams, Ahaus, Austerman, Merchanthouse, Cornett and Paust.
6 Absent: Mr. Mills. The following business was had, to wit:

8 Councilman Ahaus gave devotions.

10 Councilman Ahaus reported he was absent from the last regular meet-
11 ing due to being on vacation.

13 Councilman Williams moved to approve the minutes of the previous
14 meeting as prepared, seconded by Councilman Paust and on unanimous
15 voice vote the motion was carried.

17 Councilman Cornett moved to suspend the rules and read Resolution
18 No. 24-1977 by title only, seconded by Councilman Williams and
19 on unanimous voice vote the motion was carried.

21 The Clerk read by title only Resolution No. 24-1977 - A RESOLUTION
22 OPPOSING THE ABANDONMENT OF THE RAIL SEGMENT BETWEEN CAMBRIDGE CITY
23 AND CHARLOTTESVILLE, INDIANA.

25 Councilman Cornett stated he would be voting against this-Resolution as
26 he is against government subsidy of utilities.

28 Councilman Merchanthouse: moved for adoption of Resolution No. 24-
29 1977, seconded by Councilman Paust. The motion carried with
30 Councilman Cornett voting no.

32 Councilman Merchanthouse moved to suspend the rules and read
33 Resolution No. 25-1977 by title only, seconded by Councilman Paust
34 and on unanimous voice vote the motion was carried.

36 The Clerk read by_title only Resolution No. 25-1977 - A RESOLUTION
37 AUTHORIZING AND APPROVING THE SALE OF CERTAIN UNIMPROVED REAL
38 ESTATE IN THE CITY OF RICHMOND, INDIANA.

40 Councilman Ahaus moved for adoption of Resolution No. 25-1977,
41 seconded by Councilman Austerman and on unanimous voice vote the
42 motion was carried.

44 Mayor Clifford Dickman stated the grant to complete Williamsburg
45 Pike did not cover the cost of right-of-way. Due to the fine
46 cooperation of property owners in this area, this has-been obtained. These
47 are Mr. Tom Jenkins, Vortex Oil & Gas Company; Mrs. G. E.
48 Mendleson, Dayton, Ohio Second National Bank and ALCOA. He
49 expressed appreciation on behalf of the City to these owners.

51 Mr. Glenn Spears, representing the American Postal Workers Union,
52 requested Council draw a resolution to postal officers asking a
53 delay or reconsideration of closing of a. large portion of the
54 post office here.

56 Councilman Elstro moved a resolution be drawn to this effect for
57 the next agenda, seconded by Councilman Paust. The motion. carried
58 with Councilman Cornett voting no.

60 Mr. Dale Sharitts, Richmond police officer and chief negotiator
61 for the Police Department Wage Committee, appeared before Council
62 to state officers will be scrutinizing bills coming before Council
63 in the future. -

3 title only, seconded by Councilman Paust and on unanimous voice vote

9 Councilman Cornett moved to suspend the rules and read Ordinance No.
10 3260-1977 on second reading, seconded by Councilman Williams and on
11 unanimous voice vote the motion was carried.

15 Councilman Merchanthouse moved for engrossment of Ordinance No. 3260-
16 1977, seconded by Councilman Paust and on unanimous voice vote the
17 motion was carried.

19 Councilman Merchanthouse moved to suspend the rules and read Ordinance
20 No. 3260-1977 on third and final reading by title only, seconded by
21 Councilman Cornett and on unanimous voice vote the motion was
22 carried.

26 Ordinance No. 3260-1977 was placed on final passage or rejection and
27 on a call of the roll the following was recorded: Ayes: Elstro,

29 Noes: Carter. The vote being seven :(7) to one (1) in favor of
30 passage of Ordinance No. 3260-1977.

35 Councilman Cornett moved to suspend the rules and move Ordinance No.
36 3261-1977 to second reading, seconded by Councilman Elstro and on
37 unanimous voice vote the motion was carried.

41 Councilman Williams moved for engrossment of Ordinance No. 3261-1977,
42 seconded by Councilman Faust and on unanimous voice vote the motion
43 was carried.

45 Councilman Williams moved to suspend the rules and read Ordinance No.
46 3261-1977 on third and final reading by title only, seconded by
47 Councilman Paust and on unanimous voice vote the motion was carried.

4 Councilman Paust moved to accept and file proof of publication- for
5 Ordinance Nos.:3256-1977, 3257-1977,-3258-1977 and 3259=1977; seconded by
6 Councilman Ahaus and on unanimous voice vote the motion was carried.

8 Speaking for Ordinance No. 3256-1977 were Mr. Curtis Gilmore,
9 President of Interfaith Housing Corporation and Mr. Phil Kidd,
10 Second National Bank.

13 1977, seconded by Councilman Paust and on unanimous voice vote the
14 motion was carried.

17 No. 3256-1977 on third and final reading by title only, seconded
18 by Councilman Austerman and on unanimous voice vote the motion was
19 carried.

15 Councilman Elstro moved for engrossment of Ordinance No. 3259-1977,
16 seconded by Councilman Williams. and on unanimous voice vote the.
17 motion was carried.

19 Councilman Elstro moved to suspend the rules and read Ordinance No.
20 3259-1977 on third and final reading by title only, seconded by
21 Councilman Williams and on unanimous voice vote the motion was
22 carried.

32 passage of Ordinance No: 3259-1977.

34 Councilman Cornett.moved to suspend the rules and read Amended
35 Ordinance No. 3222-1977 on third reading by title only, seconded
36 by Councilman Paust and on unanimous voice vote the motion was. carried.

38 .The Clerk read on third reading by title only Amended Ordinance No.
39 3222-1977 - AN ORDINANCE TO ANNEX TO THE CITY OF RIHCMOND, INDIANA,
40 CERTAIN TERRITORY CONTIGUOUS THERETO, DESCRIBING THE SAME, PROVIDING
41 FOR THE PUBLICATION THEREOF, AND FIXING THE TIME WHEN THE SAME SHALL
42 TAKE EFFECT.

44 Plan Director Robert Goodwin gave results of traffic counts in the
45 area.

47 Amended Ordinance No. 3222-1977 was placed on final passage or
48 rejection and on a call of the roll the following was, recorded: Ayes:
49 Elstro, Williams,. Ahaus, Austerman, Cornett, Paust and Carter. Noes:
50 None. Abstaining: Merchanthouse. The vote being seven to zero in favor.

52 There>-being no further business on motion duly made, seconded and
53 passed the meeting was adjourned.
